Aim for higher development

The issue considered of utmost importance for the organization of Party Congresses at all levels for the 2020-2025 term and the 13th National Party Congress is the preparation of the content of the Congress documents. Up to this point, the spirit of Directive 35-CT/TW of the Politburo and Circular No. 13-TT/TU of the Nghe An Provincial Party Committee regarding the preparation of document content has been deeply recognized by Party Committees at all levels in the province with the motto "inheritance, stability, innovation, creativity, development".

In Yen Thanh district, according to comrade Nguyen Viet Hung - Secretary of the District Party Committee, on the basis of frankly and accurately assessing the situation and results of implementing the Resolution of the Congress for the 2015 - 2020 term, clearly analyzing the potentials and advantages of the locality and looking at the "long-term" strategies, programs and resolutions of the Party, National Assembly, Government on economic development, the issue of "three rural areas", development of economic sectors...; especially the proactive participation in the 4.0 scientific and technological revolution; the Executive Committee of the Yen Thanh District Party Committee has had initial orientations for the economic development period of 5 years and a long-term vision with 2 main "pillars". That is to create a breakthrough in high-tech agriculture, sustainable ecology and development of spiritual tourism, community culture. The fields of health and education also prioritize promoting the application of high technology, meeting the requirements.

Secretary of the District Party Committee Nguyen Viet Hung said that Yen Thanh is determined to attract investment, build synchronous and modern infrastructure; build human resources to meet requirements and reform administrative procedures substantially; build a safe natural and social environment, creating conditions to promote development.

For Thanh Chuong district, the most common goal for the next term is to strive to build Thanh Chuong into a fairly good district among the western districts of the province, becoming a rural district (NTM). At each base, communes that have met NTM standards will continue to build advanced new rural areas, build livable countryside, communes that have not met standards must be determined to meet standards; communes that do not have OCOP products will focus on building, communes that have OCOP products will expand their area, have stable consumption markets, etc.

Regarding cultural indicators, comrade Trinh Van Nha - Standing Deputy Secretary of Thanh Chuong District Party Committee said that the district will focus on the grassroots level, promoting the role of self-management and village autonomy of the people, thereby improving the cultural and spiritual life of the people. Administrative reform work aims at the satisfaction of the people and businesses; at the same time, finding solutions to improve the quality of Party building work, building the political system, especially the blocks and villages after the merger, associated with promoting the responsibility of setting an example for cadres and civil servants from the district to the grassroots level.

As for the border district of Ky Son, the highest goal according to District Party Secretary Vi Hoe is to help Ky Son escape from poverty. To achieve this goal, the direction of Ky Son in the next term is to prioritize expanding and replicating effective economic models associated with processing, building brands, creating value chains such as ginger, turmeric, taro, squash, plum, passion fruit... and medicinal herbs; associated with developing the forestry economy with indigenous crops such as sa mu, po mu, xoan dau...

Another priority for the district with 11 border communes and a border length of 192 km is to strengthen national defense and security, build a people's security posture closely combined with a solid national defense posture, firmly protect border sovereignty and security. In addition, it is important to pay attention to improving the effectiveness and efficiency of the organizational apparatus; enhancing the enthusiasm, dedication, passion and responsibility of the staff and civil servants in the political system from the district to the grassroots level.

According to comrade Pham Trong Hoang - Member of the Provincial Party Committee, Chief of the Provincial Party Committee Office, documents of the Party Congresses at all levels include the political report of the Party Executive Committee for the 2015 - 2020 term submitted to the Congress; the review report of the Party Executive Committee for the 2015 - 2020 term; the draft resolution of the Party Congress for the 2020 - 2025 term; the action program to implement the resolution of the Party Congress for the 2020 - 2025 term. And to issue the resolution and action program for the next term accurately, it must be based on a quality political report.

To ensure the quality of building good political reports, Party committees at all levels need to closely follow the directions and instructions of the Central Committee, the Provincial Party Committee and the current actual conditions of localities and units, forecast the situation in the coming time to propose directions, goals, tasks, practical, feasible and effective solutions to implement in the 2020 - 2025 term with higher development and longer-term vision - said comrade Pham Trong Hoang.

Focus on promoting democracy and people's intelligence

Emphasizing that many new factors, many models, and typical examples start from the masses, former Head of the Provincial Party Committee's Propaganda Department Truong Cong Anh said that Party committees at all levels, on the one hand, must enhance their responsibility for preparation, and on the other hand, must have solutions to mobilize the maximum contribution of the masses, cadres, and party members in the Party Committee for the congress. If we only rely on the preparation of the Party Committee in a "closed" manner or only ask the delegates to participate in the congress to contribute, it is not certain that we can fully promote the intelligence and strength of solidarity, ensure the direction, goals, tasks, and solutions set out for the next 5 years to fully promote the opportunities, potentials, and strengths of each locality and unit.

Agreeing with this view, comrade Phan Van Giap - Standing Deputy Secretary of Tan Ky District Party Committee said that, in order to ensure the quality of the construction of documents for the district and grassroots Party Congresses, especially to practically implement the topic "Strengthening the great national unity bloc, building a clean and strong Party and political system according to Ho Chi Minh's ideology, morality and style", the Standing Committee of the District Party Committee set out the requirement that the process of building documents must widely solicit opinions, promote intelligence, first of all, promote the collective intelligence of the Party Committee from the district to the grassroots, on that basis, arouse the intelligence of cadres, party members and people to participate.

To ensure the improvement of the quality of cadres, party members, and people, and to avoid comments that are mainly limited to style, semantics, and layout as in previous terms, this term, in addition to sending a draft for comments, Tan Ky district will also send an orientation document suggesting major, key issues and breakthroughs of the locality in the coming year to get comments or ask for "open" comments on the development direction of Tan Ky in the next 5 years or tasks and solutions to implement breakthroughs and key tasks of the term...

As for the Standing Deputy Secretary of the Thanh Chuong District Party Committee, Trinh Van Nha, said that in addition to establishing a document subcommittee, gathering people with knowledge, leadership and direction capacity and practical experience to advise the Party Committee in preparing documents; the Standing Committee of the District Party Committee also advocates promoting democracy and intelligence in the Party and among the people in the documents; in which, it will take advantage of the intellectual resources of successful children living far from home, both incumbent and retired, businessmen; city leaders and district leaders through the periods... Collecting opinions more widely will create a high level of consensus in awareness and unity of action after the congress.
