1- Opening of the first session of the 14th National Assembly.

On July 20, the first session of the 14th National Assembly solemnly opened in Hanoi. This is a session of special importance, creating a premise for the activities of the National Assembly throughout the term. The session is expected to take place from July 20 to July 29.

Member of the Politburo, Chairwoman of the 13th National Assembly Nguyen Thi Kim Ngan was re-elected as Chairwoman of the 14th National Assembly of the Socialist Republic of Vietnam. On July 22, Comrade Nguyen Thi Kim Ngan took the oath of office and was re-elected as Chairwoman of the 14th National Assembly.

The National Assembly elected four Vice Chairmen of the National Assembly (including comrades Do Ba Ty, Tong Thi Phong, Phung Quoc Hien, and Uong Chu Luu) and members of the Standing Committee of the 14th National Assembly.

The National Assembly elected the Chairman of the Nationalities Council, the Chairmen of the National Assembly Committees, the Secretary General of the National Assembly, and the State Auditor General. Mr. Ha Ngoc Chien was elected Chairman of the Nationalities Council of the National Assembly. Mr. Nguyen Hanh Phuc was elected Secretary General of the 14th National Assembly. Mr. Ho Duc Phoc was elected State Auditor General for the 2016-2021 term.

2- There are 494 elected delegates, recognized as qualified delegates of the 14th National Assembly.

On the morning of July 18, in Hanoi, the National Election Council held a national conference to summarize the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term.

With a serious and responsible spirit, the National Election Council has been careful in considering and confirming the qualifications of deputies, voting by ballot, and as a result, the qualifications of 2 deputies (Mr. Trinh Xuan Thanh and Ms. Nguyen Thi Nguyet Huong) have not been recognized. Thus, 494 deputies were elected and recognized as qualified deputies to the 14th National Assembly; nationwide, there are 3,907 provincial-level People's Council deputies, 25,180 district-level People's Council deputies, and 292,305 commune-level People's Council deputies recognized as qualified deputies to the People's Councils for the 2016-2021 term.

3- Prime Minister visits Mongolia and attends the 11th Asia-Europe Summit

After the official welcoming ceremony, Prime Minister Nguyen Xuan Phuc is expected to hold talks with Mongolian Prime Minister J.Erdenebat and meet with Mongolian President Dr. Elbegdorj and leaders of the Mongolian Parliament.
Prime Minister Nguyen Xuan Phuc's official visit to Mongolia is an opportunity for the two sides to discuss major directions and measures to promote bilateral relations, maintain political relations, and seek appropriate measures to promote cooperation in many fields.

After his official visit to Mongolia, the Prime Minister will attend the 11th ASEM Conference with the theme "20 years of ASEM: Partnership for the future through connectivity".

The conference will have three discussion sessions focusing on the following main contents: Global issues; assessment of two decades of partnership and cooperation orientation; Asia-Europe connection; situation in the two Asia-Europe regions; ASEM cooperation issues.

The conference includes main activities such as the opening and closing ceremonies, 3 sessions and a session to listen to reports on the results of 4 major activities towards ASEM 11, including the Asia-Europe Parliamentary Partnership Conference, the 11th Asia-Europe People's Forum, the Asia-Europe Summit Simulation Conference, and the 15th Asia-Europe Business Forum. 4- Conference to honor outstanding people with revolutionary contributions nationwide in 2016

On July 23, in Can Tho, the 2016 National Conference to Honor Outstanding People with Meritorious Services to the Revolution was held. The conference was jointly organized by the Ministry of Labor, War Invalids and Social Affairs, the Ministry of National Defense, the Ministry of Public Security, Nhan Dan Newspaper, and the People's Committee of Can Tho City on the occasion of the 69th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2016). The conference was attended by 299 delegates representing more than 8.8 million people with meritorious services nationwide.

Up to now, more than 98.5% of households of people with meritorious services to the revolution have a standard of living equal to or higher than the average income in their place of residence. 5-Viet Duc Hospital operated on the wrong leg of a patient

During the surgery on the afternoon of July 19, instead of performing surgery on the left leg of a male patient with left leg paralysis, doctors at Viet Duc Hospital mistakenly operated on the right leg.

The patient is Mr. Tran Van Thao, 37 years old (in Ung Hoa, Hanoi), with anterior tibial nerve paralysis, walking with a semicolon, and a surgical scar on his right leg due to a previous femur fracture. The patient was taken to the operating room at about 11:30 on July 19 and underwent surgery until about 16:00 on the same day. When the patient woke up after the surgery, he discovered that the doctor had operated on his right leg instead of his left leg. The incident occurred at the Trauma Department 3 of Viet Duc Hospital. After discovering the mistake, the doctors operated on Mr. Thao's paralyzed leg.

At the press conference on the morning of July 20, Prof. Dr. Tran Binh Giang, Deputy Director of Viet Duc Friendship Hospital, admitted the mistakes that the surgical team of the Orthopedic Trauma Department 3 had caused to the patient. The hospital representative said: The hospital has suspended the entire surgical team.

On the evening of July 20, Deputy Minister of Health Nguyen Viet Tien, who is also Director of Viet Duc Hospital, signed a decision to temporarily suspend the professional activities of Dr. Phan Van Hau, the main surgeon in the rare wrong-leg surgery case.

6- Illegal loggers cut down 30 hundred-year-old po mu trees in Quang Nam

On the afternoon of July 13, at a press conference to inform about the socio-economic situation in the first 6 months of 2016 of Quang Nam province, Mr. Nguyen Thai Nam, Chief of Office of the Department of Agriculture and Rural Development of Quang Nam province, confirmed that in the border area between Nam Giang district, Quang Nam province and Sekong province (Laos), there was a particularly serious case of po mu forest destruction.

Accordingly, on July 9, after receiving information from the people about the amount of po mu wood being illegally exploited by "loggers" in plot 10 and gathered in plot 5 of sub-zone 351 near border marker 717, bordering Nam Giang district and Dac Chung district (Sekong province, Laos). The functional agencies immediately started to conduct a field inspection.

Through inspection, up to 30 rare po mu trees hundreds of years old, with diameters from 1 to 2 meters, were cut down and sawed into finished products with 280 planks, volume of 28 m3.

After 2 days of transporting vehicles and people through the border area, on July 12, the above amount of wood was brought to the Cha Val Police Station (Nam Giang District). Local people said that they had never seen such a large amount of rare po mu wood cut down. They suspected that there was a "protection" situation so that the illegal loggers could act so arbitrarily.

According to Mr. Nam, the Quang Nam Provincial Forest Protection Department is currently directing the Nam Giang District Forest Protection Force to coordinate with relevant authorities to investigate and clarify the incident.

On July 21, Prime Minister Nguyen Xuan Phuc assigned the Ministry of Public Security to preside over and coordinate with the Ministry of National Defense and the People's Committee of Quang Nam province to investigate and clarify the case of natural pơ mu forest destruction in sub-area 351 of the Nam Song Bung protective forest area, Nam Giang district, Quang Nam province.

7- All 120 national high school exam clusters announced exam scores

On July 20, all 120 national high school exam clusters completed grading and published scores on electronic information sites. Information from many exam clusters shows that this year's score distribution is not low, and it is expected that the benchmark scores of some universities will remain the same.

This year, the number of candidates with failing scores is also less than in 2015. Notably, with the optional exams, candidates have had the choice appropriate to their abilities, so the exam results basically meet the requirements for high school graduation recognition as well as the basis for university and college admissions.

The Ministry of Education and Training said that if candidates have any concerns about their exam scores, they can apply for a review at the place where they registered to take the exam. Examination boards must complete the review (if any) before August 8. By July 27 at the latest, high school principals must issue temporary graduation certificates, return transcripts and certificates (originals) to candidates.

8 - Directorate of Fisheries inspected more than 800 products

Over 800 products from 72 businesses, although not quality tested, are still on the official list of products allowed to circulate legally.

More than 800 products, including 668 products used to improve the aquaculture environment and 140 aquatic feed products that do not meet quality standards, have been circulated on the market by purchasing circulation licenses from the Center for Aquaculture Testing, Inspection and Certification, under the Directorate of Fisheries (Ministry of Agriculture and Rural Development).

According to regulations, products that are feed in aquaculture and environmental treatment products in aquaculture, before being sold on the market, must be accepted for quality by the Center for Aquaculture Testing, Inspection and Certification (abbreviated as the Center), under the Directorate of Fisheries, and must be licensed for circulation by the Directorate of Fisheries.

However, according to a recently revealed conclusion report from the Ministry of Agriculture and Rural Development, a business's products do not need to go through the quality inspection and verification process, but only need to spend 5 million VND/product to pay the Center Director to "naturally" be on the list.

The Directorate of Fisheries investigated and verified the case and concluded that: In 2013, the Director of the Center at that time, Mr. Bui Duc Quy, colluded with officials Mr. Nguyen Huy Ban, Ms. Do Thi Ha, Mr. Pham Hong Quan, Ms. Vu Thi Thu, Ms. Nguyen Thi Ha, Mr. Nguyen Van Dung and Mr. Le Tuan Anh (at that time, Deputy Head of the Administrative Department - Directorate of Fisheries) to forge official documents and issue illegal official documents to include the names of unqualified products in the appendix of products that had been licensed for circulation.

9- Government Inspectorate discovered more than 8,000 billion VND in violations

At the press conference of the Government Inspectorate in the second quarter of 2016, Director of the Department of Financial Planning and General Affairs Le Hong Linh informed that in the second quarter, the whole sector had carried out 1,805 administrative inspections and 84,817 specialized inspections and checks. Through inspections, management was rectified, legal mechanisms and policies were perfected in many fields; violations of more than VND 8 trillion and 860 hectares of land were discovered; more than VND 6.7 trillion and 515 hectares of land were proposed to be recovered; more than VND 1.2 trillion and 345 hectares of land were excluded from the settlement value and the competent authority was requested to consider and handle more than VND 1.2 trillion and 345 hectares of land; administrative disciplinary actions were recommended against 221 groups; 45,652 decisions were issued to sanction administrative violations of organizations and individuals with a fine of more than VND 1.4 trillion; 19 cases and 31 subjects were transferred to the investigation agency for criminal handling.

In the field of administrative inspection, the Government Inspectorate issued 4 conclusions, including: (1) Compliance with the law in land management and use and management of construction investment capital in Soc Trang province; (2) responsibilities of the Chairman of Lang Son Provincial People's Committee and related units in handling citizens' complaints; (3) Implementation of the functions and tasks of state management of temporary import for re-export, temporary export for re-import and transit activities of the Ministry of Industry and Trade; (4) Responsibilities of the Chairman of Ca Mau Provincial People's Committee in implementing the law on inspection, receiving citizens, handling complaints and denunciations and preventing and combating corruption;

Through the conclusion of 4 inspections, economic violations of the amount of 102.8 billion VND were discovered; it was recommended to recover 9 billion VND to the state budget; it was recommended that competent authorities consider and handle the amount of 93.8 billion VND; and it was recommended to organize a review of the responsibilities of the violating collectives and individuals.

In the second quarter of 2016, there were 4 cases of leaders in Quang Ngai and Tay Ninh being concluded as irresponsible for corruption, 2 people were disciplined and 2 people were criminally prosecuted.

Through inspections and handling of complaints and denunciations, the Inspectorate has discovered 7 cases and 8 subjects with corruption and corruption-related acts. The police investigation agencies have investigated 148 cases and 354 subjects with corruption and corruption-related acts.
