Many benefits when people access the National Public Service Portal
(Baonghean.vn) - Dien Chau District is one of two units selected as a pilot in the implementation of the Project on developing applications of population data, identification and electronic authentication to serve the national digital transformation (called Project 06/CP). The locality has had many ways to guide people to access the implementation of administrative procedures on cyberspace. Thanks to that, many people can now do it themselves at home through electronic devices, without having to wait in line to do it directly.
Many amenities for people
When we arrived at the Dien Thinh Commune Police Headquarters, we learned that the number of citizens directly waiting to do paperwork procedures is now less than before; because after being selected as one of the three pilot communes, the working group deployedProject 06/CPDien Thinh commune has had many forms of propaganda and guidance, so many people, especially young people, have been able to operate on the National Public Service Portal.
Present at the Dien Thinh Commune Police Headquarters to get a certificate of residence information, Mr. Cao Huu Hung, a resident of Bac Thinh My hamlet, said: Because I need to apply for a Land Use Certificate, but the hamlet name has now changed, I need to confirm my residence information at the police station to submit to the land office. Previously, I had to go to the commune headquarters to do many paperwork procedures, which took a lot of time, but now the whole process only requires operations on the phone through the National Public Service Portal and wait for the notification date to receive the results.
“The procedure is simplified, very convenient for people, and can be done anywhere. Through the National Public Service Portal, I also know how the documents are being processed and am notified of the date and time to pick them up,” said Mr. Hung.

Mr. Dau Thanh, a resident of Bac Thinh My hamlet, said: “My house has rooms for rent. Before, every time there was a new tenant, I had to photocopy the tenant's documents and bring them to the police to complete the procedures for issuing a temporary residence book. However, since the implementation of Project 06/CP in the area, the Commune Police instructed me to register an account on the National Public Service Portal. I only need to sit at home, collect documents related to the tenant, download the relevant forms to fill out and send them via the Public Service Portal to the Commune Police, and that's considered complete."
Senior Lieutenant Nguyen Hoang Anh - Head of Dien Thinh Commune Police said: Implementing Project 06/CP, the unit has guided citizens of 12/12 hamlets to register accounts on the National Public Service Portal, how to carry out procedures for residence registration, household registration... to reduce citizens' travel time. Even for people who come directly to register for permanent and temporary residence, the Commune Police also thoroughly instructed the citizen reception department to guide them to declare on the public service system so that citizens can get used to carrying out procedures through public administrative services, serving national digital transformation.

Similarly, in Dien Chau town, the Project 06/CP working group organized 2 training sessions (in which the youth union members were the core) for the working group of 5 residential blocks, on that basis to disseminate and guide people to get familiar with performing administrative procedures on the internet, without having to waste time queuing and waiting to do it directly. Accordingly, since its implementation, the number of public service records performed on the system is 112 cases. All received records were returned on time. At the same time, up to this point, 7,504 cases have been notified of personal identification numbers, reaching 100%.
Strive for 90% of people to use official SIM cards
According to Mr. Pham Xuan Sanh - Vice Chairman of Dien Chau District People's Committee: Initially, the contents and tasks of Project 06/CP have been deployed in detail and conveniently to villages, blocks, hamlets, and residential areas at the pilot implementation units. Successfully organized the campaign to propagate the project and register mobile household registration, support people to register for main sim accounts to 287/287 villages, blocks, and hamlets in the district to carry out administrative procedures; promote information dissemination and popularization of laws on providing information and online public services on the network environment; guide people to create accounts, carry out online household registration on the National Public Service Portal, support people to register for main sim accounts...
Dien Chau district has also successfully developed and put into operation a regulation on coordination in providing information on civil status databases and population databases between the Justice sector and the local police. Up to now, the regulation has truly created unity from the district to the commune level in resolving and removing difficulties and obstacles related to administrative procedures between the two sectors; shortening the time, reducing the number of contacts, people do not need to spend a lot of time waiting for a response document or traveling many times between the Justice sector and the police at all levels to carry out procedures for birth registration, household registration correction, permanent residence registration, registration for adjustment, and addition of citizen identification information, etc.

However, through the initial implementation, there are still some difficulties and problems. Specifically, Project 06 is deployed on a large scale, with many new contents, related to many departments, many levels, many agencies and units; information technology infrastructure and material conditions are still limited, so there are still many difficulties in the implementation process.
The situation of people's mobile phone SIM cards not being registered to their owners or having incorrect registration information has significantly affected the guidance and support for people to register for VNeID accounts and public service accounts. In addition, although the district has mobilized and directed communes and towns to proactively finance to meet the requirements for modernizing equipment, in reality, there is still a limited budget for implementation...
In the coming time, the police of communes and towns will continue to closely coordinate with the judicial department at the commune level to clean up population data and "feed" the data. Based on the provisions of the law on civil status, propagate and guide people to re-register their birth certificates to unify personal information, promptly adjust and supplement the national population database if there are errors.
The Justice Department and Dien Chau District Police continue to maintain a mobile propaganda team for Project 06 and issue household registration. Closely coordinate with local telecommunications companies to directly guide people to use their own phone SIM cards. Strive for 90% of local people to use their own SIM cards by the end of 2022. Instruct people on how to download the VneID application on smartphones to register for identification accounts and electronic authentication; create accounts on the National Public Service Portal right in villages, blocks, and hamlets.
