Group of young men forced female interpreter to pay tribute

(Baonghean.vn) - All born and raised in poor rural areas, a group of young men in Do Luong district do not have stable jobs, but instead indulge in debauchery and plan to force honest people to "pay" them monthly tributes, otherwise they will beat them and control them from working.

After getting married, Tran Hau Linh (born in 1991), also known as Linh Kieng, residing in Hamlet 5, Da Son Commune, "summoned" his group of friends including Nguyen Van Vinh (born in 1991), residing in Block 9, Do Luong Town (the subject had a previous conviction for theft) and Thai Dinh Hau (born in 1987), residing in Ho Sen Hamlet, Hoa Son Commune, who were lazy and greedy people, to gather to discuss threatening and forcing honest workers to "pay" them monthly money, otherwise they would beat them and control them from working in the factory.

The above incident happened to some people in Bai Son and Hoa Son communes (Do Luong district). Especially the case of Ms. Bui Thi Huyen Trang (born in 1986), from Yen Noi, Thanh Ba, Phu Tho, who worked as an interpreter for foreigners at Song Lam Cement Factory in Do Luong district. Accordingly, every month, Ms. Trang had to deduct 15 million VND from her salary to "pay tribute" to them, otherwise, Ms. Trang was threatened and beaten by her accomplices.

After a period of seeing injustice, and to ensure their lives and legitimate property earned with their sweat and tears, Ms. Trang and some victims filed a petition to the authorities of Nghe An province to "call for help", prevent, arrest and handle the above subjects.

Upon receiving the petition from the victims, Colonel Nguyen Huu Cau, Director of the Provincial Police Department and Colonel Nguyen Manh Hung, Deputy Director and Head of the Investigation Police Agency of Nghe An Province, sent a document to the leaders of Do Luong District Police and directed the District Police Investigation Agency to focus on investigating, clarifying and strictly handling violators according to the provisions of law if there are signs of crime as reported in the petition.

Implementing the direction of the Nghe An Provincial Police Department, the Investigation Police Department of Do Luong District Police has established a working group to work with the Board of Directors of Song Lam Cement Factory and related departments, with the aim of identifying the Company's labor contracts with other people, thereby identifying specific individuals.

Do Luong District Police invited Ms. Bui Thi Huyen Trang (born in 1986), from Yen Noi Commune, Thanh Ba District, Phu Tho Province, who is an interpreter for foreign experts at Song Lam Cement Factory, to work. During the work, Ms. Trang stated that it was true that she was threatened by a group of people from Do Luong District who came to Song Lam Cement Factory to take money.

The investigation agency of Do Luong District Police requested Ms. Trang to file a complaint against the above behavior. Through the investigation, Ms. Bui Thi Huyen Trang stated: On January 9, 2016, while she was at Song Lam Cement Factory, a group led by Tran Hau Linh (leader) along with Nguyen Van Vinh and another member of Linh's group came to see Ms. Trang. Here, the above groups threatened and demanded that Ms. Trang deduct 15 million VND per month from the total monthly salary paid to her by foreign experts as an interpreter.

During the threatening process, Ms. Trang explained to Linh's group that she was currently paying Thai Dinh Hau (born in 1987), residing in Ho Sen, Hoa Son commune, Do Luong district, 6 million VND per month. Ms. Trang asked them to reduce the amount to 10 million VND per month, but Linh's group did not agree and continued to threaten. Because she was afraid that Linh's group would act rashly, Ms. Trang reluctantly agreed to Linh's request. Immediately after that, Linh called Hau to meet Ms. Trang to agree on the amount of money that Ms. Trang had "paid" every month.

After that, Hau and Linh's group agreed that Trang had to give them 15 million VND each month, of which Hau would receive 6 million VND each month, and Linh's group would enjoy the rest. But because they didn't have any money yet, Trang asked Hau and Linh to give it to them when they got their salary. All the gang happily left.

A week later (from January 15 to 16, 2016), Vinh and Hau called Ms. Bui Thi Huyen Trang to demand her "salary", but Ms. Trang delayed because she had not received her salary yet and the subjects threatened that if she had any salary, she had to pay it immediately or else... Because she was too scared, on January 17, 2016, when she received the translation salary directly paid by the foreign expert, Ms. Trang immediately called Vinh and Hau to come and collect the money, but she had only received 12 million VND. Vinh did not agree to the above amount and demanded that the full payment be made according to the oral "contract" with each other...

At around 10 o'clock that same day, Vinh and Hau hired a taxi to go to the factory gate and called Trang to ask her to give them money. When she came out, Trang gave Hau and Vinh 14,500,000 VND and asked for 500,000 VND back. Hau agreed and took 14 million VND, got in the car with Vinh and went straight to Linh's house in Da Son commune and gave Linh 8 million VND, while Hau took 6 million VND.

Around the time before Tet Nguyen Dan on March 15, 2016, Hau called Trang many times to ask her to pay the money, but because it was Tet holiday, Trang went back to her hometown and promised to pay in full when she returned to work. On March 18, 2016, Hau called and went straight to Trang's place to get 14 million VND. Hau kept 6 million for himself and brought the remaining 8 million VND to Linh's house.

During the investigation, the Do Luong District Police Department identified signs of property extortion and summoned Thai Dinh Hau to the investigation agency for questioning. At the investigation agency, Hau confessed to all of his crimes.

At the same time, under the direction of the Chief of the Criminal Police Department of Nghe An Province, the Criminal Police Department of the Provincial Police established a special project coded 316C in coordination with the Do Luong District Police to fight against the group of subjects Tran Hau Linh, Nguyen Van Vinh, Thai Dinh Hau. During the investigation and evidence collection process, the Special Project Board arrested Tran Hau Linh for the act of extortion. As for Nguyen Van Vinh, when the Investigation Agency was present at his home to arrest him for the act of extortion, it was found that his health was not good because Vinh had previously had a conflict with his family, so he overdosed on drugs, leading to poisoning and requiring emergency care.

After initiating the case and prosecuting the defendants, the Nghe An Provincial Police Department temporarily detained the defendants Tran Hau Linh and Thai Dinh Hau for the act of extortion. As for Nguyen Van Vinh, he is currently undergoing treatment. When his health is stable, the Investigation Agency will carry out the legal proceedings according to the law.
