Nghe An: Thoroughly handling the situation of oversized and overloaded vehicles
(Baonghean) - Nghe An Police Traffic Police Department has just established a special task force to handle and rectify the situation of oversized, overloaded vehicles, vehicles with extended cargo beds, and vehicles transporting goods in the province.
"Erasing" hot spots in Quy Hop
Quy Hop is a district rich in mineral resources, with a large number of heavy trucks transporting minerals. Overloaded trucks cause damage to roads, especially trucks transporting rocks from the mines to processing plants. Some drivers, truck owners, and warehouse owners have not strictly followed regulations on vehicle load control.
Faced with that reality, the Nghe An Traffic Police Department has established a special task force to coordinate with the authorities and the Quy Hop District Police to handle violations. Lieutenant Colonel Nguyen Van Hung - Head of the special task force said: Since the beginning of April 2019, the special task force of 6 soldiers has coordinated with the Quy Hop District Police to survey, patrol and propose reasonable blocking solutions.

In addition to patrolling the main roads, the special task force, together with the Quy Hop District Police, organized patrols on branch roads such as National Highway 48C, 48D and Provincial Road 532 to handle mineral transport vehicles that often evade. In particular, the Quy Hop District Police also increased the Economic Police, Investigation Police... along with the Traffic Police to organize 24/7 checkpoints on the roads leading to key mining areas such as Chau Hong, Chau Tien, Lien Hop, Chau Loc...
In addition to handling violations, the Special Task Force also propagates to drivers, vehicle owners, transport businesses... to raise awareness of compliance with the Road Traffic Law; organizes the signing of a commitment not to overload the queue for all vehicle owners.

Thanks to the drastic handling and implementation of many solutions, the situation of oversized and overloaded vehicles in Quy Hop district has significantly decreased. Many transport companies have voluntarily cut the oversized vehicle bodies, and the vehicles have been renovated according to design standards.
In addition to Quy Hop district, the Special Task Force also coordinated with the police of Que Phong, Quy Chau, Nghia Dan, Tan Ky districts... to organize mobile patrols on National Highways 48, 48D, 48E and many other branch roads to resolutely handle overloaded vehicles. For cases of intentional non-cooperation, we explained so that the drivers would voluntarily comply. For cases of intentional violations, we coordinated with the District Police to handle them by administrative measures, such as checking temporary residence registration, temporary absence (if the vehicle was left overnight) or taking them to the headquarters for settlement. Therefore, all cases of overloading are strictly handled according to the law. In just over 2 weeks of deployment, the Special Task Force has handled and recorded nearly 50 cases of oversized and overloaded vehicles, imposing fines of nearly 400 million VND.
Control on National Highway 1A
In just about 1 hour, the Special Task Force coordinated with Traffic Police Station 5-1 to request many vehicles with signs of overloading to stop for inspection. During that process, a number of vehicles were found to be overloaded compared to the permitted parameters.

Some overloaded drivers deliberately delayed bringing their vehicles to the weigh station at Traffic Police Station 5-1. However, with the determination of the police officers, all violations were recorded and handled according to regulations.
Lieutenant Colonel Nguyen Van Hung shared: There are many vehicles traveling on National Highway 1A, the unit has coordinated with Traffic Police Station 5-1 to divide into many working groups, with many shifts, ensuring 24/24 hours to perform the task well. In particular, despite the prolonged hot weather, the officers and soldiers are determined to complete the task.
For Highway 1, there is a high density of vehicles, including many enterprises transporting cement materials through Nghe An - Ha Tinh. In the long term, in addition to strictly handling oversized and overloaded vehicles, transport business owners must not let employees or vehicle drivers load or transport goods exceeding the permitted load, and are responsible for monitoring the loading of goods onto vehicles.
Synchronize solutions, handle at the root
Colonel Cao Minh Phuong - Head of the Provincial Traffic Police Department said: The establishment of the Special Task Force aims to coordinate with relevant localities and sectors to strengthen patrols, traffic control, vehicle load control and thoroughly handle cases of oversized and overloaded violations, contributing to the protection of road traffic works and traffic safety and order. During the implementation of vehicle load control, the coordinating forces have strictly followed the direction of the Provincial Police.
Patrolling, controlling and handling violations must ensure proper procedures and authority. With the goal of gradually reducing and eventually ending the situation of overloaded vehicles participating in traffic, the patrolling and handling of overloaded vehicles will be implemented regularly and continuously by the Traffic Police Department, ensuring that transportation activities take place smoothly, safely and in accordance with regulations.

An important solution to limit oversized and overloaded vehicles is to manage vehicle weight right from where goods are loaded onto the vehicle; at the same time, resolutely handle drivers who violate the law, assign responsibility, and strictly punish heads of transport enterprises and vehicle owners if they allow overloaded vehicles to circulate on the road... It is recommended that the relevant authorities increase sanctions to increase deterrence and recommendations.
It is necessary to revoke the badges of vehicles that repeatedly violate the law; revoke the business licenses of units with many violating vehicles, to strengthen the effectiveness of State management in transport business activities in the province. In the coming time, the Traffic Police Department will continue to implement synchronous solutions to handle the situation in a drastic manner and to raise awareness and consciousness of drivers and cargo owners in complying with the Road Traffic Law.
