It is strictly forbidden to use mobile phones while driving.
According to the draft Law on Ensuring Road Traffic Order and Safety, which is being consulted by the Ministry of Public Security, to ensure traffic safety, one of the prohibited acts is using a mobile phone while driving.

The draft also proposes many prohibited acts including:
1. Driving a vehicle on the road while having drugs or other stimulants in the body that are prohibited by law.
2. Driving a vehicle on the road while having alcohol concentration in the blood or breath.
3. Driving a motor vehicle without a driving license as prescribed. Driving a specialized motorcycle on the road without a certificate of training in road traffic law, a license or certificate to drive a specialized motorcycle.
4. Driving a motor vehicle at a speed exceeding the prescribed speed limit; driving in the wrong lane or road section; avoiding or overtaking in violation of regulations.
5. Driving in the wrong direction, making a U-turn, or reversing on highways and in tunnels, except for priority vehicles on emergency missions as prescribed.
6. Driving cars, motorbikes (including electric motorbikes), motorbike-like vehicles and motorbike-like vehicles on highways, except for vehicles used for highway management and maintenance.
7. Driving a commercial vehicle for more than 4 consecutive hours and more than 10 hours in one day.
8. Honking and revving the engine continuously; honking between 10pm and 5am, honking the horn, using high beams in urban areas and densely populated areas, except for priority vehicles on duty as prescribed by this Law.
9. Racing, cheering on racing, organizing illegal racing, weaving, and swerving.
10. Fleeing after causing an accident to avoid responsibility.
11. Transporting prohibited goods, illegally transporting or failing to fully comply with regulations on transporting dangerous goods or wild animals.

The Ministry of Public Security said that these prohibited acts are acts that, through law enforcement practice, are identified as dangerous acts with a high risk of causing traffic accidents, traffic jams, or causing insecurity, disorder, and infringing upon the life, health, and property of the state and people.
