What vehicles from outside the province are allowed to enter Hai Duong during social isolation?

Accordingly, vehicles allowed to circulate (Section I) include:

1. Personal vehicles are used to: (1) Purchase food, medicine and other essential goods and services; (2) In emergencies such as: emergency, medical examination and treatment; natural disasters, fires, etc. (3) Work at state agencies, units, armed forces and at production, business and production establishments that are allowed to continue operating.

2. Means of transport for epidemic prevention and control and transport of goods include:

a) Official vehicles: (1) Vehicles of the Police and Military forces; (2) Ambulances; (3) Vehicles of forces performing epidemic prevention and control tasks; (4) Vehicles requisitioned for epidemic prevention and control - Have badges issued by the Department of Transport;

b) Vehicles serving consumption: (1) Vehicles transporting food and provisions; (2) Vehicles transporting other necessary necessities;

c) Vehicles serving production: (1) Vehicles transporting workers and experts of enterprises; (2) Vehicles transporting products, goods, raw materials for production and construction; (3) Vehicles transporting machinery, equipment, means and specialized vehicles serving industrial production, construction and agriculture.

d) Other vehicles: (1) Ambulance vehicles; (2) Funeral vehicles; (3) Fire prevention and fighting vehicles; (4) Vehicles for repairing, supplying electricity, water, telecommunications, and postal services; (5) Rescue vehicles; (6) Vehicles for medical staff going to medical examination and treatment facilities/performing medical professional duties and having an access card from the Steering Committee for Covid-19 Prevention and Control of the commune/ward; (7) Garbage trucks.

Vehicles listed in Section I are allowed to enter and exit. Control and prevention of epidemics are as follows:

1.1. For personal vehicles (for workers of enterprises, production and business establishments in Cam Giang district, follow Decision No. 570/QD-UBND dated February 15, 2021 of the Provincial People's Committee):

- Control according to the circulation purpose stated in Clause 1, Section I;

- Measure body temperature, make medical declaration. If the driver and passengers show suspicious signs (cough, fever, shortness of breath, fatigue, etc.), they must be taken to a quarantine facility and tested for SARS-COV-2.

1.2. For official vehicles and other vehicles mentioned in Point a and Point d, Clause 2, Section I: Actual control, vehicles requisitioned for epidemic prevention and control must have a badge issued by the Department of Transport.

1.3. For vehicles serving consumption and vehicles serving production as stated in Point b and Point c, Clause 2, Section I:

- Driver and assistant must have a commitment to fulfillSARS-CoV-2 testwhen going out;

- Measure body temperature, make medical declaration. If the driver and passengers show suspicious signs (cough, fever, shortness of breath, fatigue, etc.), they must be taken to a quarantine facility and retested for SARS-CoV-2.

2. For other localities in Hai Duong province:
The vehicles listed in Section I are allowed to circulate. Control and prevention of epidemics are as follows:

- Control according to the purpose and type of vehicles in circulation as stated in Section I; commit to implementing 5K when traveling within Hai Duong province.

- Measure body temperature, if the driver and passengers show suspicious signs (cough, fever, difficulty breathing, fatigue, etc.), they must be taken in.quarantine facility.

3. For vehicles from other provinces entering Hai Duong province:

Vehicles listed in Section I are allowed to circulate in and out of Hai Duong province.

Disease prevention and control is carried out as follows:

- Control according to the purpose and type of vehicles in circulation as stated in Section I;

- Drivers and passengers must declare their health status and itinerary. Commit to doing 5K when traveling within Hai Duong province.

- Measure body temperature, if the driver and passengers show suspicious signs (cough, fever, difficulty breathing, fatigue, etc.), they must be taken to a quarantine facility.

This Notice replaces Notice No. 30/TB-UBND dated February 18, 2021 of the Provincial People's Committee on the transportation of goods in the province during the period of social isolation according to Directive 16/CT-TTg dated March 31, 2020 of the Prime Minister.
