Delegate Ho Duc Phoc - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized: To make a breakthrough, it is necessary to harmonize the economic and cultural fields. Economy makes us develop quickly, and culture helps that development to be sustainable. In the coming period, it is necessary to focus on solving the bottlenecks in economic development. In the field of investment attraction, it is necessary to have the participation of the entire political system and continue to promote administrative reform, in which it is necessary to eliminate the complexity and rigidity to create sympathy for investors.

Agreeing with the issue raised by delegate Ho Duc Phoc, delegate Ton Thi Cam Ha - Deputy Head of the Culture - Social Committee, Provincial People's Council expressed her opinion: "Through actual contact with voters, people are very concerned about stabilizing their lives and livelihoods after land acquisition to implement projects. There are solutions to ensure revenue

One of the issues raised by the provincial People's Council delegates at the group discussion session was budget revenue and expenditure. At group 5, delegate Nguyen Chi Nham (Nam Dan district) said: The results of budget revenue in the province in 2015 recorded too much revenue and expenditure. According to the report of the provincial People's Committee at the session, the estimated budget revenue in 2015 was 10,038 billion VND, but the actual revenue was only 8,729 billion VND, and the remaining 1,300 billion VND was recorded. The Budget Law allows this issue but needs to be limited, and there needs to be more positive and effective solutions in budget collection in 2016.

Also related to the budget, at group 1, delegate Cut Thi Nguyet (Ky Son district) suggested that it is necessary to provide more timely funding sources to implement the social protection regime according to Decree 136/2013/ND-CP; the regime for students according to Decree 49/2010/ND-CP, because currently, these sources are often very slow, causing dissatisfaction among the people...

Focus on quality of new rural construction

Regarding the National Target Program on New Rural Construction, many delegates were concerned about the results that have not met the set plan and the low quality and sustainability of new rural construction. In group 3, delegate Le Van Cam (Dien Chau district) stated: "The results of new rural construction in some places are being compromised, because in reality, there are some cases where communes have been recognized but still owe criteria and policies (owing project bonuses, owing announcement fees)...". Agreeing with delegate Le Van Cam's point of view, delegate Truong Van Hien (Yen Thanh district) said: "In parallel with the criteria, we need to pay attention to income to ensure more sustainable new rural construction"...

Regarding the issue of the Provincial People's Council delegates' concern about the construction of new rural areas, Director of the Department of Finance Nguyen Xuan Hai said: "Regarding the issue of "debt" of localities, in September 2015, the Department of Finance issued Instruction No. 2356/HD-STC to focus on solving this problem. Accordingly, communes with completed works, handed over for use and settlement will be handled 100% of the value of the works; completed, handed over for use but not yet settled will be handled 80%; newly started works are 50%. Up to this point, the whole province has handled the debt for 27 communes. As for the bonus announced for the award of the Certificate of Recognition of 50 million VND/commune, when announced, the money will be provided immediately".

Based on concerns about the income criteria in new rural construction not creating any changes, delegates in the groups also enthusiastically discussed and suggested some practical solutions to develop agricultural production; proposed specific mechanisms and policies for communes in poor mountainous districts in new rural construction.

Hot issues of education

Referring to the field of education, in group 3, delegate Phan Van Tuyen (Yen Thanh district) raised concerns: Currently, the target of building national standard schools is not achieved. The most difficult thing is the physical facilities. In which, the district and commune budgets are almost nothing, for example, in Yen Thanh district, the annual budget revenue is only 5% compared to the total expenditure in the whole area... In group 4, delegate Lu Van Bich (Con Cuong district) suggested that the province needs to pay more attention and have more drastic solutions in solving the current surplus of teachers. Sharing the concerns of the delegates, the head of the Education and Training Department of Nghe An, delegate Nguyen Thi Kim Chi said that to solve the problem of surplus teachers, the department has advised the Provincial People's Committee to limit new recruitment, encourage secondary and primary school teachers to study for additional degrees and certificates to transfer to preschool level, in order to ensure balance in both quantity and quality of expertise.

Also related to education, some delegates mentioned the situation of university graduates lacking jobs; the problem of career guidance and vocational training at vocational schools is still difficult; the quality of university training linkage at district-level education centers still has many shortcomings...

Need to be more drastic with slow-moving projects

One issue that many delegates of the Provincial People's Council mentioned was the slow implementation of many projects in the province. At Group 7, delegate Mai Van Minh - Vice Chairman of the People's Council of Cua Lo town, stated: Currently, in Cua Lo town, there are a number of projects that have not been implemented, such as the BM sit - Hong Thai project, affecting the socio-economic development targets. Delegate Pham Quang Toan (Deputy Secretary of the Town Party Committee, Chairman of the People's Council of Thai Hoa town) reflected: The land recovery of Hieu River Farm to implement projects for TH Group has not been set in time, causing confusion for people, making it difficult to continue investing in intensive production. Delegate Doan Hong Vu - Secretary of Hoang Mai Town Party Committee said that the implementation of "suspended" projects in the area and the relocation of electrical works in Hoang Mai town have not yet received support from the construction unit, so these works still need a source of capital to thoroughly resolve, which is also a difficulty in investing in lighting works and drainage ditches, affecting traffic safety in the area.

Also related to the project, at group 8, delegate Dinh Thi An Phong (Nghi Loc district) expressed her opinion: The construction progress of Phuong Tich bridge project is behind schedule, some unfinished construction items obstruct the flow, causing flooding, mud in winter and dust in summer, affecting the environment and people's lives.

Concerned about the issues raised by the Provincial People's Council delegates, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien said: In 2015, the province reviewed 70 projects in the province and revoked 11 projects. For projects that are still facing difficulties, the province will continue to resolve their difficulties. Some projects that are determined to be unable to continue will be revoked, but in reality, the revocation of suspended projects faces many difficulties, from reviewing procedures to implementing the revocation process, which must be ensured for 24 months, so it is necessary to have the sharing of the locality and the support of departments and branches to speed up the progress of the projects.

Concerns about resettlement for ethnic minorities

The content that the delegates of Group 6 were interested in was the issue of resettlement for ethnic minorities in mountainous areas. Delegate Lu Kim Duyen (Tuong Duong district) reflected that the construction of resettlement areas for Dan Lai people was still overlapping and irresponsible, so people did not come to live there. Or the resettlement area of ​​Chau Thanh commune (Quy Hop) was also ineffective, with many items being slow to be implemented. The delegates recommended that the province review the responsibilities of related organizations and individuals, and clarify the causes for improvement.

Or the resettlement area in Tho Hop (Quy Hop), the pipeline has been brought almost to the place, but due to 5-6 years of non-implementation, it has been lost and damaged almost completely. It is recommended that we consider not investing too much, but should finish it to avoid wasting State budget, wasting efforts on protection, and causing people to lose confidence.

However, there are still 10 projects that have not been completed due to funding sources, this responsibility belongs to the project investors.

Many civil issues are proposed

Discussing at Group 8, delegate Dinh Thi An Phong (Nghi Loc district) expressed concern about the pollution from the Hanoi Brewery and the NPK Fertilizer Factory, which is being slowly remedied, affecting the environment and people's lives. The delegate also requested that the authorities inspect and thoroughly handle the beverage production company that pollutes the environment in Nghi Long and Nghi Quang communes (Nghi Loc). Delegate Phan Van Tuyen (Yen Thanh district) suggested that there should be solutions to address environmental pollution in mineral exploitation, especially stone and construction material mines.

In group 5, delegates also mentioned a series of environmental issues, such as inadequate landfill planning, many places do not have landfills, so spontaneous landfills occur and many places become garbage collection points such as the road along Lam River; the responsibility of management, supervision, and urging the remediation and treatment of environmental pollution by authorities and businesses is not high.

In addition, many issues related to improving the quality of healthcare at district and commune levels; handling the use of pesticides and herbicides in agricultural production, affecting food safety and hygiene; difficulties in workers' housing... were also mentioned in the discussion section.
