Vice Chairman of the Provincial People's Committee Phung Thanh Vinh inspected and removed difficulties in operating the two-level local government in the communes of Western Nghe An.

On October 29, Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of Working Group No. 4, together with the working delegation inspected, directed, and removed difficulties and obstacles in the implementation of the two-level local government and inspected and urged the implementation of the national target program in communes of the former Tuong Duong district.

During the working trip, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh and members of Working Group No. 4 inspected the working headquarters of the People's Committee and the Public Administration Service Center of Yen Na, Tam Quang and Tam Thai communes.

The working group worked with the communes of Tam Quang, Tam Thai, Tuong Duong, Luong Minh, Yen Na, Yen Hoa, Nga My, Huu Khuong, and Nhon Mai to listen to reports on the local socio-economic situation, national defense and security, and difficulties, obstacles, and recommendations in the process of implementing two-level local government.

At the meeting, the leaders of the communes said: In the recent past, despite many difficulties due to storms, floods, epidemics and the implementation of the 2-level local government model, with the strong leadership of the Party Committee, the government and the consensus of the people, important results have been achieved.

Cadres and civil servants of communes have shown a sense of responsibility, made efforts to adapt to changes in organization, work processes, and authority to handle work; proactively studied and updated knowledge and skills to suit the new operating model...

Working with the Working Group, representatives of commune leaders proposed a number of difficulties such as: Immediately after operating the 2-level local government, communes often encountered natural disasters and floods, affecting socio-economic development and people's lives.

In the initial stages of operating the two-level local government, some departments and divisions have a large workload but lack staff; the professional capacity, administrative skills and digital transformation of some officials are still limited; the volume of documents and work increased sharply after the merger, causing pressure on the team of commune-level civil servants.

Many projects transferred from district to commune level are temporarily halting construction to complete procedures for handing over to investors; there is a lack of specific guidance on approval and project management authority. The general situation of communes is lacking offices, headquarters, equipment, vehicles; public housing for officials and civil servants, information technology infrastructure, public service software is not yet synchronized,...

Through on-site inspection and working with the communes, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh shared with the mountainous localities that are facing many difficulties, continuously affected by natural disasters and floods affecting production and people's lives. At the same time, he acknowledged the proactive, determined, united working spirit of the cadres and civil servants of the communes to stabilize the organization and operation of the 2-level government apparatus to be basically effective and efficient.

Analyzing some existing problems and limitations related to the research and application of new documents; unreasonable staff arrangement; poor coordination and sharing between localities and departments and branches,... the Vice Chairman of the Provincial People's Committee requested that localities pay attention to overcoming them.

Deploying tasks in the coming time, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh suggested that communes need to immediately start reviewing the work of cadres to arrange according to the motto: Publicity, transparency, clear people, clear work, clear expertise. At the same time, commune leaders need to proactively review programs, projects, and each source of capital to clearly identify difficulties and obstacles to propose the province to promptly support to remove obstacles.

According to Vice Chairman of the Provincial People's Committee Phung Thanh Vinh, in order to develop, first of all, localities need to have a spatial development plan for each locality linked with regional planning.

Comrade Phung Thanh Vinh noted that communes need to review, focus on leadership and effectively direct the implementation of local socio-economic development, defense and security programs and plans in 2025.

Regarding departments and branches, the Vice Chairman of the Provincial People's Committee requested the Department of Ethnic Minorities and Religions to proactively establish delegations to directly guide communes in implementing projects under the national target program to implement and disburse Program capital in a timely and effective manner.

The Department of Agriculture coordinates to support communes related to poverty reduction projects, resettlement areas; winter-spring crop production; pays attention to projects related to agricultural and forestry development and guides communes on implementation procedures.

The Department of Home Affairs receives comments on allowances and decentralization to guide localities in implementation; at the same time, coordinates with the Department of Justice to regularly update and advise the People's Committee to propose the Central Government to reduce administrative procedures to avoid inconvenience for organizations and individuals.

The Department of Construction guides localities to implement visionary planning and invest in essential infrastructure projects.

The Department of Finance needs to pay attention to allocating and arranging funds for communes to invest in facilities to ensure essential working conditions.
