Nghi Loc proposes a plan to handle the abandoned prime land of more than 2,000m2
On September 13, Chairman of Nghi Loc District People's Committee, Mr. Nguyen Thanh Tung said that the district had reviewed and checked documents related to the project of the Retirement Home on the land adjacent to Binh Minh Avenue, Cua Lo town to verify the information in Nghe An Newspaper, then proposed a solution to prevent land from being wasted.
The incident of Nghi Loc District Nursing Home being degraded and abandoned for many years was reported by Nghe An Electronic Newspaper on August 22, 2024 through the article "Forgot” more than 2000m2 of golden land on Binh Minh Avenue”.

Speaking with Nghe An Newspaper on September 13, Nghi Loc District People's Committee Chairman Nguyen Thanh Tung said that after receiving the information reported by the newspaper, he directed relevant functional departments to collect records and archives for inspection.
Thereby, it is determined that the information reported in the article is correct. In 1996, the Nghi Loc District People's Committee was assigned by the province a land area of 2,475m2 on Binh Minh Street, Cua Lo Town to implement the Nghi Loc District Retirement Home project. The project invested in the construction of a number of small-scale works, put into use until the works were degraded and damaged in 2009.

Determining that the situation of land waste cannot be prolonged, Nghi Loc District People's Committee held a meeting to study management and usage plans in accordance with regulations.
Because this land is managed by Nghi Loc District People's Committee but the land location is in Cua Lo town; according to current law, Nghi Loc District People's Committee cannot continue to implement the Nursing Home project or establish a new project for investment, nor can it lease land, so the proposed plan is to report and propose to the Department of Finance and the Provincial People's Committee to consider and decide to implement according to Decree No. 167/ND-CP on regulations on arrangement and handling of public assets.
“I have been in Nghi Loc for a short time, so I only got the information after the newspaper reported it. Currently, there are some public assets in the district that need to be arranged and handled according to Decree No. 167/ND-CP. Therefore, Nghi Loc District People's Committee will review, summarize, and report to the Department of Finance and the Provincial People's Committee for consideration and decision. We have determined that this is a content that must be implemented soon, we cannot waste public assets, waste land…” – Nghi Loc District People's Committee Chairman Nguyen Thanh Tung shared.
Regarding the article "'Forgetting' more than 2,000m2 of prime land on Binh Minh Avenue" in Nghe An Electronic Newspaper on August 22, 2024, reflecting the current situation of the 2,475m2 land plot belonging to the Nghi Loc District Retirement Resort project, located between the Maldives Hotel and the Agribank motel, along Binh Minh Avenue (Thu Thuy Ward, Cua Lo Town), which has been abandoned since 2009, for exactly 15 years now.

Immediately after the Newspaper's reflection, Thu Thuy Ward People's Committee issued Report No. 50/BC-UBND reporting the current situation of Nghi Loc District Nursing Home to Cua Lo Town People's Committee. Specifically, according to the 2005 survey map and technical records, the land plot has number 94, map sheet No. 05 with an area of 2,230.9m2. According to the declaration of current status of land management and use of Nghi Loc District Nursing Home dated July 1, 2008, the land has been used since June 1996 with an area of 2,475 m2 according to Decision No. 1763/QD-UBND dated June 8, 1996 on land allocation for specialized purposes. On July 14, 2008, Thu Thuy Ward People's Committee confirmed that land plot No. 94, map sheet No. 05 has an area of 2,230.9m2, is in stable use, has no disputes, and is for the right purpose.
Regarding the current land use status, on the plot of land there is a row of 4-level houses with 5 rooms that have deteriorated. The property inside is old; the yard, fence, and outbuildings are also degraded; the tiled roof has completely buckled and collapsed. In front of the row of houses there is a cement yard, with temporary covers at both ends of the yard, forming 2 temporary car garages; on the land area there are overgrown trees and grass.
Every year, Thu Thuy Ward People's Committee issues documents requesting agencies, units, restaurants and hotels in the area to implement urban renovation to serve tourism. In particular, on February 29, 2024, Thu Thuy Ward People's Committee issued Notice No. 06/TB-UBND on urban renovation to serve tourism in 2024 in the ward to Nghi Loc District People's Committee, however, the management unit of Nghi Loc District Nursing Home has not yet implemented the renovation.

To ensure urban beautification work in the area, every year the People's Committee of Thu Thuy Ward mobilizes cadres, people, and youth union members of the ward to clear bushes, scoop up trash, clean up, and hire excavators to clean the environment, especially the section adjacent to Binh Minh Street.
Thu Thuy Ward People's Committee proposed to Cua Lo Town People's Committee in Report No. 50/BC-UBND: "To ensure environmental sanitation, urban landscape and avoid wasting land resources, we respectfully request Cua Lo Town People's Committee to work with Nghi Loc District People's Committee to find solutions to handle and resolve the issues that Nghe An Newspaper has reported."
On August 22, 2024, the People's Committee of Cua Lo town issued Document No. 1482/UBND-DT to the People's Committee of Nghi Loc district. Here, the People's Committee of Cua Lo town informed about the current status of the Nghi Loc district retirement home project, requesting the People's Committee of Nghi Loc district: "Arrange human resources and means to coordinate with the People's Committee of Thu Thuy ward to carry out the renovation and general cleaning of the environment in the above land area. Study the plan to convert the investment model of the above project, in order to put the land into operation to ensure the beauty of the urban tourism area, while avoiding land waste".


On August 23, 2024, the Department of Natural Resources and Environment issued Official Dispatch No. 5986/STNMT-QLDD requesting the People's Committee of Cua Lo town to inspect and verify information in the article "'Forgetting' more than 2,000 square meters of prime land on Binh Minh Avenue". The People's Committee of Cua Lo town then continued to issue Official Dispatch No. 1544/UBND-TN dated September 4, 2024 to the People's Committee of Nghi Loc district, requesting to provide land records and information on the management and use of land belonging to the Nghi Loc district retirement home project to have a "basis for reporting to the Department of Natural Resources and Environment".
