One change in university admissions this year is that candidates will register all their wishes by all means on the Ministry's common system and only be admitted to the highest wish.

The Ministry of Education and Training has just announced the draft Regulations.college admissions 2022. This draft has some changes related to the time for registration for admission which will be carried out after the high school graduation exam; regulations will not add regional priority points for candidates who retake the exam;...

The regulation on early admission is also a notable adjustment in this draft. Accordingly, for other admission methods besides admission based on high school graduation exam scores, schools are not allowed to require candidates to confirm their admission earlier than the general schedule of the Ministry. Schools are only allowed to announce and post the list of candidates who meet the admission requirements (except for high school graduation requirements) on the system to process applications along with other admission methods.

Candidates who have applied to the school according to the early admission plan must continue to register their wishes on the system according to the general plan of the Ministry. Candidates who have been notified by the school that they are eligible to be admitted (except for the high school graduation requirement) for a certain wish can still decide to prioritize their wishes when registering on the system and will be recognized as having been admitted to the highest wish.

Candidates who do not meet the requirements to be admitted to a desired training program can still continue to register for that training program using another admission method on the system.

Associate Professor Dr. Bui Duc Trieu - Head of Training Management Department of National Economics University, said that registering all wishes by all methods on the same system will help limit the situation of a candidate being admitted to many schools and many majors by different methods. This will create more fairness for schools and help schools reduce the rate of fake candidates.

However, this change also means that students will not have the opportunity to be admitted in many different ways as before.

“Previously, candidates could apply for many methods and could pass many wishes or many schools according to different methods. After that, candidates could choose the most desired wish. But now, candidates can only pass one wish, which is also the highest wish. This may affect the candidates' right to choose.”

Therefore, Mr. Trieu believes that with this change, candidates need to carefully consider their favorite major/school and need to choose the method with the highest chance of being admitted.

Meanwhile, Associate Professor Dr. Nguyen Phong Dien - Vice Principal of Hanoi University of Science and Technology said that this new draft regulation will create more fairness for schools.

“Previously, the increase in the number of virtual candidates was due to the virtual filtering system only applying to candidates who were admitted based on their high school graduation exam scores, and not including candidates who were admitted based on their own methods. Therefore, some schools had already recruited candidates. After enrolling, these candidates will no longer be eligible for admission based on their high school graduation exam scores. The remaining schools will consider them virtual candidates.”

Therefore, this adjustment, according to Associate Professor Dien, will create more fairness for schools and schools can also compete healthily with each other in all ways.

In addition, Mr. Dien believes that this adjustment to the process will also be more beneficial for candidates. “In the short term, candidates will not be disadvantaged in terms of benefits. Previously, when admitted by a certain method, for example by academic transcript, students needed to confirm their enrollment immediately. This made many candidates confused about whether they should decide to confirm their enrollment immediately or continue to wait for the results from the high school graduation exam score method.

Now, instead of having to enroll immediately in another way, students have more time to think and get advice before making a final decision."

However, with this change, Mr. Dien also said that schools must accept taking on the difficult part.

“Previously, after candidates confirmed their admission by early admission methods, schools would immediately know what percentage of students were admitted by these methods, and from there they could proactively consider admission by the remaining methods. But now, when having to consider admission by all methods at the same time, this will be more difficult for schools.”

To overcome this as well as the fact that candidates are not confident when applying - even though they meet the requirements to pass, they may fail when applying through the virtual filter, Mr. Dien said that schools can release an early admission list (a list of candidates who meet the preliminary admission requirements) so that students can be determined to put their first choice into these separate methods.

Evaluating the draft regulations this time will increase the autonomy and self-responsibility of schools; unify, have control and supervision of the Ministry of Education and Training; increase transparency, fairness between candidates, schools and candidates' wishes;.... but Dr. Tran Khac Thac - Deputy Head of Training Department of Thuy Loi University said that the change in not being confirmed for early admission could cause difficulties for middle and bottom-ranked schools in recruiting students.

The reason is that every year, when candidates confirm their admission early, schools can “hold in their hands” the number of candidates who have been admitted. But this year, schools will have more difficulty determining the number of candidates who have been admitted through early admission methods.

Therefore, Mr. Thac said that this could make it more difficult for middle and bottom schools to meet their enrollment quotas right from the first round.

"At this time, schools will need to rely on their practical experience to plan for the right and sufficient recruitment," said Mr. Thac.
