Accordingly, the Sports Festival at commune, ward and town level will organize competitions in 5 or more sports. Depending on specific conditions, priority will be given to organizing the following sports: Football, Athletics, Volleyball, ethnic sports and folk games suitable to local traditions.

At the district, city and town level Sports Festival, competitions will be organized in 10 or more sports, including compulsory sports: Athletics, Swimming, Pole Pushing, Football, Volleyball, Tug of War. Particularly in mountainous districts, the compulsory Crossbow Shooting sport is added, depending on specific conditions, ethnic sports suitable to local traditions can be organized.

Industry-level Sports Congresses organize 3 or more sports and register with the Provincial Sports Congress Organizing Committee.

Regarding time, the Commune and District Sports Festivals will take place from January to the end of September 2021. The District-level Festival will only be held after 100% of communes, wards and towns in the district have completed the Sports Festival.

In order to have a basis for drawing experience in the process of directing and guiding the Sports Congress, the Organizing Committees of the Congresses at all levels direct the organization of the model Congresses as follows:

- District level: select 4 units in the emulation clusters to organize model congresses.

+ Cluster 1: organize a model congress in Anh Son district (including Ky Son, Tuong Duong, Con Cuong, Anh Son and Thanh Chuong units).

+ Cluster 2: organize a model congress in Tan Ky district (including Tan Ky, Que Phong, Quy Chau, Nghia Dan, Quy Hop units, Thai Hoa town).

+ Cluster 3: organize a model congress in Yen Thanh district (including Do Luong, Yen Thanh, Dien Chau, Quynh Luu units, Hoang Mai town).

+ Cluster 4: organized in Nam Dan district (including Vinh city, Cua Lo town, Nghi Loc, Hung Nguyen and Nam Dan).

- Commune level: Each district selects 1-2 units to organize model congresses (For districts with 20 or more communes, 2 units should be selected to organize model congresses).

The organization of the 9th Nghe An Provincial Sports Congress at all levels, 2021-2022, aims to celebrate the success of the Party Congresses at all levels and the 13th National Congress of Delegates.
