Dear delegates, fellow countrymen and comrades!
President Ho Chi Minh - a genius leader, a great teacher of the Vietnamese revolution, a national liberation hero, a world cultural celebrity, a model international communist soldier, a close friend of peace-loving and social-progress-loving peoples all over the world. Throughout his life, he "sacrificed family love to take care of the country". He "left behind countless affections for the entire people, the entire Party, the entire army, the youth and children". In that immense love, he always reserved deep affection, thoughtful care and concern for his hometown Nghe An, for Kim Lien village, Nam Dan, Hoang Tru village, his mother's hometown, and Sen village, his father's hometown.
Dear delegates, fellow countrymen and comrades!
President Ho Chi Minh - our Uncle Ho was born into a family of patriotic scholars, in a countryside rich in cultural and revolutionary traditions. That countryside, throughout the history of building and defending the country, constantly faced countless challenges and destruction caused by wars and natural disasters. In suffering, it remained brave, in loss, it remained resilient; it was the "land of fences", "the hot fields and ponds of our country".

When he was born, the smoke and fire of the Can Vuong movement had gradually subsided. The country was in turmoil, and he grew up listening to the soulful songs of his mother and grandmother:My child, remember this saying:/Take care of your books and clothes/Be clean and dry when you are hungry/Fame and glory are lightly brushed off, but the country must repay.Growing up a little, his father's discussions of literature and world affairs with Confucian scholars such as Phan Boi Chau, Vuong Thuc Quy, and Dang Thai Than kindled in the hearts of Uncle Ho and his sister and brother patriotism, love for the people, and a spirit of national pride.
The traditional family and homeland sources naturally had a profound influence on President Ho Chi Minh from his childhood, contributing to nurturing his feelings, fostering his patriotism and forming his personality, urging his aspirations and ambitions: "when the country is lost, we must find a way to save it", an ultimate desire: "to make our country completely independent, our people completely free, everyone has food to eat, clothes to wear, everyone can study".

Dear Sir or MadamtasteDelegates, fellow countrymen, comrades!
On his revolutionary journey across five continents and four seas to “find a way for the whole nation”, he always yearned for his country, for his hometown of Nghe An. He remembered many melodies of the folk songs of his hometown, including the folk songs of the Vi, Giam, and Phuong Vai, and he missed the “kind mother’s lullaby to her child”..Away from home for more than half a century, he still retains his heavy, warm, sincere, echoing Nghe An accent of his homeland.
Returning to the country in the spring of 1941 and directly leading the successful August Revolution, regaining independence and freedom for the people and the country after many long nights of slavery, he still could not visit his hometown. When Ms. Nguyen Thi Thanh - Uncle Ho's sister asked:When can you visit your hometown? The man said thoughtfully:It will probably take a long time to go home, because national affairs are still very important. It was not until June 1957, more than 2 years after the historic victory of Dien Bien Phu "making history", that President Ho Chi Minh returned to visit his homeland.
On the day of his return, he still did not forget the small path leading to his old house where there were hibiscus bushes, grapefruit trees, vegetable beds in front of the house, jackfruit trees, areca trees behind the house, the hammock of his childhood, his grandmother's loom, the small wooden chest - his mother's meager dowry, the wooden bed and a few books of his father. Surrounded by his hometown people, he emotionally said:Homeland is a place of great love and respect. How many fifty yearshow muchlove.

Then 4 years later, in December 1961, the people of his hometown were able to welcome Uncle Ho back to visit. Only 3 short but extremely precious days, he spent all his time visiting and talking with cadres and people of his hometown in Vinh City; visiting Vinh Mechanical Factory; Nghe An Mountainous Pedagogical School; Dong Hieu Farm; Vinh Thanh Cooperative... Visiting Hoang Tru village again, he was simple and close, sitting and talking in front of the house with the people of his mother's hometown. In the crowd of people happily welcoming Uncle Ho, he still recognized and did not forget to recall memories with his childhood friends. In every place he visited, he gave the cadres, people, and people all his warm affection and specific, practical advice. No one could have imagined that it would also be the last time he returned to his hometown, the last time his hometown welcomed him.
On this visit to his hometown, Uncle Ho happily praised the Nghe An labor movement for its great achievements in all aspects in recent years; everyone, every household, every sector has made great efforts and progress. He reminded the provincial Party Committee: "We must strengthen the leadership of Party committees at all levels", "try harder to develop the economy, first of all develop agriculture to be self-sufficient in food and provide many raw materials for industry". He raised major issues about Nghe An's responsibility to the whole country: "The people and cadres must be determined to strive to build our province into one of the best provinces in the North", "to make a worthy contribution to the cause of building socialism in the North, creating a strong foundation for achieving peace and national reunification".
In response to his warm feelings, his deep wishes and teachings when he returned to his hometown, the Party Committee, the army and the people of Nghe An focused on implementing the Resolution on building party bases in rural areas and improving agricultural cooperatives. As a result, food production increased by 4.8% since 1962, new economic zones were opened such as Nghia Dan, Tan Ky, Quy Hop, Quy Chau, etc. Many irrigation works, inter-commune and inter-district traffic were built and put into use; The people enthusiastically competed in labor production, creating an important premise for the whole province to strive to complete the first 5-year plan. Throughout the years of resistance against the American imperialists, the Party Committee and the people of Nghe An made many worthy contributions, with the spirit of"not a pound of rice was missing, not a soldier was missing", "all for the front line, all to defeat the American invaders"; together with the army and people of the whole country, they created the historic Great Victory of Spring 1975, completely liberating the South, unifying the country, leading the whole country to socialism; at the same time fulfilling the noble international duty.
Dear delegates, fellow countrymen and comrades!
During the years of working away from the Fatherland, he always followed and grasped the specific situation in the country and Nghe-Tinh. He guided and directly taught "Revolutionary Path" to many young people from his hometown who went abroad at that time, who later became excellent students, loyal communist soldiers, and representatives of our Party such as Le Hong Son, Le Hong Phong, Nguyen Thi Minh Khai... He was proud of a "Red Nghe-Tinh" that took the lead, was steadfast and indomitable in the face of enemy oppression.
In the midst of national affairs, he always had a deep affection for his homeland, expressed through 31 letters, 10 speeches, and 3 telegrams, which, as he said, "Used the name of an old comrade to share some experience" with his homeland. When his homeland was in pain, he sent telegrams of encouragement and inquiry. When there were worthy achievements, he wrote letters of praise and advice. When there were shortcomings and defects, he wrote sincere letters of reminder. Every time the provincial leaders went to Hanoi for work, he took the time to meet and inquire about the situation in his homeland.
Foreseeing his health, along with his will to the country and international friends, on July 21, 1969 - just 42 days before "returning to the world of the wise", President Ho Chi Minh sent a letter to the Party Executive Committee of Nghe An province. That last letter was considered by the Party Committee and the people of all ethnic groups in the province as his "Will" dedicated to his homeland with words of advice, deep affection, and wishes for the development of his homeland:“Nghe An is a large province with rich resources, hard-working and very revolutionary people. We hope that our compatriots and comrades in the province will strive to make Nghe An soon become one of the best provinces in the North.”.And He does not forget:"Please ask the Provincial Party Committee to convey my wishes to all compatriots, soldiers, cadres, party members, and union members in the province for good health and to strive to progress.".
His sacred and profound affection, his devoted and thoughtful care for his homeland are invaluable assets, a great source of encouragement, and a driving force that urges cadres, soldiers and people of Nghe An on every revolutionary journey.

Dear delegates! Dear compatriots and comrades!
Realizing the wishes and instructions of beloved Uncle Ho, over the past years, with the attention of the Party and State, the sharing and support of localities and people nationwide, the Party Committee, army and people of Nghe An have made constant efforts to rise up, achieving many important achievements in many fields. From a province with a low starting point, Nghe An has risen to be among the localities with a fairly fast economic growth rate in the country; creating an increasingly solid socio-economic foundation in all aspects.
In particular, over the past two years, facing the influence and impact of the Covid-19 pandemic, the Party Committee and People of Nghe An have promoted the spirit of solidarity, mobilized the strength of the entire political system, effectively controlled the epidemic, and made efforts to maintain and restore socio-economic development. The economic growth rate in 2021 is estimated to increase by 6.2%. State budget revenue exceeded the estimate. New rural construction continued to achieve many positive results, with 300 communes in the province meeting new rural standards, accounting for 72.99%. Culture and society have made much progress, and national defense and security have been maintained. People's trust in the Party and the State has been increasingly enhanced, creating a solid foundation for the province to continue to develop rapidly and comprehensively in the new period.
In addition to the achievements, Nghe An is still not a "fairly" province in the country. The growth rate, quality, efficiency, competitiveness and economic restructuring are not commensurate with the potential, opportunities and development requirements of the province. There are still shortcomings in culture and society, the poverty rate in the Western region is still high, and the lives of a part of the people, especially in remote areas, are still difficult. Security and social order are still potentially complicated, especially in special areas. The work of Party building and political system building is still limited and has not met the requirements in the new situation. The Party committees, authorities, organizations and people of the province have seriously reviewed and sincerely apologized to Uncle Ho for not yet fulfilling what he always wanted.
The 60th anniversary of Uncle Ho's visit to his homeland is an opportunity for us to review and understand more deeply his feelings for his homeland, his instructions and wishes for the development of his homeland. The Party Committee and the people of all ethnic groups in Nghe An promise to Uncle Ho to continue to make more efforts, further promote the historical traditions, culture and people of Nghe An, arouse the will of self-reliance and aspiration to rise up; actively and proactively innovate to bring sustainable development to our province. Strive to achieve the highest goal by 2025, Nghe An will become a well-off province in the Northern region; by 2030, it will become a well-off province in the whole country.
On this occasion, on behalf of the Party Committee and People of Nghe An, I would like to express my deep gratitude to the leaders of the Party, the State, the Vietnam Fatherland Front, the ministries, branches, central agencies, localities and units for their affection, attention and valuable help to Nghe An; I hope that in the coming time, we will continue to receive more attention, support and help from comrades and people nationwide.
I wish all leaders, former leaders of the Party, State, Vietnam Fatherland Front, all delegates, compatriots and comrades good health, happiness and success.
Long live the glorious Communist Party of Vietnam!
Long live the Socialist Republic of Vietnam!
Great President Ho Chi Minh, live forever in our cause!
Thank you very much!
