Mobilizing maximum credit capital to implement national target programs

Decree No. 27/2022/ND-CP also clearly stipulates the mobilization and use of state budget capital, credit capital, and other legal capital sources to implement national target programs.

The Decree stipulates the maximum mobilization of credit capital to implement national target programs through credit policies for each subject and content within the investment scope of each national target program. The mechanism for mobilizing credit capital is implemented according to the Government's regulations on credit policies to implement national target programs.

Based on the State's credit policies, the Provincial People's Committee shall submit to the People's Council of the same level for decision on the scale and arrangement of local budget to implement credit policies and provide credit support for each subject, field, content, and activity under each national target program, ensuring compliance with the characteristics of the local socio-economic situation and legal provisions on policy credit capital management.

Use credit capital in accordance with the provisions of each credit policy and the provisions of law on credit activities; encourage entrusted lending through the social policy banking system.

Mobilizing voluntary contributions

In addition, the Decree also regulates the mobilization and use of other legal capital sources to implement national target programs.

Specifically, mobilizing and attracting capital from businesses, organizations and individuals to implement production support projects and other activities according to the provisions of law.

Mobilizing voluntary contributions from people (in cash, in kind or working days), enterprises and organizations implementing national target programs must ensure that participation and contributions are voluntary, public, transparent, and have clear accountability according to the provisions of law.

The Decree clearly stipulates that capital mobilized from enterprises, organizations and individuals through investment attraction policies shall be used in accordance with the provisions of investment law and relevant legal documents.

Contributions (in cash or in kind) from enterprises, organizations and individuals shall be allocated and used in accordance with the regulations of competent local authorities in accordance with the provisions of the State Budget Law and relevant legal documents.

Voluntary contributions (in cash, in kind or working days) from the community participating in the implementation of national target programs directly managed and used by the community.
