(Baonghean.vn) - On the morning of March 7, the Provincial People's Committee held a conference to review the implementation of grassroots democracy regulations in 2015 and deploy tasks for 2016; Implement Conclusion No. 120-KL/TW of the Politburo "on continuing to promote and improve the quality and effectiveness of building and implementing grassroots democracy regulations".

Comrades: Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Le Ba Hung - Member of the Provincial Party Committee, Head of the Provincial Party Committee's Mass Mobilization Commission chaired the conference.

Under the leadership and direction of the Party Committee, the efforts in organization and implementation of the government, the Fatherland Front and organizations at all levels, in 2015, the implementation of the grassroots democracy regulations in Nghe An province had positive changes. The implementation of the grassroots democracy regulations has contributed to promoting the implementation and completion of economic, social, defense and security targets for the 2010-2015 term and successfully organizing the Party Congresses at all levels for the 2015-2020 term.

People's Committees at all levels have focused on directing drastic, synchronous and effective solutions to direct and manage socio-economic development, proactively and promptly removing difficulties for businesses, and having many policies for new rural development. The implementation of the one-stop shop and inter-connected one-stop shop mechanism to solve work for people and businesses has received attention and direction.

Comrade Nguyen Manh Khoi - Deputy Head of the Provincial Party Committee's Mass Mobilization Commission presented a report on the direction and organization of the implementation of the grassroots democracy regulations in 2015.

100% of provincial agencies have established a Committee to implement the Grassroots Democracy Regulations and a People's Inspection Committee; 100% of agencies have supplemented and developed regulations on financial transparency, internal spending regulations, regulations on management and use of public assets, regulations on recruitment, promotion, reward and discipline of officials to ensure compliance with the regulations promulgated by Decree 04/2015/ND-CP.

In the whole province, 480/480 communes, wards and towns have People's Inspection Boards, of which 311/480 (accounting for 66%) are operating well. 100% of communes, wards and towns have Community Investment Supervision Boards, of which 205/480 (accounting for 42.7%) are operating effectively.

Nghe An Radio and Television Station, Nghe An Newspaper, and specialized journals are all interested in publishing the contents of Decree 04/2015/NQ-CP to propagate, raise awareness and responsibility for implementing democracy in state administrative agencies and public service units. Conference to implement Conclusion 120-KL/TW dated January 7, 2016 of the Politburo "on continuing to promote and improve the quality and effectiveness of building and implementing grassroots democracy regulations" and the Plan to implement Conclusion 120-KL/TW of the Provincial Party Standing Committee.

Departments, branches, districts, cities and towns have many contributions to improve the effectiveness of organizing and implementing democratic regulations at the grassroots level, such as increasing contact and dialogue with the people, thoroughly resolving complicated and prominent cases at the grassroots level, and performing well the role of social supervision and criticism, etc.

Concluding the Conference, Comrade Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee highly appreciated the outstanding results in implementing the Grassroots Democracy Regulations in 2015.

He also emphasized that in the coming time, provincial departments, branches, districts, cities and towns need to focus on drawing experience and paying attention to implementing well the action program to implement the Resolution of the Provincial Party Congress and the National Party Congress to ensure practicality, efficiency and democracy.
