At the conference, delegates heard about the socio-economic situation, national defense and security and foreign affairs in the first 3 months of 2016. In the first 3 months of 2016, the total product in the province (GRDP) is estimated at 11,952.8 billion VND, up 6.46% over the same period. The growth rate in the first quarter of this year is higher than the growth rate in the same period of recent years.

Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Committee assessed the socio-economic situation in the first quarter.

By March 2016, the whole province had 114 communes meeting 19/19 criteria, in the first quarter of 2016, 01 more commune was recognized as meeting the NTM standards. The industrial production development index increased in the first quarter of 2016 by 9.55% compared to the same period in 2015.

The cultural and social fields continue to be well implemented by the sectors. The work of disease prevention, monitoring and control has been directed with attention. The health sector has well implemented plans and schemes to organize emergency aid, medical examination and treatment for people during the Lunar New Year. The work of hunger eradication and poverty reduction, job creation and social security issues has been directed with attention and achieved many positive results. It is estimated that in the first quarter of 2016, the whole province created jobs for 11,000 workers, the poverty rate in the whole province is 12.1%...

At the conference, comrades in the Provincial Party Committee focused on discussing issues related to rural agriculture, especially investment in high-tech agriculture; natural disasters and droughts that are likely to become more severe over a large area in the province, significantly affecting production and people's lives; re-evaluating the criteria for schools that have met national standards, the surplus of teachers, the situation of petitions and complaints that go beyond the level, listening to and giving opinions on the action plan to implement Resolution 33 on building and developing Vietnamese culture to meet the requirements of sustainable national development.

Besides, he also noted that all levels, sectors and localities need to pay special attention to administrative reform to better respond to investment promotion because in reality, investment policies are strong but implementation has not been as expected.

It is necessary to rectify and have strict penalties for the situation of civil servants neglecting their duties in the first days of the new year. Besides, in the movement to join hands to build new rural areas, there are places that sometimes "slow down", local authorities and sectors need to have plans to step up propaganda work.

He also noted that the drought is likely to be more severe than last year, and suggested reviewing the hydropower system and the works to prevent saltwater intrusion and retain freshwater on the Lam River. He requested that the industry and localities focus on the spring crop and promote livestock production.

Accelerating the construction of VSIP Industrial Park; site clearance for The Vissai Cement Factory with a capacity of 3.8 million tons/year; seaport with a capacity of 30 million tons/year, Hoa Sen Steel Sheet Project, Water Plant Project and a number of traffic infrastructure projects expected to start construction in the near future also require more synchronous participation of the entire political system.

Regarding the content of the action plan of Resolution 33, comrade Ho Duc Phoc highly agreed with the contributions of comrades in the Provincial Party Committee, accordingly, the functional sector needs to review and supplement a number of additional criteria and solutions to the action program to implement the Resolution.
