(Baonghen.vn)-On the afternoon of March 2, the Provincial People's Council's Culture and Social Affairs Committee conducted a survey at Blue Sky Academy High School and Duong Bo Kindergarten (Vinh City) and discovered that these two schools had collected a number of illegal fees.

Blue Sky Academy High School and Duong Bo Kindergarten are private schools located in Le Loi Ward, Vinh City. Through a survey by the working group of the Provincial People's Council, it was found that these two schools still have some illegal income in their financial activities.

Although Official Dispatch No. 1535/SGDĐT – KHTC, dated August 11, 2016, clearly stipulates: For non-public educational institutions, tuition fees are decided on the basis of teaching quality and the people's ability to contribute. Tuition fees must ensure that they cover all costs for the school's professional activities and do not collect other fees other than tuition fees.

However, at Blue Sky Academy, in addition to tuition fees, there are still some other fees such as annual investment fees (used for providing uniforms, personal belongings, learning tools, notebooks for students and maintaining facilities); boarding fees (including management costs, health care, accommodation, electricity and water, use of gym, football field, library)...

Similarly, at Duong Bo Kindergarten, in addition to tuition fees, the school also collects some additional fees such as small repair fees, school supplies, toys, and personal items. In addition, at Duong Bo Kindergarten, the current facilities as well as learning and playing conditions for children, including the kitchen to meet the boarding requirements for children, are not guaranteed, but the investor has not paid attention to upgrading and investing.

Through the survey, the working group of the Provincial People's Council requested that educational institutions closely follow and properly and fully implement the educational program set forth by the Ministry, ensuring the improvement of educational quality. In addition, it is necessary to properly implement the State's regulations on financial activities for non-public educational institutions. The delegation also noted a number of difficulties and problems at the grassroots level to continue researching and submitting to the relevant levels for consideration and resolution.
