Reduce 72% of commune-level administrative units

Reporting to the provincial working delegation, comrade Le Xuan Kien - Standing Deputy Secretary of the District Party Committee, Chairman of the District People's Council affirmed: The Steering Committee for the implementation of the arrangement and reorganization of commune-level administrative units and the construction of a 2-level local government organization model of the district has closely followed the direction of the Central Government and the province to proactively implement many tasks.

The focus is on strengthening the propaganda work on policies, creating consensus among cadres, party members and people; reviewing the quantity and quality of cadres, civil servants and public employees in the area, associated with attention to political and ideological work. Currently, the whole district has a total of 50 people registered for early retirement, of which 11 cases have completed the documents to submit to the Department of Home Affairs for appraisal.

Based on the research of criteria on area, population and traffic connectivity, ensuring convenience for people in administrative transactions, connecting development space, historical and cultural traditions, etc.; The Steering Committee for the arrangement of administrative units of Quynh Luu district has proactively developed a plan to arrange administrative units at the commune level.

Specifically, from the current status of total 439.78km²With a natural area, population of 336,617 people and 25 communes and towns, the Steering Committee of Quynh Luu district has agreed on a plan to arrange into 7 new commune-level administrative units, reducing 18 units (a reduction rate of 72%).

Quynh Luu district also developed a plan for arranging cadres and civil servants; a plan for using public assets, headquarters, and public administrative centers of new communes after the arrangement; a plan for naming new communes according to the principle of naming according to the name of the administrative unit of Quynh Luu district, with serial numbers from 1 to 7 to facilitate digitization and updating of information data...

Working with the provincial delegation, Quynh Luu district proposed that the province soon issue regulations and guidelines on standards, criteria, and conditions for positions in the new apparatus and provide guidance on the process of arranging and assigning cadres and civil servants to ensure quality, publicity, transparency, and efficiency; at the same time, resolve the regime for cadres and civil servants who quit their jobs or retire early...

At the meeting, members of the provincial working delegation raised a number of issues requesting Quynh Luu district to continue reviewing, supplementing, and perfecting the plan to arrange commune-level administrative units.

It is noteworthy that the location of the headquarters and public administrative center should be chosen in the most central location, convenient for traffic and travel for people to perform public services and have land funds to ensure the headquarters planning has a long-term development vision.

Along with that, it is necessary to pay attention to reviewing and urging the construction progress and settlement of works and projects in the area; resolving public debt; reviewing and urging the implementation of inspection, examination and audit conclusions of all levels, especially asset recovery.

At the same time, it is necessary to proactively arrange staff and civil servants, combined with propaganda, do a good job of ideological work, and resolve redundant staff and civil servants.

Focus on propaganda work, create high consensus

Concluding the meeting, Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation highly appreciated the initiative of Quynh Luu district in implementing the policy of rearranging commune-level administrative units and building a 2-level local government model to ensure compliance with the direction of the Central and the province, in accordance with the practical situation; in which the rearrangement requirement of the Central and the province set out to reduce 60 - 70% of the current number of administrative units, but the district has developed and agreed on a plan to reduce 72%.

Based on the plan to arrange commune-level administrative units agreed upon by the district, Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh emphasized that the issue that the District Steering Committee needs to focus on is to strengthen propaganda work, creating high consensus and unity in society. To do so, the first requirement is that the Party Committee, the government, the political system and each cadre and civil servant must agree and be responsible for spreading that consensus among the people to support. On the other hand, propaganda work needs to develop specific plans for each stage, each unit, and each subject.

Pay close attention to the directions of the Central and the province to ensure the progress and quality of the arrangement of commune-level administrative units and the implementation of a two-level government.

Expressing his agreement with the proposed plan to name the 7 new communes after the merger that the district has built, the Deputy Secretary of the Provincial Party Committee also suggested some viewpoints in choosing the location for the administrative centers of the new communes; including the requirement to take the people as the center to prioritize the location of the headquarters with a geographical location, convenient traffic for people to travel and connect the development space of the locality after the merger, contributing to improving and enhancing the lives of the people.

Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh also noted a number of political tasks that the locality needs to resolutely direct, including the task of building housing for the poor, striving to complete on time by July 31, 2025 as directed by Secretary of the Provincial Party Committee Nguyen Duc Trung; proactively preparing conditions for the implementation of Party congresses at all levels, towards the 14th National Party Congress.

Regarding the district's recommendations and proposals to the province, comrade Vo Thi Minh Sinh directed the Department of Home Affairs to research and advise the Provincial People's Committee to deploy implementation instructions to ensure consistency across the province.
