'Resolutions only have vitality when they urge people to act'

At the conference of key officials of Ho Chi Minh City, whenReferring to the 12th Party Congress Document, Mr. Dinh La Thang affirmed that this is a product of the collective intelligence of the entire Party and the entire people, with content built on the basis of summarizing the theory and practice of 30 years of innovation, in addition to inheriting from the 11th Party Congress Document and the Central Conferences.

According to Mr. Thang, the 12th Congress Documents have many new points, demonstrating the level of development of our Party's theoretical thinking in the aspects of politics, economics, culture, society, security-defense, foreign affairs, Party building and the political system.

The most prominent points in the Document have demonstrated consistent viewpoints and principles in the Party's activities, while also setting out specific tasks and urgent new issues arising from practical life such as the issue of protecting sovereignty over seas and islands or transforming the growth model...

Mr. Thang affirmed that the task of the delegates is to quickly put the contents of the resolution into practice. He said that this is a challenge for the capacity and intelligence of the leader in the face of political tasks, so he asked each cadre to put themselves into specific tasks to answer the question of how to implement the resolution into each job, task, and goal.

The Secretary of the City Party Committee also raised three issues: First, it is necessary to grasp the basic viewpoints and guiding thoughts in the documents of the 12th Congress to compare them with the contents of the documents of previous Congresses to clearly perceive the inheritance, supplementation, and development of the Party's thinking and theory.

He emphasized that in the process of learning and implementing, delegates need to focus on discussing and analyzing the theoretical and practical basis of the new points of the Congress Resolution, correctly understanding the main contents presented in the documents, and for key tasks, relating them to specific requirements and conditions in their units to select and direct implementation.

Second, he believes that learning must be combined with building practical programs and action plans by agency leaders.

Third, we must propagate the resolution so that it “gradually permeates” each citizen, in attractive forms, suitable for each type of target. According to him, only when people feel the need for the Resolution as a guide, spiritual support, urging them to act, opening them up to new ideas… will the Resolution truly have vitality.

Finally, he asked the delegates to absolutely avoid being careless, formal, and superficial, considering studying the Resolution as just a matter of getting it done.
