'Monster woman' forged documents of the Ministry of Finance to defraud billions of dong
Having a previous conviction for fraud, the female monster from Nghe An continued to impersonate an official of the Ministry of Finance to defraud billions of dong.
The Hanoi People's Procuracy has completed the indictment to prosecute defendant Nguyen Thi Dieu Huong (born 1988, in Nghe An) for fraud and property appropriation.
Around May 2018, Mr. Cao Dang H. (born in 1978, in Hoang Mai), Director of Dinh An Company Limited (in Lao Cai, operating in the construction sector) learned that the Government had decided to support the Mekong Delta with a reserve fund of 2,500 billion VND for landslide projects during the rainy season.
The board of directors of Mr. H.'s company has a policy to bid for the project of embankment to prevent landslides on Cai San river, in Long Xuyen city (An Giang), so they have informed the company's staff.

Among the company's employees, there was Mr. Dang Van Hieu (born in 1986, in Hoai Duc) who knew Huong. During the time she rented a house in Hanoi, Huong "bragged" to Mr. Hieu that she was working at the Ministry of Finance.
Huong made up a story that she could provide consulting services for many types of work, including services to request State budget funding for the Cai San River embankment project in An Giang province. Seeing that, Mr. Hieu reported and then went with the Director of Dinh An Company to meet Huong.At the meeting, Huong introduced herself as the Head of the Budget Department - Ministry of Finance, able to request the Ministry's decision on allocating capital to An Giang province, with the condition of spending 3% of the total disbursed amount.
Mr. H. asked Huong for help but also wanted to see documents proving that Huong was the Head of the Budget Department - Ministry of Finance. Therefore, after the meeting, Huong asked someone to forge the decision of the Ministry of Finance on the appointment of the position, then took a photo and sent it via Zalo to Mr. Hieu and Mr. H. to see.
On September 26, 2018, Huong announced that the Ministry of Finance was considering pouring 85 billion VND into An Giang province in 2018, and would disburse 40 billion VND to handle the emergency landslide site and promised to have a decision next week.
Huong asked Dinh An Company to transfer 100 million VND in service fees to her in advance if she wanted to participate in the project. That same day, Mr. H. instructed the accountant to transfer 100 million VND into Huong's account.
After receiving the money, the "monster" hired someone to forge an official dispatch from the Ministry of Finance to support An Giang province with 85 billion VND from the 2018 emergency reserve fund to carry out an urgent project to handle landslides on river banks and coastlines.
On October 2, 2018, Huong announced that the Ministry of Finance had decided to provide funding for the project in An Giang province and asked Dinh An Company to transfer 1 billion VND in service fees to Huong.
On the afternoon of October 2, 2018, Mr. H. and his subordinates came to see Huong. Huong showed Mr. H. a photo of the Ministry of Finance's official document with the signature and seal of the Deputy Minister of Finance, and sent a copy of the photo to Zalo for Mr. H.'s staff to see.
Believing that the document Huong showed him was real, Mr. H. directed his staff to transfer 1 billion VND to the "monster".
On October 11, 2018, Mr. H. checked the document sent by Huong and discovered that it had many errors. When he checked the information provided by Huong, he realized he had been scammed, so he filed a complaint.
Previously, in 2018, through social relationships, Huong met Ms. Nguyen Thi Minh P. (born in 1972, in Hanoi). The "monster woman" borrowed money from Ms. Phuong many times, with a total amount of more than 2.5 billion VND. After that, by tricking her into knowing the investor of the apartment project, Huong continued to cheat Ms. P. out of 3.8 billion VND.
