Not only in rural markets but also in Vinh City markets, a subjective mentality has begun to appear, some market management boards have neglected epidemic prevention work. At Hung Dung market, on the morning of April 21, although the entrances and exits were limited, at the back gate of the market, where many food and foodstuffs are concentrated, there was no force to check and remind people to wear masks, nor was there a hand-washing and sanitizer station for people.

A similar situation also occurred at Ga Market, the second largest market in Vinh City. According to the reporter's records on the morning of April 21, except for the main door which was closed as directed, most of the entrances to the market were open, making it very difficult to control. Around Ga Market, there were no points equipped with hand sanitizer for people.

As for traders and residents, most do not pay attention to social distancing, the aisles are always crowded, especially at food stalls. According to observations, many buyers and sellers at Ga market do not wear masks or wear them just for show.
