Abuse of power and corruption still occur in law enforcement agencies.
Speaking at the seminar, Deputy Prime Minister Le Minh Khai stated that investigation, prosecution, trial and execution of judgments play a very important role in preventing and combating corruption and negativity, especially in handling corruption and negativity cases and recovering corrupt assets. This is an activity that regularly uses State power, on behalf of the State in performing its duties and tasks, so it must be closely and regularly monitored and controlled.
In recent times, the Party and State have paid attention to leading and directing the building, perfecting and organizing the implementation of institutions and laws on power control in investigation, prosecution, trial and execution activities and have achieved many positive results, especially promoting quite effectively internal and external control mechanisms in these activities.
However, according to the Deputy Prime Minister, reality shows that the mechanism for controlling power in the Party and the State is not complete, synchronous, effective and efficient; the mechanism for controlling power and sanctions for violations in many areas does not exist or exists but is not specific, with low implementation efficiency; abuse of power, corruption and negativity still occur in law enforcement agencies, causing frustration in society.

Regarding the method of controlling power, it must be controlled from within, that is, within each agency and between the prosecution and execution agencies, between those conducting the proceedings and those participating in the proceedings; control from the outside is the control of elected agencies, executive agencies, the Fatherland Front and political organizations, the press and the people; control from the political power of the Party.
“Investigative, prosecution, trial and execution agencies have their own specific characteristics and relative independence. Regardless of the control method, they must ensure relative independence in performing their tasks,” Mr. Phan Dinh Trac noted.
