The report at the conference showed that under the direction of Party committees and authorities at all levels, national defense and security work was maintained, and national defense targets were achieved compared to the targets set out in the Resolution.

The political situation is stable, social order and security are ensured. The work of receiving people and resolving complaints and denunciations of citizens is timely directed, preventing hot spots and limiting mass complaints. Coordinate well to resolve complicated and outstanding issues, especially those related to religion and borders. The quality of investigation, prosecution, trial, execution of judgment and judicial support is improved.

However, the situation still contains some complicated factors, especially reactionary and opposing organizations and individuals who collude with some extremists, taking advantage of sensitive political and social events, and shortcomings of local Party committees and authorities to incite marches, protests, and disrupt security and order; violations of land laws and illegal construction still occur frequently; the crime situation still has great potential, especially drug-related crimes, etc.

Commenting on the report, Standing Deputy Secretary of Quynh Luu District Party Committee Hoang Van Bo said that only when security and order are ensured can we take care of socio-economic development. The report's solutions need to raise awareness and responsibility of leaders regarding security and order. Take care to consolidate the organization in a strong political system, build the image of a party member who speaks and acts so that people trust. At the same time, do a good job of mass mobilization and true democracy to create trust among the people.

Chief Inspector of the province Vi Van Suu reflected on the situation of "laws breaking the law". Mr. Suu cited: The Law on Citizen Reception in 2013 requires the Chairman of the District People's Committee to periodically receive citizens twice a month; the Chairman of the Provincial People's Committee to receive citizens once a month. But the Law on Local Government in 2014 stipulates that the Chairman of the Provincial People's Committee and the Chairman of the District People's Committee are authorized by their deputies. If this regulation is applied according to the Law on Citizen Reception, it is incorrect.

In addition, the head of the Provincial Inspectorate reflected on the overlap and inadequacies in inspection and examination between the inspectorate and the state audit.

Participating in giving comments at the Conference, Secretary of Quy Chau District Party Committee Lang Van Chien suggested: the report needs to clearly identify whether there are hot spots or not.

The Secretary of the Quy Chau District Party Committee said: Providing information to guide public opinion is not timely and is still limited, some incidents are reported after they occur. Therefore, the report needs to focus on solutions to do a good job of propaganda and guiding public opinion, especially incidents related to religion.

Regarding this content, Deputy Secretary of Hung Nguyen District Party Committee Pham Quoc Viet suggested that the report should assess the role and responsibility of agencies in the political system to help people understand and grasp the law better and better. Promote the responsibility of functional agencies in handling complaints and denunciations.

Speaking at the Conference, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong emphasized that the task of the Internal Affairs Bloc is to develop a report related to the Internal Affairs sector with full quality and succinctness on national defense and security work to submit to the Standing Committee of the Provincial Party Committee.

Therefore, the report must clarify the leadership and direction of the Standing Committee and the Provincial Party Committee; the process and results of implementing the document. The report needs to include an appendix illustrating the results of implementing specific targets of the Resolution of the 18th Provincial Party Congress and Resolution 26 of the Politburo.

Regarding the content, the Deputy Secretary of the Provincial Party Committee suggested that the conference should focus on assessing 6 major tasks: Assessment of the building of potential to strengthen national defense; National security, social order and safety; Anti-corruption work; handling complaints and denunciations to resolve pressing issues at the grassroots level; propaganda and dissemination of laws associated with coordination between agencies in the Internal Affairs sector; leadership and direction of Party committees and authorities at all levels.

For the direction and tasks section, focusing on solutions and good results, lessons need to be drawn to confirm that the work is solid.

According to Deputy Secretary of the Provincial Party Committee Nguyen Van Thong, the issue that needs to be focused on is discussing and studying the targets and tasks that have not been completed and are difficult to achieve according to the targets set out in the Resolution. At the same time, it is necessary to conduct in-depth research and advise on specific solutions to effectively implement the motto of linking national defense and security with economic development.

Concluding the Conference, Head of the Provincial Party Committee's Internal Affairs Committee Phan Duc Dong acknowledged and highly appreciated the comments at the conference. The contents contributed by the delegates will be compiled, supplemented, and finalized by the Provincial Party Committee's Internal Affairs Committee to send to the Provincial Party Committee Office for synthesis and submission to the Provincial Party Committee Standing Committee.
