120 party organizations and 129 party members have shortcomings and violations.
The summary report on the work of inspection, supervision and enforcement of Party discipline presented by Comrade Bui Thanh An - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee at the conference showed that in 2019, Party committees at all levels inspected 2,174 Party organizations and 3,621 Party members, of which 2,412 Party members were Party committee members at all levels.
During the year, the Provincial Party Committee Standing Committee inspected 16 organizations and 30 party members, and the provincial Party Committee's advisory bodies inspected 24 organizations and 52 party members. Party committees at all levels inspected 2,134 party organizations and 3,539 party members. Through inspection, 120 party organizations and 129 party members were found to have shortcomings and violations.

Inspection committees at all levels inspected 630 organizations and 1,109 party members (539 party members are committee members at all levels) when there were signs of violations. Of which, the Provincial Party Committee Inspection Committee inspected 4 organizations and 8 party members with signs of violations, thereby concluding the violations and proposing disciplinary action according to authority.

Since the beginning of the term, inspection committees at all levels have inspected 2,138 organizations and 3,868 party members. Through inspections, 416 party members have been disciplined...
Inspection committees at all levels also inspected the implementation of inspection and supervision tasks for 2,153 party organizations; inspected the implementation of discipline for 1,722 party organizations. The inspection results showed that 340 party organizations did not perform well the inspection and supervision tasks; 166 party organizations did not perform well the implementation of discipline tasks.

Disciplinary action against 16 party organizations and 1,122 party members
In 2019, Party committees at all levels disciplined 16 Party organizations and 1,122 Party members, of which 167 Party members were Party committee members. The District Party Committee and the Standing Committee of the District Party Committee (equivalent) disciplined 7 organizations and 63 Party members; the grassroots Party Committee disciplined 9 organizations and 447 Party members; and the Party cell disciplined 612 Party members. Some units that disciplined many Party members are Nghia Dan, Quynh Luu, Dien Chau, Hoang Mai, and Yen Thanh.
Inspection committees at all levels disciplined 179 party members, of which 75 were party committee members.

The main violations are violations of the principle of democratic centralism; violations of things that party members are not allowed to do; lack of responsibility, lax leadership and state management of land, resources, minerals, finance, investment, basic construction... The subjects of violations are party committee members at all levels, accounting for a high percentage of 42.1%.
Since the beginning of the term, Party committees and inspection committees at all levels have disciplined 60 Party organizations and 4,708 Party members (230 Party committee members). Disciplinary review and enforcement are carried out in accordance with procedures and regulations.
Participate in the assessment of Party committee personnel and congress delegates
After listening to the delegates' discussions and speeches at the conference, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council said that in 2019, the Inspection sector made very positive contributions to the Party building work, thanks to which the province successfully carried out its political, economic and social tasks. Inspection committees at all levels also effectively implemented the Central Resolution 6 (term XII) on restructuring the apparatus and streamlining the payroll.

In addition, comrade Nguyen Xuan Son also pointed out some limitations that inspection committees at all levels need to overcome. That is, they are not really proactive in self-inspection and inspection when there are signs of violations; inspection and supervision work is not synchronous and not timely.
Affirming that 2020 is a year of many events of special importance, comrade Nguyen Xuan Son requested that inspection committees at all levels must further promote their roles and shoulder important responsibilities for the common goals of the province.
First of all, the inspection work must aim to maintain Party discipline and order, avoiding any manifestation of disregard for organizational principles. Strengthening the inspection work will contribute to perfecting mechanisms and policies, promoting the development of the province and enhancing the Party's capacity and fighting strength in the new period.
According to the Standing Deputy Secretary of the Provincial Party Committee, the motto of inspection and supervision is to implement the proposed programs and plans with quality in the spirit of key inspection and expanded supervision. Inspection committees at all levels must coordinate with other sectors to avoid overlap, on that basis, draw good experiences and minimize limitations and shortcomings.
In particular, inspection committees at all levels must strengthen inspection and supervision of compliance with principles, regulations, and procedures in preparing for party congresses, including participating in the assessment of party committee personnel and congress delegates.

It is forecasted that in 2020, there will be many complaints and denunciations, which will put pressure on the Inspection sector, requiring the staff to strive to perform their assigned tasks well. In addition, the internal Inspection Committees at all levels must also have specific plans to prepare new personnel with truly qualified requirements to shoulder the mission of the sector. And after the completion of the Party Congresses at all levels, the Inspection sector must immediately deploy the program and tasks of the new term.
The Standing Deputy Secretary of the Provincial Party Committee emphasized that supervision work must be carried out regularly and continuously. According to him, strict discipline is good, but the more important thing is how to ensure that cadres are disciplined less and commit fewer violations.
Therefore, when monitoring is maintained regularly, it will prevent and limit wrongdoings and violations. This is also the basis for conducting focused, key inspections and extensive monitoring.
