Seriously handle violations of population policy
(Baonghean) - Decision 43 of the Provincial People's Committee on population policy after one year of implementation has brought about effectiveness to the province's population work. However, there are still difficulties and challenges.

In 2016, Yen Thanh was one of the units highly appreciated for implementing population policy. This was also the first year after many years that Yen Thanh, from a district with a high birth rate, the rate of third children began to decrease. In particular, the birth rate decreased from 1.9.3% to 1.78%, the number of third children decreased by more than 500 children compared to 2015 (decreased by more than 10%).
According to Mr. Phan Quoc Tuan - Director of the Center for Population - Family Planning of Yen Thanh district: This result was achieved thanks to the district's simultaneous implementation of many synchronous solutions last year. In particular, in addition to promoting propaganda and mobilizing households to sign a commitment to implement the Population - Family Planning policy according to Decision No. 43/2015/QD-UBND, the district has also made many innovations in implementation.
In particular, in 2016, in addition to implementing population policies according to provincial regulations, the Population Department also advised the People's Council and the District People's Committee to issue support policies for population and family planning activities in the period of 2016 - 2020 with many support policies such as increasing the reward level to 20 million VND for a commune with no one giving birth to a second child, increasing the reward level from 2 million VND or more for hamlets with no one giving birth to a third child or more for 2 years.

At the end of 2016, Hung Nguyen district has just concluded and awarded the prizes for the Population - Family Planning Communication Photo Contest. The contest was held for the first time and only lasted for a short time, but it attracted many amateur photographers, collaborators, and population specialists from 23 communes, wards, and towns to participate. Looking at more than 100 photos participating in the contest, we can see a year of exciting activities of the district.
Each entry is a true, multi-dimensional picture reflecting the local population and family planning activities and the issues raised in current population and family planning work, such as gender imbalance at birth and the third child birth situation. In particular, some entries demonstrate communication activities to change behavior associated with the characteristics of river areas, special areas, disadvantaged areas, and areas with high birth rates...
Sharing about the achieved results, Ms. Cao Thi Nhung - Deputy Director of Hung Nguyen District Population Center said: In 2016, thanks to the new population policy being implemented with many amendments, it has promptly encouraged many people working in population work. At the end of the year, the birth rate, the third child birth rate, the number of cadres and party members violating the population policy all decreased. Statistics of the whole district show that there are 63 collectives including 7 communes that have rapidly reduced the third child birth rate or more; 90 hamlets and blocks have achievements in population and family planning work, of which 26 hamlets and blocks have had no one giving birth to a third child or more for 3-23 consecutive years.
In the whole province, in the past year, the province's population/family planning work has achieved remarkable results: The crude birth rate decreased by 0.4‰ compared to 2015, reaching 103% of the assigned plan; the birth rate of the third child or more decreased by 0.4‰; the gender imbalance ratio at birth was 112 boys/100 girls, reaching 100% of the planned target...
There are still violations
In fact, the implementation of population policy still has shortcomings, especially in handling violations. At the end of 2016, statistics showed that the whole province had 8,821 cases of violations of giving birth to a third child or more, of which 213 were party members. However, currently, only 3,382 cases have been handled (accounting for about 40%).

Working as a population specialist for nearly 20 years in Hop Thanh commune (Yen Thanh), Mr. Phan Van Tuyen said: Hop Thanh is a special commune, so the annual birth rate of the third child or more is still very high, including cases of giving birth to 6-7 children. In previous years, when violating the population policy, people all seriously followed the commitments they signed. However, this year, the whole commune had 334 violations, but only 1 person seriously followed them.
Talking about the difficulties in the process of mobilizing people to implement the population policy, Mr. Phan Quoc Tuan - Director of the Yen Thanh District Population Center said: The whole district has 1,298 people violating the population policy but only 259 cases have been handled (accounting for about 20%). However, the handling has only stopped at the form of reprimand, some places are still lenient. The implementation process also has shortcomings. For example, currently, the number of officials and party members who violate the policy is mainly teachers. If according to the regulations, in addition to reprimand, they will be transferred to work in difficult areas. However, this is unfair to schools, because no school wants to accept teachers who violate the policy. |
In Hung Nguyen district, the implementation of hamlets also shows that there is laxity on the part of local authorities in handling groups and individuals who violate population policies. Currently, although there are many hamlets in the area that have continuously violated population policies for many years, they are still included in the list of cultural hamlets such as hamlet 2B (Hung Yen Bac commune), hamlet 2, hamlet 5 (Hung Lam commune).
According to Mr. Nguyen Dinh Bang - Director of the Center for Population - Family Planning of Hung Nguyen district: If we do not seriously implement the regulations on population policy, in the long run it will affect the implementation at the grassroots level and units will not have the awareness to build.
The above difficulties will also be barriers in implementing population tasks and work in 2017. The implementation process also shows that, surrounding the handling of having a third child or more, many places do not fully understand the issue; most people believe that if they have a third child or more, they will be punished.
In fact, Nghe An does not issue a policy regulating the punishment of having a third child or more, but only issues a policy to encourage and handle violations of population and family planning policies based on the voluntary commitment to implement the Population and Family Planning policy of cadres and party members with the head of the agency and of the people with the local government. This is a necessary and appropriate policy to solve the difficulties and challenges that have been facing the population work of our province in recent years, at present and in the future.
At this time, localities have begun to sign commitments to implement the Population - Family Planning policy. Understanding the issue and seriously implementing the commitments is also a practical task to contribute significantly to helping the province's population work gradually improve, reduce the birth rate and improve the quality of the population.
