Chairman of Nghe An Provincial People's Committee Le Hong Vinh: Ensuring the new apparatus operates smoothly, continuously and effectively
This is the direction of comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the regular meeting of June 2025 of the Nghe An Provincial People's Committee, taking place on the morning of July 1, the time when the 2-level local government officially comes into operation.
Co-chairing were comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; comrades members of the Provincial Party Executive Committee, Vice Chairmen of the Provincial People's Committee: Bui Dinh Long, Nguyen Van De, Hoang Phu Hien, Phung Thanh Vinh. Attending the meeting were comrades leaders of departments and branches who are members of the Provincial People's Committee.
At the meeting, based on listening to reports from departments and branches and initial reflections from the first transparent grassroots implementing the 2-level government model, Chairman of the Provincial People's Committee Le Hong Vinh made a preliminary assessment that the administrative atmosphere in communes and wards was serious and orderly; the apparatus operated relatively smoothly, showing initial positive signals.
However, forecasting that there are still many difficulties ahead, a large amount of work, and complexity, requiring the drastic and synchronous participation of the entire system, comrade Le Hong Vinh noted that the Provincial People's Committee and departments and branches should focus on implementing the organization of a two-level local government from July 1, 2025; ensuring that the new apparatus operates smoothly, continuously, and effectively, without work interruption; without leaving any areas or fields vacant, and without affecting the normal operations of agencies, organizations, businesses, and people.
At the same time, continue to implement the Working Groups to review, research, and orient the arrangement of administrative units at all levels and build a 2-level local government model according to Decision No. 857/QD-UBND dated March 26, 2025 to urge, direct and grasp the operational situation of new communes. After the assignment of monitoring tasks by the Provincial Party Standing Committee, members of the Provincial Party Executive Committee, the Provincial People's Committee Office will advise on adjusting the monitoring areas of the provincial leaders of the Provincial People's Committee accordingly.
The Chairman of the Provincial People's Committee requested departments and branches in all sectors and fields to strengthen inspection, guidance, urging, and promptly resolving arising difficulties and problems; highly focus, closely follow the grassroots, regularly monitor and guide to put the new apparatus into smooth operation.
Along with that, he requested to review and systematize the province's executive documents and the industry's guidance documents to send back to the localities for understanding; if necessary, advise on amending, supplementing, replacing, and issuing new decisions, regulations, and instructions, etc., ensuring consistency and consistency with newly issued regulations of the Central Government, especially the 28 Decrees of the Government on decentralization, delegation of authority, and division of authority between the Central, provincial, and commune and ward levels.
Establish permanent units with hotlines to provide guidance, timely support, and resolve issues and situations arising at the new commune level; ensure the operation of information systems, technical infrastructure, data, and digital transformation in a synchronous and interconnected manner.
The Chairman of the Provincial People's Committee requested to focus on implementing tasks, ensuring smooth and effective implementation of administrative procedures for people and businesses without interruption when arranging administrative units and implementing the 2-level local government model; contributing to improving the effectiveness of administrative reform and administrative procedure reform with the goal of reducing 40% of time and 30% of procedures in the organizational model.
Accordingly, the Director of the Department is responsible to the People's Committee and the Chairman of the Provincial People's Committee in performing the functions, tasks and powers of State management of the sector and field in the locality and the work assigned or authorized by the People's Committee and the Chairman of the Provincial People's Committee; not transferring work within his/her duties and powers to the People's Committee and the Chairman of the Provincial People's Committee.
In particular, to immediately serve the management and operation of the commune level smoothly and effectively, the Chairman of the Provincial People's Committee assigned the Provincial People's Committee Office to coordinate with departments and branches to organize a training conference on specialized topics by field for cadres and civil servants after a period of operating the new model, expected after the 31st session of the 18th Provincial People's Council. The training content will focus on practical topics, associated with new laws, regulations and specific situations, in the form of questions and answers, "hands-on instruction".
From July 1, 2025, along with other localities across the country, Nghe An officially operates under a 2-level local government organization model (province, commune). Accordingly, through the arrangement, Nghe An currently has 130 commune-level administrative units, including 119 communes and 11 wards. Of these, 110 communes and 11 wards were newly formed, on the basis of merging old administrative units; 9 communes were kept intact, not rearranged, including: Keng Du, My Ly, Bac Ly, Huoi Tu, Muong Long, Binh Chuan, Huu Khuong, Luong Minh and Chau Binh.
Previously, on the morning of June 30, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Nghe An province held a ceremony to announce the Resolution of the National Assembly and the National Assembly Standing Committee on ending the operation of district-level administrative units, rearranging commune-level administrative units; decisions on establishing commune-level Party committees; appointing personnel for Party committees, leaders of People's Councils, People's Committees, and Vietnam Fatherland Front Committees at commune level.
