Many recommendations after supervision of Nghe An Provincial People's Council have not been clarified

On the afternoon of July 27, the Standing Committee of the Provincial People's Council held a meeting to evaluate the work of July, deploy key tasks of August 2020; at the same time, evaluate and draw experience from the work of organizing the 15th session of the Provincial People's Council, term XVII, term 2016 - 2021.

Successfully organized the 15th session

In July, the activities of the Standing Committee, Committees and Office of the Provincial People's Council focused on preparing and organizing the 15th session of the 17th Provincial People's Council, term 2016 - 2021.

Accordingly, at the meeting, the opinions expressed all affirmed the proactiveness, positivity and responsibility of the Provincial People's Committee and departments and branches in preparing reports, submissions and draft resolutions for the Standing Committee and committees of the Provincial People's Council to review; at the same time, seriously absorb and edit after review, ensuring that decisions and approvals at the meeting achieve high unity and consensus, especially the decisions of the Provincial People's Council are of high quality.

The meeting was conducted scientifically and flexibly, ensuring that the meeting was conducted in accordance with the order, content and agenda. The quality of group discussions, discussions in the hall, questions and answers were lively, demonstrating the concerns and responsibilities of the provincial People's Council delegates and leaders of the provincial People's Committee, departments, branches and localities.

The online telephone line at the meeting is maintained and recommendations at the meeting are publicly announced so that all levels and departments have a basis for resolution.

Some lessons learned

In addition, many opinions also raised many issues that need to be learned from experience. According to delegate Pham Van Hoa - Chief of Office of the Provincial People's Council, there are still some contents presented at the meeting, especially the contents for investment policies of some projects, leading to the urgent and passive study of documents for review by the Standing Committee and the Provincial People's Council committees.

Although some contents have been reviewed by the provincial People's Council committees early, the acceptance, explanation and editing after review by some sectors is still slow.

Also related to the work of reviewing reports and draft resolutions submitted to the session, Deputy Head of the Legal Committee of the Provincial People's Council Thai Thi An Chung said that the review activity before the session plays an important role, deciding the quality of the resolutions of the Provincial People's Council at the session.

And the examination of the Standing Committee and the Provincial People's Council committees is to examine reports and draft resolutions submitted by the Provincial People's Committee.

However, there is a content of the examination of the provincial People's Council committees that does not have the participation of the leaders of the provincial People's Committee, including the heads of departments and branches (members of the provincial People's Committee). The departments and branches only assign it to the deputy level, and even the content being examined is not in the area that the deputy level is in charge of, so the acceptance and explanation at the examination does not meet the requirements.

Some delegates also pointed out some shortcomings, such as the implementation of the Resolution of the Provincial People's Council on resolving voters' petitions before, during and after the 12th session (December 2019), there are still 40 opinions and petitions that have not been resolved; some petitions are still answered in general terms, not focusing on the main points; some petitions of voters are related to many sectors and localities but there is no strong direction and close coordination as well as clarification of responsibilities, roadmap, and specific time for resolution.

There are still 35 supervisory recommendations of the People's Council, the Standing Committee, and the Provincial People's Council Committees from the beginning of the 2016-2021 term to present and 4 contents in the Notice of conclusion of the 12th session of the Provincial People's Council that have not been clarified by the Provincial People's Committee and departments and branches.

During the discussion session in groups, some delegates still mentioned and reiterated the opinions and recommendations of voters; they did not participate in in-depth discussions on solutions to implement the difficulties and problems that were arising as well as the draft resolutions submitted to the meeting...

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien highly appreciated the increasingly close and effective coordination between the Standing Committee, the Office of the Provincial People's Council and the Provincial People's Committee for the tasks of the two agencies and for the common task through the implementation of the contents at the meeting.

The Vice Chairwoman of the Provincial People's Council also pointed out a number of contents that the Provincial People's Committee needs to learn from. Comrade Cao Thi Hien also suggested that the Provincial People's Committee and departments and branches proactively build a list of resolutions to be submitted to the 16th session of the Provincial People's Council, term XVII, 2016 - 2021, avoiding adding content to the submission, causing passivity for the Standing Committee and the Provincial People's Council committees; at the same time, review the resolutions that have expired to abolish, issue new resolutions, and which resolutions need to be amended and supplemented to meet practical requirements...
