Colonel Luong The Loc:Pursuant to Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the project to develop applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030. Accordingly, in 2022, electronic public services will be implemented, replacing personal documents with Citizen Identification Cards, minimizing citizens' travel. Starting from February 25, 2022, the Ministry of Public Security will issue electronic identification accounts to citizens through the issuance, exchange and re-issuance of Citizen Identification Cards nationwide.

According to Clause 7, Article 2, Decision 34/2021/QD-TTg, an electronic identification account is a collection of login names (which are the personal identification numbers of citizens), passwords (sent via SMS to each individual) or other forms of authentication created by the electronic identification and authentication system of the Ministry of Public Security. This account is managed and authenticated on the national electronic identification application, developed by the Ministry of Public Security.

Activation of an electronic identification account is carried out when a Vietnamese citizen registers for an electronic identification account. The electronic identification and authentication system automatically compares and cross-checks the citizen's declared information with the information in the National Population Database. If a match is found, a level 1 electronic identification account is created. If a level 2 electronic identification account is created, the system will compare the portrait or fingerprint of the registrant and send a request to activate the account to the registrant via the registered phone number or email; the registrant performs the activation according to the requirements of the electronic identification and authentication system.

PV:So, what are the benefits when people use electronic identification accounts?

Colonel Luong The Loc:When using an electronic identification account, people perform public services (integrated on the national electronic identification application), the system will automatically fill in information on registration forms without having to declare or fill in information multiple times, helping to save a lot of time and costs for declaration forms, reducing many procedural steps that need to be resolved.

Citizens can provide and share their information with third parties through QR code scanning or other technical solutions when the third party's system is eligible to connect to the electronic identification and authentication system.

Citizens can replace their Citizen Identification Card and other integrated registration documents displayed on the national electronic identification application such as: Driver's license, vehicle registration, health insurance, etc. when performing administrative transactions, minimizing the need to carry documents. At the same time, it is possible to use the electronic identification account to perform transactions such as paying electricity and water bills, transferring money, paying social insurance, health insurance, etc.

When using this account, people's information will be kept confidential, cannot be forged, accurate and unique because the information is authenticated from the National Population Database which is original data managed by the Ministry of Public Security, so when performing transactions in the electronic environment, it will be convenient and safe.

PV:Who can register for an electronic identification account, sir?

Colonel Luong The Loc:According to the provisions of Article 6 of Decision 34/2021/QD-TTg on electronic identification and authentication on the basis of the National Population Database, Citizen Identification Database and National Immigration Database. The electronic identity of Vietnamese citizens includes: personal identification number; last name, middle name and first name; date of birth; gender; portrait and fingerprint.

Accordingly, individuals aged 14 and over can register for an electronic identification account through the electronic identification application. For individuals under 14 years old, they can register using the electronic identification account of their parents or guardians. For other wards, they can register using the electronic identification account of their guardians.

PV:So youCan you tell me what is the process for registering an electronic format account?

Colonel Luong The Loc:To register for an electronic identification account, citizens go to the One-Stop Department and notify the police officers at the district, county, province or city level about the application for an electronic identification account. Registration information includes: Phone number, email address. Citizens can provide additional information about dependents and accompanying documents (if citizens need to integrate this information into the application for an electronic identification account).

In case citizens need to register to integrate information displayed on the national electronic identification application for documents such as driver's license, vehicle registration, social insurance, health insurance... then bring additional original documents for comparison.

Citizens complete the application for issuance, exchange, or re-issuance of electronic chip-embedded citizen identification cards, including personal/relative information and biometric information. The officer receiving the application will then process the application for issuance, exchange, or re-issuance of chip-embedded citizen identification cards in accordance with the Citizen Identification Card issuance procedure.

Currently, registering for an electronic identification account is not mandatory but is recommended, because in the future, all public services will be implemented through electronic identification. In the coming time, the Ministry of Public Security will continue to promote the application of electronic identification and authentication, deploy the Project on applying population data, electronic identification and authentication systems in the National Digital Transformation period 2021, with a vision to 2030. Registering for an electronic identification account is becoming increasingly necessary and brings many obvious benefits to the people.
