New achievements of Dien Chau

(Baonghean) - On the occasion of the New Year 2017, comradeTran Van Cuong– Secretary of the District Party Committee, Chairman of the People's Council of Dien Chau district answered an interview with Nghe An Newspaper

PV:Could you, Secretary of the District Party Committee, tell us about the outstanding achievements in leadership and direction of socio-economic development in Dien Chau in 2016?

Comrade Tran Van Cuong:In 2016, with the high solidarity and unanimity of the Standing Committee, the Executive Committee of the District Party Committee, Party committees at all levels, and the government; the efforts of the people, businesses, entrepreneurs, socio-economic, national defense and security sectors; the work of building the Party, government, Fatherland Front and people's organizations of Dien Chau district remained stable and had new developments.

Comrade Tran Van Cuong - Secretary of Dien Chau District Party Committee worked with Namsung Vina Company at Thap - Hong - Ky Industrial Park.

Specifically, the growth in production value reached 8.85%; of which agriculture, forestry and fishery increased by 3.3%; industry - construction increased by 11.5%; services increased by 11.1%; average income per capita was 35 million VND; total grain output reached 138,844 tons, reaching 102.7% of the plan, up 1.5% over the same period; total aquatic and seafood output reached 36,800 tons, up 0.4% of the plan, up nearly 1% over the same period.

The value of industrial and handicraft production reached 1,374 billion VND, up 13.04% over the same period. At Dien Hong Industrial Cluster, Thap - Hong - Ky Industrial Cluster has 29/31 enterprises in operation.

The service industry's production value reached VND2,635 billion, up 9.22% over the same period, reaching 93.85% of the plan. Total retail sales of goods and services reached VND3,910 billion, up 10.96% over the same period. The operations of 11 credit funds and 12 bank branches well met the demand for loans in production, business and household economic development; the average total outstanding debt increased by nearly 15%.

The most outstanding economic result in 2016 was the budget revenue reaching 298,249 billion VND, reaching 137.19% of the provincial plan; 136.09% of the district People's Council Resolution, the highest ever. With preferential investment policies, Dien Chau has added a new project, Muong Thanh Safari Land Dien Lam Eco-tourism Area, with a total investment of 950 billion VND in phase 1, which was completed and attracted a large number of visitors, especially during holidays and Tet. The district pays attention to environmental work; 35 communes built landfills and put them into operation, 4 communes organized the collection and transportation of waste to Nghi Yen landfill for treatment. The average amount of collected waste of communes with landfills reached 86%.

Muong Thanh Safari Land Dien Lam - Dien Chau ecological area attracts a large number of tourists.

The education and health sectors have achieved many successes. The rate of communes meeting national health standards by the end of 2016 was 85%. New jobs were created for 3,046 people, 996 workers were exported. Timely implementation and assurance of regimes and policies for people with meritorious services to the revolution and social protection beneficiaries. National defense and security were maintained.

Regarding the work of Party and government building, the Standing Committee of the District Party Committee has thoroughly grasped and seriously implemented the content of the election work for the 2016 - 2021 term. Successfully directed the election of National Assembly deputies and People's Council deputies at all levels for the 2016 - 2021 term. Well led political and ideological work; propagated the implementation of Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on "Promoting the study and following of Ho Chi Minh's thought, morality and lifestyle" in conjunction with the implementation of Resolution 4 of the Central Committee (12th term).

Timely information orientation on complex and sensitive issues; summarizing 12 years of implementing Directive 19-CT/TU on implementing a cultural lifestyle in weddings for cadres, party members, civil servants. Summarizing 5 years of implementing Directive No. 08-CT/TW of the Secretariat (11th tenure) on strengthening the Party's leadership over food safety work in the new situation. Leading the mass mobilization work of the entire political system, focusing on propagating and mobilizing cadres, party members and people of all walks of life to enthusiastically participate in patriotic emulation movements, performing well the tasks before, during and after the 12th National Party Congress and the election of deputies to the 14th National Assembly, and the election of People's Councils at all levels for the 2016-2021 term.

PV:The above results of Dien Chau district in 2016 are quite comprehensive, reflecting the close direction of the Party committees and authorities at all levels. So what are the limitations and shortcomings in the past year, comrade?

Comrade Tran Van Cuong:These are programs and projects that have been proposed but have not yet balanced resources to ensure implementation. The work of developing party members among Catholics is still slow. The work of developing party members in enterprises and hamlets without party cells or party members still faces many difficulties. The construction and development of new typical models among members and union members is not much. Social supervision and criticism activities are not very effective. There are still some economic, cultural and social indicators that have not been achieved (1 economic indicator, 2 cultural indicators)...

PV:Promoting the achievements of 2016, what goals does Dien Chau district set to strive for in 2017, comrade?

Comrade Tran Van Cuong:Dien Chau strives to achieve the following targets in 2017: Average income per capita of 40 million VND; total grain output stabilizes at over 135,000 tons; average production value per hectare of cultivation is 120 - 130 million VND; 2 - 3 communes meet new rural standards; total budget revenue estimate reaches 289,301 billion VND; jobs are created for 3,000 - 3,050 workers; poverty rate decreases from 0.5 - 1% in 2017 (according to new standards); rate of rural households using clean water is 85%...

To achieve those targets, Party committees and authorities at all levels will proactively and synchronously organize the effective implementation of the action program to implement the Resolution of the 30th District Party Congress, in conjunction with the implementation of Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the development direction of Nghe An province to 2020; promote resources, promote patriotic emulation movements; call for investment in rapid and strong development of industry, small-scale industry and craft village construction according to the Project on developing this field in the period 2011-2020.

Prepare and direct the implementation of the 2017 production plan, implement agricultural policies, and build an agricultural production system that can respond to climate change. Do a good job of vocational training and create jobs for rural workers.

Effectively carry out the campaign "All people unite to build new rural areas and civilized urban areas"; effectively direct the implementation of the 5-year medium-term public investment plan 2016 - 2020 and the investment - construction plan in 2017; land use planning until 2020 and the land use plan in 2017. Focus on directing the work of land allocation and auction of land use rights; resolutely and strictly handle land-related violations.

Effectively carry out tasks in the cultural and social fields. Increase the efficiency and effectiveness of the administrative apparatus, strongly reform the administration. Maintain political security, ensure social order and safety. In 2017, the entire Party Committee strives to maintain the title of "Strong Party Committee".
