Promoting the lessons of the August Revolution in the cause of national development

Nowadays, in the context of our country promoting industrialization, modernization and international integration, applying and promoting the lessons of the August Revolution is more urgent than ever.

Firstly, it is necessary to be sensitive to the world and regional situation in order to promptly propose correct and appropriate policies.

Thanks to closely following the changes in the world situation and promptly making decisions to choose the right opportunity, the strength of our people in the August Revolution was multiplied, successfully carrying out a general uprising nationwide in a short time. Based on the correct guidelines, always closely following the changes in the world and domestic situation, proactively and promptly changing the direction of the revolutionary strategy, preparing to seize opportunities, leading and directing the masses to take advantage of favorable opportunities in the domestic and international situation to gain victory is the most outstanding lesson about the leadership of our Party and President Ho Chi Minh in the August Revolution.

Today, in the context of globalization and deep international integration, we need to continue to promote the valuable experiences and lessons of the August Revolution, need to be sensitive in perceiving and forecasting the complex and rapidly changing developments of the world and regional situation. Decisions related to the country's security and development must always adhere to the Party's viewpoints and guidelines, put national and ethnic interests above all, follow the motto "with the unchanging, responding to all changes", promptly and flexibly in solving problems arising in international relations, actively participate in solving common security issues, for peace, cooperation and development; at the same time, implement the policy of protecting the Fatherland "early, from afar".

Second, constantly expand and promote people's mastery in all areas of social life.

Along with the profound values ​​of independence and freedom, the August Revolution brought our people from slavery and misery to masters of the country and their own destiny. Promoting that value, right after the founding of the country, one of the first important tasks carried out by the Provisional Government Council was to organize a General Election with universal suffrage and build a democratic Constitution for the country. This was the first time that the noble title of citizen of an independent state was born and solemnly recognized in the Constitution. Since then, the Constitutions of our State, especially the 2013 Constitution, have always consistently demonstrated the promotion of human rights and civil rights, affirming the role of the people as masters in all aspects of social life.

Along with the provisions of the law, in order for the people's mastery to be realized in reality, our Party always pays attention to leading the construction and perfection of the people's democratic state institution. In which, the government and public agencies are servants of the people; officials are both leaders and loyal servants of the people. All benefits belong to the people, all efforts of the government and officials are for the people. The government from the grassroots to the central level are elected and selected by the people, at the same time the people have the right to dismiss government officials who do not fulfill their duties and are not worthy of the people's trust.

Today, continuing to expand and promote people's mastery in all areas of social life is still a major policy of our Party. Based on the perception that revolution is the cause of the people, by the people, for the people, our Party is continuing to implement the policy of "people know, people discuss, people do, people inspect", and democratic forms continue to be expanded and raised to a new level. People are given all conditions to access and express their views, thoughts, and ways of doing. From there, people's opinions, aspirations, and initiatives are accepted, making an important contribution to the process of forming and developing the Party's innovation policy; making that policy in accordance with the law, pleasing to the people, and quickly entering life.

Third, promote economic, cultural and social development to increasingly better care for the material and spiritual life of the people.

Independence, freedom and democracy are the noble values ​​that the August Revolution has brought to our nation and people. However, the values ​​of independence, freedom and democracy only have full meaning when they go hand in hand with the people's lives becoming increasingly prosperous and happy. President Ho Chi Minh once said: "If the country is independent but the people do not enjoy happiness and freedom, then independence is meaningless." Understanding that earnest and legitimate aspiration and promoting the value of the August Revolution, over the past 75 years, our Party has continuously paid attention to economic, cultural and social development to improve the material and spiritual life of the people. From a poor and underdeveloped country, Vietnam is now on the list of middle-income countries in the world and is striving to reach the group of upper-middle-income countries by 2025.

Based on a deep understanding of the position and importance of sustainable social development and social development management for the cause of building and defending the Fatherland, our Party continues to build and implement policies to continuously improve the material and spiritual life of the people. Continue to perfect social security policies in line with the socio-economic development process. Expand the subjects and improve the effectiveness of the social security system to all people; create conditions to effectively assist the disadvantaged, vulnerable groups or those at risk in life. Continue to innovate and perfect population and family planning policies, effectively implement the population and family strategy, and the action program for children...

Fourth, promote the diplomatic front, actively and proactively integrate internationally, expand foreign relations, and create a favorable environment for national development.

From the victory of the August Revolution, for the first time Vietnam appeared on the world map; at the same time, it opened diplomatic relations with other countries with the status and position of an independent and sovereign nation. Promoting the national rights and position brought by the August Revolution, over the past 75 years, our Party has continuously promoted the diplomatic front, actively and proactively integrated into the international community, expanded foreign relations, thereby making an important contribution to the common successes of the revolutionary cause, enhancing the country's position and prestige in the international arena.

In the coming time, we need to continue to implement an independent, self-reliant, peaceful, cooperative and developmental foreign policy; a foreign policy of multilateralization and diversification of international relations; proactively and actively integrating into the international community; Vietnam "is a friend, a reliable partner and a responsible member of the international community". International integration needs to be carried out on the basis of respecting independence and sovereignty; equality and mutual benefit; non-interference in each other's internal affairs; upholding the principles of both cooperation and struggle. In the process of international integration, we will also continue to face many challenges, but if we firmly grasp Lenin's doctrine and Ho Chi Minh's thought on state capitalism, firmly grasp the Party's renewal policies and guidelines, especially the Resolution of the 12th National Party Congress, we can turn "danger" into "opportunity", both promoting economic development and ensuring a good security environment for the country.

Fifth, strive to build a clean and strong Party, improve the Party's leadership capacity and fighting strength.

Besides the national and contemporary values, the successful August Revolution is also a vivid reality, a strong demonstration of the mettle, intelligence, revolutionary leadership capacity and fighting strength of the Communist Party of Vietnam. It affirms the correctness of the revolutionary line that our Party built on the basis of creatively applying Marxism-Leninism to the specific conditions of Vietnam; demonstrates the capacity to gather the forces of the entire nation; the capacity to accurately forecast, seize the right opportunity; promptly mobilize the entire people to carry out a general uprising and win victory.

Promoting the spirit of the August Revolution, today our Party continues to implement the policy of innovation, strengthen Party building and rectification, and strive to overcome shortcomings within the Party such as the degradation of political ideology, ethics, and lifestyle of cadres and Party members, lax discipline, lack of internal solidarity, and decline in the quality of Party activities. Overcoming weaknesses in ideological and theoretical work, inadequacies in organizational and personnel work, etc.

Continuing the revolutionary leadership, promoting the value of the August Revolution to a new height, now and in the coming time, the entire Party will continue to promote the implementation of the Central Resolution 4 (12th tenure) on strengthening Party building and rectification, associated with the implementation of Directive 05 of the Politburo; preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party. Thereby, creating consensus and unity of will and action among cadres, party members and people of all walks of life, soon completing the goal of "building our country more decent and more beautiful" as wished by Uncle Ho.
