Breaking up project 028LV, confiscating 60 heroin cakes and 40,000 synthetic drug pills
After nearly 3 months of monitoring and establishing a project, the Border Guard's anti-drug and crime force successfully broke project 028LV.
Accordingly, at about 10:15 a.m. on March 13, at the motel area in Muong Khoa town, Phong Sa Ly province (Laos). The anti-drug and crime force, Dien Bien Provincial Border Guard coordinated with Team 1, Northern Special Task Force, Drug and Crime Prevention Department, Border Guard Command and security forces of Phong Sa Ly province (Laos) to arrest 3 subjects.
Giang A Tu (born in 1985), permanent residence in Muong Khun village, Xieng Khouang province (Laos); Bun Hoong (born in 1965), permanent residence in Seng Su Vang village, Say Set Tha district, Vientiane capital (Laos) and So Vieng Say (born in 1969), permanent residence in Vang Xai village, Say Set Tha district, Vientiane capital (Laos).
Caught red-handed while the subjects were trading in large quantities of drugs, the seized evidence included 60 heroin cakes, 40,000 synthetic drug pills, 1 K59 gun with 7 bullets, 2 cars, 1 tape recorder, 8 mobile phones and a number of other related evidence.

Quickly exploiting information at the scene, the subject Say is a person who often brokers drug buying and selling for Vietnamese subjects.
At the end of the investigation, the subjects and seized evidence were handed over by the anti-drug and crime force and the Border Guard of Dien Bien province to the Security force of Phong Sa Ly province (Laos) for handling according to regulations.
Previously, through basic investigation of the area, the Drug and Crime Prevention Force and the Border Guard of Dien Bien province discovered a drug trafficking ring illegally transporting drugs from Bo Keo to Muong Khoa, Lao People's Democratic Republic.
This line regularly gathers drugs, then sells them to Vietnamese people, led by two subjects, Giang A Tu and Bun Hong.
Faced with the complicated situation of drug trafficking of this line through Lao areas to Vietnam, the Border Guard Command of Dien Bien province established a special project coded 028LV to combat and sent scouts to Laos to verify.
On March 12, when detectives received information that Tu and Bun Hoong were transporting a large quantity of drugs to Muong Khoa to gather and prepare for transactions with Vietnamese people, the Vietnamese investigation team coordinated with the security force of Muong Khoa district, Phong Sa Ly province, Laos to crack the case.

According to the assessment of Vietnamese authorities, the successful destruction of Project 028LV not only contributed to preventing large amounts of drugs from entering Vietnam for consumption, but also contributed to maintaining security and order in the border areas of Laos and Vietnam.
