Many shortcomings in implementing agricultural development investment policies of Nghe An

According to Resolution No. 14/2017/NQ-HDND of the Provincial People's Council, there are 28 groups of policy contents on agriculture and rural areas, and the goal of the resolution is to encourage restructuring of crops and livestock, while promoting the application of science and technology in agricultural production.

However, through actual monitoring in some localities, some members of the monitoring team stated that in reality, there are localities that have implemented 7-10 policies, or even only 2-4 policies.

Comrade Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Social Affairs Committee, stated that the policy to support the construction of centralized slaughterhouses for livestock and poultry has allocated capital every year but has not been implemented, while people, especially in Vinh city, are still upset about environmental pollution from small-scale slaughterhouses in residential areas.

Or like the policy to support raising foreign pigs with a scale of 50 pigs or more; the policy to support planting large timber forests and planting forests with native trees, the province allocates funds every year but cannot disburse. There are policies such as supporting the solidification of type III canals, but resources are not allocated for implementation.

Besides affirming that some policies have not yet been put into practice, there are also opinions reflecting that the quality and sustainability of direct support for plant and animal varieties are not high.

Some policies that have not yet created consensus from the grassroots are proposed to be abolished, such as: subsidizing fish breeds for mountainous districts; supporting fish cage farming in rivers and lakes is no longer suitable for current practices...

At the meeting, the Standing Committee of the Provincial People's Council also took time to evaluate the implementation of Resolution No. 13/2018/NQ-HDND, dated December 12, 2018, regulating policies to encourage the development of cooperation and association in the production and consumption of agricultural products in the province.

At the meeting, leaders of the Department of Agriculture and Rural Development received and explained the causes related to the shortcomings and limitations in implementing policies and mechanisms for agricultural and rural development.

Concluding the meeting, in addition to acknowledging the participation of the Department of Agriculture and Rural Development in bringing the policy into life, Vice Chairman of the Provincial People's Council Hoang Viet Duong also said that, in general, the implementation of the policy is not synchronous and not very effective; the support rate is low; the procedures are still cumbersome; the payment time is long, making the beneficiaries not interested, especially in subsidizing seedlings, building a model to convert crop structure...

The Vice Chairman of the Provincial People's Council requested the Department of Agriculture and Rural Development to review and re-evaluate each group of policy contents, on that basis, recommend and propose the Provincial People's Council and People's Committee to adjust, amend and supplement to ensure the goals of agricultural and rural development of the province.
