Dozens of fake seals, hundreds of fake health certificates, and a number of fake government agency degrees in a large-scale ring have just been busted.
Recently, in Quang Nam and Quang Ngai, many fake health certificates of Quang Nam Central General Hospital have appeared. The fake papers look real with signatures, name stamps, pre-filled doctor information in the physical examination, clinical examination, paraclinical examination, conclusions, signed, stamped by the Examination Department, ... Quang Nam Central General Hospital has sent a petition to the authorities about this situation.
Faced with the above situation, the Binh Son District Police, Quang Ngai organized an investigation and verification. On July 27, at a photocopy shop named Luynh, owned by Mr. Do Dinh Thien, 25 years old, in residential group 3, Chau O town, Binh Son district, the Economic and Official Police force, Binh Son district police caught red-handed Dang Le Anh Giang, 26 years old, in residential group 2, Chau O town, handing over 50 health certificates with forged signatures and stamps of Quang Nam Central General Hospital to the photocopy shop owner.
Continuing to search Dang Le Anh Giang's residence, dozens of fake seals of the Hospital, many vocational training centers and other schools were discovered and seized. In addition, over 250 fake health certificates were seized, including nearly 100 driver health certificates issued by Quang Nam Central General Hospital. In addition, many documents were discovered proving Dang Le Anh Giang's act of forging seals and documents of other agencies and organizations.
Dang Le Anh Giang confessed to committing the crime from 2017 to present. Giang's biological father, Dang Van Do, and Do Dinh Toan, 38 years old, from residential group 3, Chau O town, Binh Son district, also participated in Giang's ring, who directly designed the graphics to make fake stamps and seals for Giang. Do Dinh Toan confessed, "At first, I faked a piece of paper for Giang and received a few tens of thousands of dong. Later, I made larger stamps and received 2 million dong each from Giang."
After forging health certificates, Giang hooked9 photocopy and photography establishments in Binh Son district were found to have hidden papers in their stores.
"When customers come to take photos to apply for jobs or buy job applications, the shop owner asks if the customer needs a health certificate, the shop will sell it for 150,000 VND/paper. In case the customer requires a stamp on the photo, the staff and shop owner will schedule a return time and ask the customer to leave a phone number for contact. At that time, the shop owner contacted me to come get the photo, bring it home to stamp, and then I brought the stamped paper back to the shop to give to the customer," Dang Le Anh Giang testified at the investigation agency.
According to Lieutenant Colonel Pham Quoc Viet - Deputy Chief of Binh Son District Police, "The methods of this network are also very sophisticated, they collude to form a network from production to consumption. Using modern technology to produce fake documents and certificates. It is difficult to detect with the naked eye."
Through the struggle, Dang Le Anh Giang initially confessed to committing crimes over the past 2 years with over 1,300 fake documents. Currently, Binh Son District Police have issued a decision to temporarily detain Dang Le Anh Giang and continue to investigate and expand this network.
According to Binh Son district police, the above case not only shows signs of forging documents and seals to sell health certificates to people for the purpose of fraud and property appropriation, but also seriously affects the reputation of the health sector.
Currently, Quang Ngai Police are also stepping up their efforts to combat and handle individuals who post information about selling fake health certificates, diplomas, and certificates in the province. At the same time, they are coordinating with the Department of Health to propagate and mobilize people to raise awareness and vigilance to prevent this type of crime.
