(Baonghean.vn) - On the morning of May 25, under the chairmanship of comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee continued its regular meeting in May.

Attending the meeting were members of the Standing Committee, Vice Chairman of the Provincial People's Committee, members of the committee, departments, branches and sectors.

Overview of the meeting

At the meeting this morning, members listened to the draft reports: Water supply work in the province in the period of 2016 - 2020 and asked for opinions on amending Decision No. 109/2009/QD-UBND on management of construction investment and bidding in the province; Report on the project to develop electricity supply infrastructure in the province in the period of 2016 - 2020.

Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

Submit the Draft Resolution of the Provincial People's Council on a number of policies and mechanisms to support poverty reduction for communes with a poverty rate of 30% or more in addition to Resolution 30a in the province for the period 2016 - 2020. Report on the assessment of 2 years of implementing the project "Building key infrastructure in the province by 2020" in the field of irrigation and climate change response; report on the plan to allocate capital from Government bonds for new rural construction, 2016.

Mr. Hoang Trong Kim - Director of the Department of Construction reported on water supply work in the province in the period of 2016 - 2020 and asked for opinions on amending Decision No. 109/2009/QD-UBND on management of construction investment and bidding in the province.

After listening to members contribute many opinions to the drafts and reports of the sectors: Construction, Industry and Trade, Agriculture - Rural Development, Labor - Invalids and Social Affairs..., Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee agreed to approve the projects, and at the same time noted that the agency drafting the draft projects needs to base on the Resolution of the 18th Provincial Party Congress.

Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee said that Decision 109/2009/QD-UBND is not suitable for construction investment and bidding in the province.

Propose that the Department of Agriculture and Rural Development report to the Provincial People's Committee on the current status of unfinished construction of domestic water works, and propose plans for the coming time; propose that the sectors have plans to reduce the price of domestic water in Ky Son district.

Comrade Nguyen Huu Cau - Member of the Provincial Party Committee and Director of the Provincial Police Department requested the Provincial People's Committee to consider the price of domestic water in Muong Xen Town, Ky Son District because the current price of 5,000 VND/m3 is high.

Regarding the draft "amendment of Decision 109/2009/QD-UBND on management of construction investment and bidding in the province", the Chairman of the Provincial People's Committee requested the Department of Construction to supplement some contents to complete the draft to submit to the Provincial People's Committee. The Department of Industry and Trade is requested to pay attention to villages without electricity; power projects serving national defense; urban areas and towns that must replace underground power lines; focus on providing sufficient power supply for investors.

Regarding the project "Building key infrastructure in the province in the period of 2016 - 2020", comrade Nguyen Xuan Duong agreed with the report of the Department of Agriculture and Rural Development, and requested the Department to complete the document to submit to the Provincial People's Committee.

Regarding the two contents on government bond capital and state capital invested in the National Target Program on New Rural Construction, the Provincial People's Committee assigned the Department of Agriculture and Rural Development to coordinate with the Department of Labor, Invalids and Social Affairs to send an official dispatch to localities to clearly define the capital sources.
