Many new rural criteria completed but not sustainable
(Baonghean.vn) - Vice Chairman of the Provincial People's Council Hoang Viet Duong affirmed: The assessment and recognition of communes meeting NTM standards is sometimes and in some places not guaranteed. Some criteria have been completed but lack sustainability; the review of communes that have and have not met the standards has not been done much.
After conducting a survey on the construction of new rural areas in Thanh Chuong, Nam Dan and Con Cuong districts, on the morning of October 6, the monitoring delegation of the Standing Committee of the Provincial People's Council worked with the Provincial People's Committee on the implementation of national criteria for building new rural areas throughout the province.

By the end of August 2016, the total mobilized capital, integrated into the implementation of the new rural construction program, was nearly 24 trillion VND. Of which, the state budget directly supported more than 3.4 trillion VND; the central government supported more than 1 trillion VND; the province's investment support capital was more than 763 billion VND; the investment capital of the districts was more than 941 billion VND; the investment capital of the commune level was more than 676 billion VND...
Over the past 5 years, the province has had a policy of supporting cement with a quantity of nearly 494 thousand tons, of which nearly 478 thousand tons have been supplied to localities for building rural roads. Up to now, the whole province has had 151/431 communes meeting the traffic criteria, with 313/431 communes meeting the income criteria.

Comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Steering Committee for New Rural Areas said that thanks to the good propaganda and mobilization work of all levels, sectors and localities, the movement to build new rural areas has developed widely among the people. Therefore, the capital mobilized from the people for building new rural areas accounts for more than 29% of the total mobilized capital of nearly 24 trillion VND. |
The whole province has 117 communes basically meeting the new rural standards, of which 112 communes have been recognized by the Provincial People's Committee. Some communes have met the new rural standards but some criteria only meet the minimum level such as: schools, environment, political system.
Nghe An's goal is that by the end of 2016, the average of the whole province will reach 13 criteria/commune, 34 more communes will reach the NTM target, and 1 more district-level unit will reach the NTM standard; by 2020, the whole province will have 59% of communes reaching the NTM standard. Of which, the delta region is about 75%; 4 districts in 30a and Quy Chau are about 10%; the remaining 7 mountainous districts are about 25%; the average criteria of the whole province by 2020 is 16.5%.

At the working session, members of the Provincial People's Council's monitoring delegation highly appreciated the achievements in building new rural areas in recent years, and at the same time raised issues that need attention in the coming years such as: The province needs to have solutions to resolve outstanding debts in building new rural areas in localities (the whole province still owes more than 751 billion VND in building new rural areas); it is necessary to maintain and improve the criteria that have been met, especially the criteria that are difficult to sustain, such as environment, social security and order, culture, etc.
Many localities have not paid attention to sustainable income for farmers. With the characteristics of a province with many mountainous districts, building a new rural area is difficult for ethnic minorities, so the province needs to propose to the Government to adjust some criteria accordingly. It is necessary to evaluate the effectiveness of economic development models associated with the new rural area building program implemented in recent years.
Comrade Vi Luu Binh - Deputy Director of the Department of Agriculture and Rural Development received the issues of concern from the members of the Provincial People's Council's monitoring delegation, and at the same time explained some debt issues in the construction of new rural areas, which are under the control of the province. In the province, there is no locality that has mobilized people beyond their capacity. In the coming time, the Provincial New Rural Area Coordination Office will continue to complete the report as requested by the Provincial People's Council's monitoring committee.

Concluding the working session, Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council emphasized: In the process of building the new rural area, our province has encountered some advantages, which are the experience of the team of professional staff; the close attention and direction of the Provincial Party Committee and the Provincial People's Committee. Besides, it also recognized that the province's investment sources are limited, while the demand for resources for the new rural area program is very large. The biggest difficulty is that the mountainous people account for a large number, while their material life still has many shortcomings and difficulties. However, with the active participation of the entire political system and the enthusiastic support of the people, the results achieved in the process of building the new rural area in recent years are encouraging. Localities have used resources through basically good programs and projects, many localities have effectively integrated them.
At the same time, the Vice Chairman of the Provincial People's Council suggested: The leadership and direction at some establishments in the early period was not high; the detailed planning work in some places did not meet the requirements; the effectiveness in agricultural restructuring was not high, not really affecting people's lives. The direction in the appraisal and recognition of communes meeting NTM standards was not guaranteed at times and in some places. Some criteria were completed but lacked sustainability; the review of communes that met and did not meet the standards was not done much.
In the coming time, the task of implementing the construction of the new rural areas is very high, so the province needs to take advantage of local advantages, and participate more decisively and actively. The Provincial People's Committee needs to closely follow the resolutions of higher levels to implement the set goals. The Provincial New Rural Area Coordination Office needs to specifically review and strengthen the integration of program and project resources to apply the new rural area construction program.
