Promoting cultural traditions and character of Nam Dan people in building a model new rural district

Attending the conference were comrades Vuong Dinh Hue - Politburo member, Deputy Prime Minister; Nguyen Sinh Hung - former Politburo member, former Chairman of the National Assembly; Nguyen Xuan Cuong - Party Central Committee member - Minister of Agriculture and Rural Development; Ho Duc Phoc - Party Central Committee member, State Auditor General; and representatives of leaders and former leaders of central ministries, departments and branches.

On the provincial side, there were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades in the Provincial Party Standing Committee, leaders of provincial and Nam Dan district departments, branches and sectors; leaders of corporations, general companies and enterprises.

Build a specific plan for big goals

At the conference, comrade Nguyen Cao Luc - Deputy Head of the Government Office announced Decision No. 17/QD-TTg, dated January 4, 2019 of the Prime Minister on approving the pilot project "Building Nam Dan district, Nghe An province to become a model new rural district in the direction of cultural development associated with tourism, period 2018 - 2025".

Accordingly, the general objective of the Project is to comprehensively improve the quality of new rural construction in the area; preserve and promote cultural values ​​and revolutionary historical traditions, as a driving force to promote socio-economic development through tourism and service activities, making Nam Dan a model new rural district in "Cultural development associated with tourism", contributing to creating a nationwide spread.

The project also sets out specific goals, of which the most important is that by 2025, tourism and culture will become a key economic sector, bringing the proportion of tourism and services to about 42-43% of the district's economic structure; fully completing the targets and criteria and being recognized by the Prime Minister as a "Model New Rural District in developing culture and tourism".

Decision No. 17/QD-TTg also clearly defines specific responsibilities for 12 central ministries, branches and the People's Committee of Nghe An province and the People's Committee of Nam Dan district in implementing the Project.

The total capital requirement for the Project implementation is about VND 2,465 billion; of which, capital from the 4-level budget is VND 730 billion, accounting for 29.6%; capital from integrated programs and projects is VND 1,062 billion, accounting for 43.1%; socialized capital (enterprises) is VND 260 billion, accounting for 10.5%; mobilized capital from the community is VND 253 billion, accounting for 10.3%; other sources/credit is VND 160 billion, accounting for 6.5%.

Based on the lessons and practical experience of 7 years of building a new rural district, the Party Committee and people of Nam Dan are setting the highest and most drastic political determination to build Nam Dan into a livable countryside; build a stable, harmonious, democratic countryside, improve the material and spiritual life of the people. Strive to soon achieve the goal of a model new rural district, in order to realize President Ho Chi Minh's advice to his homeland, which is "to build Nam Dan into a model district".

To effectively implement Decision No. 17/QD-TTg of the Prime Minister, in addition to the key tasks of the provincial and Nam Dan district departments, branches and sectors, Chairman of the Provincial People's Committee Thai Thanh Quy also recommended that the Government, ministries, central branches and enterprises continue to pay attention to directing, supporting and accompanying the province and Nam Dan district; especially in the matter of prioritizing capital allocation to complete works and projects serving cultural development associated with tourism as well as completing the goals and tasks of building a model new-style rural district of Nam Dan.

Integrating highly effective programs and projects

The conference heard representatives of central ministries, branches, experts, and leaders of some corporations and general companies express their opinions, clearly showing their responsibility and commitment to accompany Nam Dan province and district in completing the project's objectives. Some opinions also expressed concerns and suggested directions and methods in the process of building a model new rural area in Nam Dan.

The common point of opinion of former National Assembly Chairman Nguyen Sinh Hung and Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy; historian, 14th National Assembly delegate Duong Trung Quoc; is to build a model new rural area of ​​Nam Dan on the basis of planning and building a tourism space associated with preserving and promoting traditional cultural values ​​and creating differences in each Nam Dan village with a natural landscape "soaked" in tradition, avoiding concretization.

Special emphasis is placed on the role of the people as the main subject in the process of building a model new rural area to achieve project goals - this is the key issue, creating sustainable development.

Also at the conference, Secretary of the Provincial Party Committee Nguyen Dac Vinh spoke clearly about the development orientation of Nam Dan district and clearly identified the work to be done at the provincial and district levels as well as resources to implement the project to build a model new rural area in Nam Dan; in the immediate future, he hoped that the Government and the Central Ministries, branches, and enterprises would support the province and Nam Dan to complete a number of urgent projects to serve the celebration of the 130th anniversary of President Ho Chi Minh's birthday in 2020.

Promoting cultural traditions and character of Nam Dan people

Speaking at the conference, Deputy Prime Minister Vuong Dinh Hue affirmed that the implementation of the Prime Minister's Decision on piloting the construction of Nam Dan into a model new rural district coincided with the 50th anniversary of the Party Committee, government and people of Nghe An province implementing the instructions in the last letter Uncle Ho sent to his homeland (July 21, 1969), which is: "Nghe An soon becomes one of the best provinces in the North." is extremely meaningful.

Affirming that Nam Dan is the only unit in the 4 pilot districts of building model new rural areas in the country whose project on building new rural areas has been directly approved by the Prime Minister; because for Nam Dan, it is not just simply building new rural areas but the bigger issue is developing the socio-economic development of President Ho Chi Minh's hometown, developing and planning the architectural space and commemorative area of ​​President Ho Chi Minh to be worthy.

And according to the Deputy Prime Minister, the spirit of implementing the Model New Rural District Project of Nam Dan must be "exemplary" in organization, implementation and execution to achieve the goals and tasks of the project. Therefore, the Central Ministries, branches, corporations, general companies and Nghe An province and Nam Dan district need to show determination, decisiveness, initiative and creativity in implementation, avoiding passively waiting for the direction of the Government.

"The implementation of the pilot project to build Nam Dan district into a model new rural district, in addition to responsibility, is also a sacred sentiment towards President Ho Chi Minh," the Deputy Prime Minister emphasized.

In addition to the participation of the Central Ministries and branches, the contribution of enterprises, the Deputy Prime Minister also emphasized the irreplaceable role of Nghe An province and Nam Dan district, the participation of all classes of people. Therefore, Nam Dan province and district need to raise the movement of the whole people uniting to build a cultural life and the whole people uniting to build a new rural area, civilized urban areas; associated with building the character and beauty of Nam Dan people, creating a good impression in the hearts of domestic and foreign tourists.
