At around 10 a.m. on July 11, Mr. Tran Van Minh in Phuc Hau hamlet, Vinh Hung ward (hamlet 7, old Nghi Lien commune) completed administrative procedures at the ward's public administrative service center.

Mr. Minh said: This year he is over 70 years old, but this is the first time he came to the commune to get confirmation of documents and procedures by registering on the touch screen of the automatic machine, which is very modern and fast. Just one touch of the fingertip is enough to successfully register. When he arrived, the youth union members guided him to press on the automatic machine to get a number and register the purpose of wanting to confirm the file.

After getting a number, he was allowed to wait in a cool, air-conditioned room. The staff gave him specific instructions so he didn’t have to run back and forth. Having said that, Mr. Minh happily left after “showing off” that his file had been processed and that he would come back on time to pick it up.

The automatic machine with touch screen that Mr. Tran Van Minh mentioned is the automatic public service Kiosk that has just been put into operation at the Vinh Hung Ward Public Administration Service Center.

Observations at the Vinh Hung Ward Public Administration Service Center show that, in addition to the automatic public service machine, other equipment, machinery as well as facilities are repaired and decorated very clean, beautiful, and neat. The staff and civil servants are arranged in working positions according to each field to conveniently handle administrative procedure requests for people, limiting waiting time. The center is also equipped with a photocopy machine to support people when they need to photocopy or copy documents and papers.

Mr. Nguyen Ngoc Duc - Director of Vinh Hung Ward Public Administration Service Center said that Vinh Hung Ward has about 60 thousand people. Currently, the ward has arranged 12 officials and civil servants to regularly be present and work at positions according to their functions and tasks. Since the operation of the 2-level local government, the number of people coming to the center to do transactions has been very large. On average, about 50 - 60 people come to do procedures and paperwork every day. After 1 week of operation, the center has received and processed more than 420 procedures.

“People often come to do transactions in large numbers between 2 and 4 pm every day. To meet such a large volume of work and documents, right before operating, we renovated the offices, purchased machines, upgraded the telecommunications network system to connect to the internet and worked with the service provider to put the automatic public service machine into operation from the first day”, said Mr. Nguyen Ngoc Duc.

Speed ​​up the efficiency of administrative procedure settlement

In Nghe An, many communes and wards have invested in purchasing modern machinery, especially automatic public service machines, to upgrade and modernize public administrative service processes in accordance with the spirit of practical and effective digital transformation. In addition to Vinh Hung ward, automatic public service machines are also equipped by other communes and wards such as Anh Son commune, Con Cuong commune, Van An commune, Tan Mai ward, etc.

At Anh Son Commune Public Administration Service Center, Mr. Bui Anh Dung - Director of the center said that the automatic public service machine was just installed on July 10. The commune is currently coordinating with the service provider to test run and connect accounts and public service portals so that it will be put into operation to serve the people on July 14.

Similarly, at the Con Cuong Commune Public Administration Service Center, Mr. Le Trung Loi - Deputy Director of the center said that after 10 days of operation, the center had received, processed, and resolved 225 administrative procedures. By 2:00 p.m. on July 11, 186 records had been resolved. In the coming time, after putting the automatic public service machine into operation, it will help increase work progress and efficiency, better meeting the needs and satisfaction of the people.

In Nghe An, every day there are tens of thousands of visits to the province's Online Public Service Portal to look up information, register, perform administrative procedures and public services. All procedures are carried out in accordance with the correct process and procedures and results are received and returned according to regulations.

In the coming time, along with investment in machinery and equipment, there will also be support from all levels and sectors to further improve the efficiency and effectiveness of public administrative service centers in 130 wards and communes. Most recently, on the afternoon of July 10, at the 31st Session, the People's Council of Nghe An province passed a Resolution adjusting the State budget revenue estimates in the area, local budget expenditures and the local budget allocation plan for 2025 after rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model.

Accordingly, the Provincial People's Committee directed the Department of Finance to issue a document requesting localities to fully report on the funding needs for purchasing equipment, repairing, renovating and upgrading office headquarters, including the funding for purchasing information technology equipment. In the immediate future, the province will allocate 141 billion VND from the central budget to support these contents./.
