Mr. Doan Ngoc Hai requested the ward to fine blue-plate cars.
A blue-plate car of the Central Government or Ho Chi Minh City parked on the sidewalk was called by the Vice Chairman of District 1 to request the ward leader to come and punish it.
At 5:30 a.m. on October 6, Mr. Doan Ngoc Hai - Vice Chairman of District 1 People's Committee went alone to inspect the sidewalk encroachment situation in the area. Seeing a blue-plate car 80B parked on the sidewalk in front of the hotel on Thi Sach Street, he called the leaders of Ben Nghe Ward to handle it.
The authorities fined the driver 700,000 VND and asked the vehicle to leave the location of the violation. The fine and images were sent to Mr. Hai's phone by the ward for monitoring, to avoid "giving him credit and ignoring the violation". Similarly, many other cars that violated the law were also called by the Vice Chairman of District 1 to the ward to make a record.
