(Baonghean.vn) - In recent years, the changes in population and household registration in Nghi Phu commune have become increasingly large with the strong development of urban space. That means there are problems arising from the management of residence in this locality.


Nghi Phu commune has 24 hamlets with 4,306 households and 17,303 people. At the same time, there are currently 7 apartment and new urban area projects in the commune, spanning nearly 24/24 hamlets and 60 agencies and enterprises operating in the area. As for the number of temporary residents in the area, it is impossible to calculate because not all temporary residents are registered according to regulations.

According to Mr. Tran Tri Thin - Hamlet 19 chief, Nghi Phu commune, said: "The management of the hamlet's residence is extremely difficult.Although the apartment complex and urban area are within the administrative boundaries of the hamlet, the hamlet has not been handed over to manage the population, and the project investor has also abandoned it, so up to now no one has managed it. These residents are still "free" without any community or group activities.

In fact, when there are many incidents that cause social disorder, theft or death, the neighborhood has to take care of it. We have petitioned the authorities for this issue for many years but it has not been resolved yet.

Mr. Nguyen Ngoc Tung - Deputy Head of Nghi Phu Commune Police said: The reason for this situation is because most households living in apartment buildings and new urban areas have household registration and houses in districts and towns in the province, so they still have to fulfill their obligations there.

This issue has affected the rights and obligations of citizens, causing unpleasant problems for the locality. Population management has encountered many difficulties because these households are not under the management of any hamlet, the investor has not yet intervened, and people's awareness has not strictly followed the regulations on the Law on Residence.

The commune police have sent notices and checked to request these households to register for temporary residence, but the number of households that have done so is still very small. We recommend that the city establish separate blocks for apartment buildings and new urban areas or integrate them with other blocks in the area so that the locality can manage personnel as well as exercise the rights and obligations of these households as citizens.

For example, hamlet 17 of Nghi Phu commune has 140 households but 30 households run boarding houses with over 200 temporary residents. However, this number often fluctuates because the majority of temporary residents are students.

According to the head of Hamlet 17, Nghi Phu Commune - Nguyen Van Hien, there are people who have permanent residence, but work far away for a long time without cutting their household registration; there are people who register for temporary residence without informing the executive committee; and move to another place without informing. These people do not pay all fees and funds. There are cases where they register for temporary residence, but when it is time to collect fees and funds, they move to live in another block. Meanwhile, the executive committee of the block still has to carry out all the things that belong to their civil rights.


The above shortcomings and inadequacies in the management of permanent and temporary residence are not only in Nghi Phu commune but are a common situation in many wards and communes in Vinh city.
