Chairman of Nghe An Provincial People's Committee Le Hong Vinh inspected the operation and settlement of administrative procedures in Kim Lien and Van An communes.
On the afternoon of July 11, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province inspected the operation of the two-level local government organization in the communes of Kim Lien and Van An.

Also attending were members of the Provincial Party Executive Committee: Dang Thanh Tung - Chief of Office of the Provincial People's Committee; Nguyen Xuan Duc - Party Secretary, Chairman of the People's Council of Kim Lien commune (assigned to coordinate and monitor 4 Party Committees: Nam Dan, Van An, Dai Hue, Thien Nhan) and representatives of the leaders of the departments and branches: Home Affairs, Agriculture and Environment, Office of the Provincial People's Committee, Science and Technology; Nghe An Telecommunications - VNPT.

Stable operation, ensuring full reception and proper processing
As soon as he arrived at the headquarters of the People's Committee of Kim Lien commune (an administrative unit formed on the basis of the arrangement and merger of the communes: Hung Tien, Nam Cat, Nam Giang, Xuan Hong, Kim Lien, old Nam Dan district) and Van An commune (a new administrative unit merged from Nam Dan town and the communes of Xuan Hoa, Thuong Tan Loc, old Nam Dan district), comrade Le Hong Vinh and the working delegation inspected the activities at the Public Administration Service Centers of the localities.
The space of the centers is neatly arranged with functional areas and reception counters specific to each field. Right from the entrance hall, people can get a queue number, read the procedural information on the notice board or be guided by the members and youth on duty at the support desk.

The reception area includes a row of civil servant desks equipped with networked computers, installed professional software, and auxiliary equipment such as scanners. Surveillance cameras are mounted at high corners to ensure security and transparency of the processing process.
Here, the head of Nghe An Provincial People's Committee spent time directly discussing with officials and civil servants about the procedures for receiving and handling administrative procedures; specifically asking about the implementation of electronic software, the number and time of processing documents and arising issues in actual operations.

Comrade Le Hong Vinh asked about people's experiences about waiting time, service attitude and satisfaction when carrying out administrative procedures at the center. According to on-site feedback, the reception and processing of documents was done quickly, the staff gave clear instructions, and the process was easy to access.
Kim Lien Commune Public Administration Service Center currently has 2 leaders and 10 specialists assigned to specific fields. 100% of administrative procedures under the authority of the commune level have specialized staff in charge, ensuring full reception and proper processing.

From July 1 to 10, the center received 336 administrative procedure files, of which 117 files were sent online. The rate of correct and early settlement reached 100%, all files have been digitized.
To have a more spacious and convenient space to serve people and organizations, Kim Lien commune is renovating the communal cultural house into an official Public Administration Service Center, replacing the current location.

Van An Commune Public Administration Service Center has the advantage of inheriting all the equipment from the one-stop department of the People's Committee of Nam Dan District (old) and 3 predecessor communes, and at the same time, has been newly invested and supplemented, so it is basically synchronized. The space includes 7 counters for receiving documents; 1 counter for returning results and collecting fees; 1 counter for supporting online application submission; fully arranged tables, chairs, and drinking water to serve people coming to do transactions.
Since the end of June, Van An commune has coordinated with the Provincial People's Committee Office to organize training and test the administrative procedure processing process. The Public Administration Service Center officially operated from July 1 with 11 officials and civil servants (1 concurrent Director, 1 Deputy Director, 9 specialists) clearly assigned to each field.

The Center operates according to administrative hours, strictly complies with the Operating Regulations and closely coordinates with specialized agencies such as: Nam Dan Land Registration Office Branch, Thanh Chuong - Nam Dan Inter-District Social Insurance, Post Office, Telecommunications Center... to ensure that the transfer of documents, processing and return of results take place on time, without any backlog.
During the initial period of operation, the center's staff and civil servants often worked overtime to ensure that the needs of people and businesses were met.

From July 1 to 10, Van An Commune Public Administration Service Center received a total of 464 applications. The Center processed 387 applications, of which 292 were completed ahead of schedule, 95 were completed on time, and there were no overdue cases.
Review processes and procedures to ensure fastest resolution for citizens
Through on-site inspections in Kim Lien and Van An communes, the Chairman of Nghe An Provincial People's Committee highly appreciated the proactiveness of localities in preparing facilities, organizing personnel and putting the commune-level government apparatus into stable operation after only a few days.
Public administrative service centers have clear divisions between departments, ensuring continuous and uninterrupted service to the people.

To continue improving the efficiency of administrative procedure settlement, the head of the provincial People's Committee requested localities to strengthen coordination between the government and the Party, organize training for all cadres and civil servants, especially promoting the role of young cadres and civil servants.
From there, in case the number of applications suddenly increases, it is possible to arrange for secondment of cadres and civil servants from the Party bloc to support, in the spirit of all serving the people.

In addition to receiving and processing common administrative procedures right at the Commune-level Public Administration Service Center, the Chairman of the Provincial People's Committee noted the need to carefully review the procedures for records requiring processing at specialized departments under the Commune People's Committee.
The reception must be accompanied by clear instructions, ensuring that the documents are immediately transferred to the specialized department for processing, not left until the end of the day, and in particular, priority should be given to procedures related to land.

On the other hand, for administrative records and procedures related to confirmation and handling by the police force, in case of many arising cases, comrade Le Hong Vinh suggested considering arranging police officers to be on duty at the Commune Administrative Service Center.
This is to resolve the case on the spot, avoiding having to transfer it to the Commune Police Headquarters, which is located far from the administrative center, wasting time and affecting the processing progress.

In addition, in order to improve people's skills in accessing and implementing administrative procedures, the Chairman of Nghe An Provincial People's Committee requested localities to coordinate with the Education sector to develop programs for students to experience and practice public services in the digital environment.
With quickness and good learning ability, students can become the core force to support families in carrying out administrative procedures online.
