(Baonghean.vn) - On the afternoon of August 11, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee had a working session with the Party Committee of the Department of Finance on the implementation of professional tasks and solutions for State budget collection and expenditure. Also attending the working session were comrade Le Xuan Dai - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; representatives of the leaders of the Organizing Committee, the Provincial Party Committee Inspection Committee, and the Party Committee of the provincial agencies.

According to the report of the Department of Finance, by July 31, 2016, the total state budget revenue in the area was over VND 5,700 billion, equal to 55.7% of the provincial estimate and increased by 17.4% compared to the same period in 2015. Local budget expenditure was over VND 11 trillion, reaching 55.7% of the plan. Besides the achieved results, state budget revenue and expenditure in the year still had many limitations. Some localities and sectors have not closely followed the actual situation to increase revenue; the situation of revenue loss and tax arrears is still large; the capital source is balanced with the need for compensation and site clearance of projects, capital according to the commitment to match large ODA projects, so the balance of revenue and expenditure still faces many difficulties.

Discussing solutions to balance, increase revenue, reduce regular expenditure, opinions at the working session suggested that the province pay attention to, prevent loss of revenue in land auctions, limit the situation of land brokers intervening in the auction process; For projects that have been allocated land for a long time but have not been implemented or have been implemented slowly and ineffectively, they must definitely be recovered for reinvestment.

Along with that, measures need to be taken to force central agencies located in the area to return land to their old locations after moving to organize asset auctions and increase revenue. The organization of divestment and equitization of units needs to be more effective. Given the current situation of budget use being spread out and the number of unexpected expenditures arising, the request to reduce regular expenditures is also acknowledged by opinions as being difficult and requiring strong solutions.

The task of balancing and allocating resources of the Department of Finance at the present time is extremely heavy. The increase in revenue of Nghe An is not much and the mobilization of resources is also facing difficulties in terms of regulations on public debt ceiling and budget surplus. The sector focuses on exceeding the budget estimate, coordinating with units in the sector to prevent revenue loss; controlling expenditure well. In the long term, actively advising the Provincial People's Committee in issuing mechanisms to remove obstacles for enterprises, attracting potential investors with key products to increase revenue to ensure conditions for implementing the goals set by the Party Congress term.

Concluding the working session, Secretary of the Provincial Party Committee Nguyen Dac Vinh emphasized: Finance is an important field for Nghe An which is currently in the process of development. The Provincial Party Committee Secretary requested that the Department of Finance, before each policy and decision on capital allocation, must have a comprehensive voice so that budget spending is truly effective, avoiding waste and spread. Affirming that stabilizing social security is an important requirement, the Provincial Party Committee Secretary requested that this issue should be given balanced attention by the Department. Expressing his views on team building, the Provincial Party Committee Secretary hoped that the Department of Finance would have a plan to build a team of experts to do high-quality professional work, contributing to helping the province plan financial policies.
