Deputy Secretary of Nghe An Provincial Party Committee Vo Thi Minh Sinh works with Nghi Loc district on the arrangement of commune-level administrative units.
With high consensus, the Standing Committee of the District Party Committee and the Executive Committee of the Nghi Loc District Party Committee approved the plan to reduce from 23 communes and towns to 7 communes.

On the afternoon of April 15, Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province, Head of the National Assembly Delegation of Nghe An province worked with the Standing Committee of the District Party Committee, the Party Executive Committee of Nghi Loc district on the arrangement of commune-level administrative units and the construction of a 2-level local government model and the socio-economic situation of Nghi Loc district in the first quarter of 2025.
Attending the meeting were members of the Provincial Party Executive Committee: Le Dinh Ly - Deputy Head of the Provincial Party Committee's Organization Committee; Nguyen Thi Thom - Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Committee; Hoang Thi Thu Trang - Director of the Department of Justice and leaders of the Provincial Party Committee's advisory and support agencies and the Department of Home Affairs.
Working with the delegation were comrade Duong Dinh Chinh - Member of the Provincial Party Executive Committee, Secretary of the District Party Committee and comrades in the Standing Committee, Standing Committee of the District Party Committee, and Executive Committee of the Nghi Loc District Party Committee.
Formation of 7 new communes after rearrangement
The reorganization of administrative units is a major policy, which is being strongly directed by the Central Government. Nghe An province has directed localities to take urgent action, closely following the direction, ensuring both progress and meeting requirements.

Nghe An currently has 412 commune-level administrative units. At the working session on the afternoon of April 14, the Provincial Steering Committee on the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model was finalized.The rate of commune-level administrative units in Nghe An province decreased by nearly 68.5%.After the reorganization, the province has about 130 communes left.
Currently, Nghi Loc district has 22 communes and 1 town, with a population of nearly 209 thousand people and a natural area of more than 313 km². Through review, all 23/23 commune-level administrative units do not meet the standards according to current regulations.

On that basis, the district has developed a plan to reduce the number of communes and towns by 69.5%; specifically, it proposed to merge to form 7 new communes based on criteria such as: historical traditions, customs, geographical conditions, traffic connections, ensuring convenience for people in administrative transactions and daily life after the arrangement. In particular, the district also considered the option of naming communes in numerical order to create consistency and easy identification.
At the meeting, the working delegation gave direct comments, thereby diversifying perspectives for the Standing Committee of the District Party Committee and the Executive Committee of the Nghi Loc District Party Committee to complete the plan to arrange commune-level administrative units before submitting it to competent authorities for consideration and decision.

Accordingly, all opinions agreed on the plan to reduce from 23 communes and towns to 7 communes. However, the selection of specific plans for merging communes to form new communes must adhere to the principle of top priority is to ensure the government is close to the people, serving the people best; carefully calculate to create a reasonable, synchronous and favorable development space for organizing socio-economic life, ensuring the ability to connect infrastructure, develop production, services and improve people's lives.

In addition, determining the administrative center of the new communes after the arrangement is also a very important factor, which needs to be based on criteria such as: central geographical location, convenient traffic connection, existing infrastructure conditions, while ensuring convenient access to public services for people and organizations.

In the first quarter of 2025, in the context of many difficulties, Nghi Loc's budget revenue in the first quarter is estimated at more than 238 billion VND, reaching nearly 50% of the estimate; at the same time, the district has achieved many bright spots such as having 17 communes achieving advanced new rural status; focusing on implementing site clearance for key projects; eliminating temporary and dilapidated houses for poor households and meritorious people...
Focus on leadership and direction to ensure progress and principles are met
Concluding the meeting, Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province, Head of the National Assembly Delegation of Nghe An province highly appreciated the preparation work of Nghi Loc District Party Committee. Basically, the contents of the arrangement of commune-level administrative units ensure the right direction, suitable to the practical situation.

Currently, the Standing Committee of the National Assembly has issued Resolution No. 76/2025/UBTVQH15 on the arrangement of administrative units in 2025. The Prime Minister has issued Decision No. 759/QD-TTg dated April 14, 2025 approving the Project on arrangement and reorganization of administrative units at all levels and building a 2-level local government organization model.
From this reality, Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh suggested that Nghi Loc district continue to lead and direct to ensure the progress of the arrangement of commune-level administrative units; especially carefully review the contents, ensure full compliance with the principles, order and procedures according to current regulations. On that basis, the district needs to complete the project to collect public opinions, then synthesize and complete it to submit to the People's Councils at the commune and district levels for consideration and approval.

Comrade Vo Thi Minh Sinh also noted that the district should pay attention to the work of reorganizing the apparatus, arranging staff, handling finance and public assets, and fully collecting statistics on the current situation to have appropriate solutions. Propaganda work and creating social consensus need to be given special attention to ensure that after the reorganization, the local government operates effectively, efficiently, and without interrupting service to the people.

Besides, he requested comrades from provincial agencies to continue to closely monitor the local situation, accompany and support Nghi Loc district in the process of completing the project and implementing it.
Regarding the socio-economic development situation, Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh acknowledged the results, as well as the recommendations and proposals of the district.
