COVERAGE RATE OF THE MAIN URBAN PLAN REACHED 100%
Planning is a necessary condition for all economic and social activities when orienting space, technical infrastructure, land use, urban and rural development.
In recent years, Nghe An has been one of the provinces that has comprehensively completed all levels of construction planning, from the planning of the entire provincial urban system, inter-provincial district planning (Nam Thanh - Bac Nghe, Nam Nghe - Bac Ha); general planning of urban construction in the province; detailed planning at a scale of 1/2,000; planning of special functional areas and planning of new rural construction.

The completion of a large volume of these plans also plays a very important role in concretizing the socio-economic development orientations of the region, the province and districts, cities, especially Vinh city in the spirit of Resolution 26-NQ/TW dated July 30, 2013 of the Politburo "on the direction and tasks of the province's development until 2020", the Prime Minister's important decisions on approving the province's socio-economic master plan...
In the past term (2015 - 2020), Nghe An has approved many important plans such as: Vinh city master plan to 2030, vision to 2050; Cua Lo town planning; Southeast Economic Zone; Quan Hanh town planning, Hung Nguyen town, Nam Dan town, Thanh Chuong town, Thanh Thuy urban area, Cau Ro urban area, Chua market urban area, Thuong market urban area, Hung Phuc area town (Hung Nguyen); Nam Trung, Nam Giang (Nam Dan)...
A number of other plans are continuing to be reviewed, appraised and approved.
According to the report of the Department of Construction, the Urban System Planning of Nghe An province to 2020 approved by the Provincial People's Committee in Decision No. 4566 includes 144 urban areas of all types. Up to now, the coverage rate of the general planning for construction of existing urban areas and main urban areas (45 urban areas) has reached 100%; including 21 main urban areas.
Basically, important urban areas (from urban type V and above) have been planned very early, contributing to clearly orienting urban development programs. The coverage rate of general planning for construction of other urban areas reached 88.9% (the remaining urban areas are towns in mountainous areas).

In the period from 2011 to present, the whole province has had 06 more urban areas with classification projects to upgrade urban areas, including: Cua Lo town was upgraded from type IV to type III, Hoang Mai town and Thai Hoa town were upgraded from type V to type IV, Nghia Binh urban area (Nghia Dan district), Song Dinh (Quy Hop district), Son Hai (Quynh Luu district) were recognized as type V urban areas; 17 towns and district capitals were recognized as type V urban areas. Newly established district capital town of Nghia Dan district due to separation of Thai Hoa town from Nghia Dan district.
CREATING A STRONG PUSH FOR VINH URBAN CITY
On August 19, 2019, Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee signed and issued Decision No. 3228/QD - UBND on approving the zoning plan of Vinh - Cua Lo Boulevard and the area on both sides of Vinh - Cua Lo Boulevard (scale 1/2,000).
The planning area includes part of the land area in the communes: Nghi Phu, Nghi Duc, Nghi An (Vinh city); Nghi Phong, Nghi Xuan, Nghi Thach (Nghi Loc district and wards: Nghi Hoa, Nghi Huong (Cua Lo town). The total area of the planning area is 1,752.0 ha; the population is about 46,023 people.

The boundary is the total length of the Avenue 11.2 km (starting point at Le Nin Avenue, Vinh city, ending point intersecting with Binh Minh road, Cua Lo town). The width is calculated from the center of the Avenue to both sides, each side is about 680m wide and expanded at Nghi Hoa and Nghi Huong wards of Cua Lo town and Nghi Thach commune of Nghi Loc district.
This is the urban development orientation area according to the Adjusted Master Plan of Vinh City, Nghe An Province to 2030, vision to 2050 and the approved master plan for expanding Cua Lo town and surrounding areas. It is the central axis connecting Vinh - Nghi Loc - Cua Lo region, forming new functional areas to promote the connection between urban areas, creating the premise for expanding Vinh city.
Along both sides of Vinh - Cua Lo Avenue, each side is 220m - 250m wide, planning to build functional areas and highlight projects, creating a modern and synchronous urban architectural facade. The entire Avenue is divided into 5 main functional zones.
Most recently, the Prime Minister approved the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region by 2023 in the spirit of Resolution No. 26-NQ/TW of the Politburo.
This project is the result of the implementation of the Prime Minister's Decision 52 approving the adjustment of the general planning of Vinh City to 2030, with a vision to 2050, which is really very important news for all organizations and individuals interested in Nghe An in general and Vinh City in particular.
For Vinh urban area alone, in 2019, the Provincial People's Committee approved the detailed planning of 04 urban areas to organize bidding to select investors. Including: Urban area in the Southwest of Vinh in the communes of Hung Chinh, Vinh Tan, Vinh city, area: 71.78 ha; New urban area in Dong Vinh and Cua Nam wards, Vinh city, area 37.85 ha; New urban area in Dong Vinh ward, Vinh city, area 55.6 ha; Urban commercial service complex in Ben Thuy ward 31.4 ha...
Nghe An also implemented early planning of economic zones and industrial parks to create momentum for socio-economic development. Thanks to good planning, in the period of 2015 - 2020, Nghe An attracted more than 500 investment projects with a total capital of more than 67,000 billion VND.
Regarding urban space, Decision 827/QD-TTg dated June 12, 2020 clearly states: When meeting the prescribed conditions, expand the urban space of Vinh city according to the general planning of Vinh city, Nghe An province to 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 52/QD-TTg dated January 14, 2015, the scope includes:The entire Vinh city; The entire Cua Lo town; Nghi Loc district: The entire Quan Hanh town; The entire Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong, Nghi Thach, Nghi Truong, Nghi Trung, Nghi Thinh, Nghi Long, Nghi Khanh, Nghi Hop, Nghi Van, Nghi Dien, Nghi Hoa, Nghi Thuan communes and a part of Nghi Xa commune located south of Nam Cam - Cua Lo road; Hung Nguyen district: The entire Hung Tay commune; a part of Hung Nguyen town, Hung Loi and Hung My communes located north of National Highway 1 avoiding Vinh city, Hung Dao commune north of National Highway 46 and National Highway 1 avoiding Vinh city.
