(Baonghean.vn) - Comrade Truong Cong Anh - Former member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department said that remembering Uncle Ho's advice, we must unite. Unity here means joining forces, "tolerating each other", using one person's strengths to compensate for another's weaknesses; conversely, using another person's strengths to compensate for one's weaknesses.

During these days, the Party Committee and people of Nghe An have organized many activities to celebrate the 60th anniversary of Uncle Ho's first visit to his hometown (June 14, 1957 - June 14, 2017). Nghe An Newspaper had a conversation with comrade Truong Cong Anh - Former member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department about building and selecting truly virtuous and talented cadres to fulfill President Ho Chi Minh's sacred wish, making Nghe An a better province than other northern provinces.

Reporter:Dear comrade, during the two visits to the homeland and in the last letter sent to the Party Committee and people of Nghe An, one of the issues that Uncle Ho paid attention to reminding the provincial Party Committee to take care of building, training and selecting a team of cadres, especially leaders. As someone with many years of experience working in many positions in the Party organization of Nghe An province, how do you evaluate the cadre work of our province in recent times?

Comrade Truong Cong Anh:During my work and until now after retirement, I have observed that the cadre work has always been given special attention by the Party Committee, the government, the Fatherland Front and organizations from the province to the grassroots. This is an issue that needs to be affirmed! This is reflected in the care for building, training and fostering the next generation, starting with the young cadres, attracting talented people to work in their hometowns. And recently, the Party Committees at all levels have also systematically implemented the work of cadre planning; increasing the rotation of cadres and the rotation of cadres is considered a measure to further foster the capacity of cadres, at the same time checking that the organization's cadre planning is truly accurate and objective, on that basis promoting and arranging cadres suitable to their capacity and strengths. These actions are all aimed at selecting a cadre team that, according to Uncle Ho, has enough virtue and talent, contributing to promoting the development of the province over the past time.

However, regarding the cadre work in our province, in my opinion, there are several issues that need to be paid more attention and care. During each visit to his hometown and in his last letter to the Party Committee and people of Nghe An, President Ho Chi Minh always reminded about the issue of solidarity and until now this issue still needs to be paid attention to. Solidarity here means the unanimity and synergy among the cadres, first of all among the key cadres. The power of solidarity is very important.

I have said that if we compare each specific key position of the province with other localities, we are not inferior; but when it comes to requiring unity, we are not equal. Or, we often say that the quality of Nghe people is intelligence, but many intelligent people sitting together may not necessarily become a greater intelligence, on the contrary, they may destroy each other. That is the issue of solidarity. Unity here is not to the point of fighting, causing disunity, but unity here is the unity, the "tolerance for each other", using the strengths of one person to compensate for the weaknesses of another; conversely, using the strengths of another to compensate for one's weaknesses.

The second problem is that the province has not yet developed a cadre strategy to serve the province's socio-economic development, security and defense strategy. Most obviously, we have set out an economic development strategy, clearly identifying key industries and occupations; key crops and animals; key development areas, but have not paid attention to building a suitable cadre team capable of implementing those key industries, occupations, plants and animals. In fact, for a long time, we have only focused on the general cadre work of the political system without specifically focusing on the cadre team of each key economic sector.

That is the problem that we have long talked about: the lack of a team of experts and specialists. In other words, the work of cadres is "running outside" the development task of the province, not starting from the development task to take care of the cadre team; from the cadre team to create development. This is clearly shown in the provincial competitiveness index of the province compared to other localities in the country, which is at a "mediocre" level; the situation of "spreading carpets above, spreading nails below"...

Reporter:One of the current requirements is to reform the administrative apparatus at all levels to be streamlined and effective, the core of which is personnel work. So, in your opinion, what innovations does the province need in personnel work?

Comrade Truong Cong Anh:Currently, we are setting out the desire to streamline the apparatus to be less cumbersome and more effective. In principle, if we want to streamline, we must design necessary and quality positions and jobs, and if we want to design job positions, we must first design the overall apparatus correctly and accurately; on that basis, we must clearly determine the quantity and quality of cadres suitable for the operation of the apparatus. On the other hand, currently, the requirements for building the state apparatus, from the Government to all levels: integrity, creativity, action; therefore, the problem is that the province needs to build a team of cadres to meet this requirement.

To do so, in personnel work, from planning, training, arranging, promoting, rotating cadres, we must always ask the question, what will be solved by what we do and implement? That is, we need to build a cadre team that is truly for the Party, for the country, for the people; cadres must always put the common interests of the province, locality, industry, agency, unit first, then personal interests. In reality, there are cadres who, when representing the government at all levels, organizations, agencies, units to solve a problem or a relationship, still put their personal interests first and the interests of the collective second. Or any object that is "generous" to us, we easily accept and befriend; any relationship that is public, fair, and not "generous" is fine. This is an issue related to the qualities of cadres, as President Ho Chi Minh said: "Do everything that is beneficial to the people, avoid everything that is harmful to the people." Every cadre and civil servant must always keep this saying in mind when thinking and acting.

Personnel planning must be carried out on the basis of objectivity, honesty, building specific and scientific criteria, with necessary "elasticity", avoiding the situation where planning is considered as "fate", people in the planning, if there are no major violations, can be at ease, while people outside the planning lack motivation to strive. In planning, it is also necessary to strengthen inter-sectoral and inter-local planning, avoiding localism in planning.

Regarding the rotation of cadres, this is one of the measures to re-examine the organization's planning to ensure it is appropriate, and at the same time, to further develop the capacity of cadres, thereby considering, arranging, and promoting accurately. Therefore, this work requires strengthening and proposing specific solutions. Regarding the selection and use of cadres, what we need to learn and follow Uncle Ho's ideology is to recognize, evaluate, and use talented and virtuous people, regardless of their background, academic title, or degree. Even if the cadre cannot achieve what we want when used, but is willing to work for the benefit of the people and the country, then it can be used.

And recently, public opinion somewhere has a situation of "family and clan officials" because there has not been a follow of Ho Chi Minh's ideology in considering and appointing cadres. Therefore, in considering and appointing cadres, it is necessary to follow his ideology: "Promoting cadres must be based on work, talent, and to encourage other comrades to be more enthusiastic. Like that, the work will definitely go smoothly. If it is based on love and hate, on relatives, or on respect, no one will be convinced, and it will cause trouble in the Party..."

Reporter:These days, our province is holding many activities to celebrate the 60th anniversary of Uncle Ho's first visit to his hometown, and at the same time, demonstrating the determination to fulfill President Ho Chi Minh's wish that Nghe An must become a model province and the best province in the Northern provinces. To achieve this goal, what suggestions do you have for the province?

Comrade Truong Cong Anh:To realize the desire to build Nghe An into a model province, the best province in the Northern region, the core is to take care of the staff to truly meet the development requirements. Specifically, there must be a staff strategy that is consistent with the development strategy of the province, of each sector and locality. Each socio-economic development strategy and project must be accompanied by a staff strategy and project. To have a staff strategy and project that corresponds to the development strategy and project, it is necessary to re-evaluate the current situation of the staff, what is available and what is not available, from there, set out the need for how much training, how to attract, arrange and use? In short, staff work must start from the socio-economic task, and return to serve that socio-economic development task.

At the same time, take care to build a state apparatus that is truly a state: honest, creative, and active, on the basis of scientific organization of the apparatus; from there, build an apparatus, with appropriate administrative institutions and staff.

Another thing that needs attention is to review the issues that we have been doing for a long time regarding personnel work, from planning, training, arrangement, use, promotion, inspection, supervision, and discipline; what is right and good, we will continue to inherit and promote; what is not right and not good, we will resolutely amend and overcome; what requires supplementation and innovation. Take care of ideological work to create solidarity and high consensus among the staff; overcome the problem of "three talented people sitting together do not create greater talent".

Finally, it is necessary to open up, integrate, pay attention to foreign affairs, and harmoniously handle the relationship between one's locality and other localities, between subordinates and superiors, between the province and the central ministries and branches, in the spirit of openness, exchange, and learning from friends, in order to create external resources for development.
