(Baonghean) - The application of cameras in detecting and handling law violations is being implemented by all levels and sectors and has initially brought about positive results in practice.

Community camera system

Since April 2017, Trung Do Ward (Vinh City) has been the first locality in the province to test and operate a community camera system. Up to now, the ward has installed a server system including 2 screens located at the ward police headquarters and 110 cameras in the residential community.

Typically, just a few days after installing the camera system, Trung Do Ward Police discovered and arrested two subjects, Ton That Tung and Ton That Thin (two brothers, both residing in Block 12, Ben Thuy Ward), who were the perpetrators of a series of motorbike and bicycle thefts in Trung Do Ward, with criminal records for theft and illegal possession of drugs.

According to the leader of Trung Do ward, the ward has a relatively large population of 16,600 people and nearly 4,000 temporary residents, most of whom are students, and is considered an area with many potential risks of security and order problems. Therefore, the installation of a community camera surveillance system has become an effective support tool in controlling security and order, preventing social evils in the area.

Not only does the camera system help people feel more secure with a safe living environment, it also helps ward leaders promptly detect and handle risks of insecurity and disorder; creating favorable conditions for security agencies in investigating and prosecuting if problems arise.

Fines for traffic violations

Also applying the method of installing and extracting images from cameras, since the beginning of August 2017, Nghe An Traffic Police Department has started to conduct "cold" penalties through the pilot system of monitoring and handling traffic safety violations at 4 intersections in Vinh city including Vinh University intersection, Le Mao extended - Tran Phu intersection, Vinh market intersection and Nguyen Thai Hoc - Quang Trung intersection.

For each violation, data on the violating vehicle detected by the camera will be immediately sent to the patrol team's tablet. The team will use the image to stop the violating vehicle and then issue a fine according to regulations.

In case the camera detects a vehicle violation but the patrol team cannot handle it in time, the image data will be sent to the central control system at the Traffic Police Department (Provincial Police). From the vehicle's license plate, all information about the vehicle owner will be transferred to the control center.

After that, all images and information of violations will be sent to the correct registered address for "offline fines". This has strongly impacted the awareness of traffic participants to voluntarily comply with the law, while improving management capacity, transparency and equality in handling traffic violations.

Lieutenant Colonel Nguyen Nam Hong - Deputy Head of the Road and Railway Traffic Police Department, Nghe An Police said that the implementation of installing cameras for handling traffic violations is part of Project 617 on "Building a system to monitor and handle traffic safety violations on key national highways and expressways" approved by the Prime Minister.

Cameras not only support the traffic police force in detecting and handling violations, but also avoid situations where thugs incite, oppose, and put pressure on people on duty. Because detailed images of vehicles, time, and location of violations are clearly shown, they are the basis for the traffic police force to base decisions on to handle administrative violations. Currently, this monitoring system is being actively completed and applied, moving towards expanding deployment on the entire national highway through the province.

Prevent sabotage of surveillance systems

The utility of installing surveillance cameras to prevent crime has been proven in practice. However, one of the problems with managing the camera system is protecting this property from vandalism and theft. The way the People's Committee of Trung Do Ward does is to connect the camera eyes according to the system to ensure continuity, and any external impact that causes data loss from this camera eye will be recorded on other camera eyes.

The task of protecting the camera system is also assigned by the ward to the self-management groups in each block. When there is any act of vandalism, the block residents promptly stop it and report it to the authorities.

For the traffic surveillance camera system on National Highway 1A, due to the distance and installation location not being in a densely populated area, control is more difficult, and it is easy for bad guys to take advantage of it for vandalism and theft.

Lieutenant Colonel Nguyen Nam Hong said that to deal with this situation, the traffic police force always coordinates with localities to install cameras, assigns people to regularly monitor; at the same time, during patrols, they also pay more attention to ensuring the safety of camera assets.

In the current development trend, the application of science and technology in handling law violations is considered inevitable. The convenience of cameras will directly contribute to raising citizens' awareness of law compliance, while gradually perfecting the system of social order management in a systematic and professional manner.
