Nghe An: Mountainous commune installs cameras to monitor civil servants
(Baonghean.vn) - Nam Nhoong is the first commune in the mountainous district of Que Phong to install cameras at its headquarters. This new initiative brings many benefits to the local government, especially in preventing the practice of leaving work during working hours.

In mid-April 2018, with the support of Que Phong District People's Committee, Nam Nhoong Commune People's Committee installed a camera system at the commune People's Committee headquarters with 3 eyes. The investment cost for this project is only about 2 million VND but brings many benefits to the management of working hours of staff as well as facilities of Nam Nhoong Commune People's Committee.
Mr. Ngan Van Chin - Chairman of Nam Nhoong Commune People's Committee said: "The camera system has been installed for more than 2 months now. This camera system is located in the following locations: The central yard of the Commune People's Committee, the meeting room and the one-stop transaction room. 3 camera eyes are connected to the server located in the room of the Commune People's Committee Chairman.
In addition, the cameras are also connected to 3 smartphones of 3 leaders including: Chairman of the Commune People's Committee, Party Secretary and Vice Chairman of the Commune People's Committee to monitor the activities of the Commune People's Committee via phone. This camera system will have a hard drive to store images for about 1 month.

“Because the commune is a mountainous area, there are many customs that are regularly held such as the custom of eating the soul, warding off bad luck, celebrating a new house, etc., which take up a lot of time for officials at all levels in the commune government. In particular, drinking alcohol when attending a ceremony will affect the working hours of officials and civil servants in the commune. Since the installation of cameras, with close supervision and inspection, officials in the commune have almost completely stopped being late or “wasting time” at work. In addition, although no one has ever reported that commune officials harass people when they come to the office, through the surveillance of the cameras, if we see signs of the above situation, we will resolutely handle it immediately," Mr. Chin added.
