Deputy Director of the Department of Transport: Do not allow protection and gathering of customers during Tet

Mr. Nguyen Duc An requested that transport units and businesses not be short of vehicles, proactively have spare vehicles to respond when mobilized; at the same time, he emphasized that the increase in fares must follow regulations and be strictly managed, not oppressing passengers or carrying more people than prescribed.

Transport companies must ensure the number of drivers, avoid driving overloads in terms of time, causing traffic safety problems. At the same time, the Department of Transport will coordinate with functional forces to regulate traffic flow, not allowing traffic jams on inner-city routes.

In particular, Mr. Nguyen Duc An - Deputy Director of the Department of Transport and Head of the Steering Committee for Transport for the Lunar New Year 2018 requested that functional agencies need to strengthen inspection work, to prevent the situation of protection and gathering of customers.

At the same time, State management agencies must facilitate the settlement of administrative procedures for businesses.

Previously, at the conference, functional agencies, management units, and transport enterprises discussed solutions to contribute to the transport plan for the Mau Tuat New Year and Spring Festival 2018 to best meet people's travel needs.

Lieutenant Colonel Hoang Duy Ha said: Vinh City Police have proposed and been allowed by the Provincial Police to take the initiative in ensuring traffic order and safety. Accordingly, the unit will proactively mobilize and train forces and will launch the campaign from December 30.

The Deputy Chief of Vinh City Police also warned of the situation that, inside the bus station, bus companies increased the number of passengers according to regulations, but outside the station, they increased the number of passengers, causing frustration for passengers; at the same time, many bus companies overloaded passengers, especially during rush hours, on "yellow routes", and the situation of unregistered buses operating; thereby, requesting that the authorities need to strengthen control and handling to avoid recurrences like previous years.

"I propose that the Transport Association strengthen propaganda for drivers to comply with traffic culture, check and correct driving violations; organize drivers to work according to regulations on time; pay attention to the safety coefficient of vehicles" - Mr. Ha said when mentioning the current situation of bus companies increasing routes, drivers not having time to rest, leading to unsafe traffic when participating in traffic during holidays and Tet.

Regarding ticket prices during Tet, Head of the Department of Transport Management Nguyen Viet Hung said that he has assigned businesses to build a price list suitable for the market to submit to the Department of Transport for approval, and that they are not allowed to freely increase ticket prices without the approval of the authorities; at the same time, he requested the Transport Association, transport cooperatives, and bus stations to monitor this issue.

“In previous years, when the bus entered the station, the bus owners did not let the station sell tickets, but instead collected tickets from outside customers to raise the ticket prices themselves. During Tet 2018, we require that tickets be sold to customers at the station,” Mr. Hung said, explaining the solution to control the situation of bus owners arbitrarily raising ticket prices during Tet.

It is expected that during the Lunar New Year and Spring Festival 2018, the number of passengers traveling by road will be about 427,000 people; by rail will be about 52,000 people...

Through surveying the situation, the Provincial Passenger Transport Steering Committee has assigned responsibilities to each member to implement the plan, assign passenger transport operations to ensure traffic safety and implement regulations on passenger transport business conditions during the New Year, Lunar New Year and Mau Tuat Spring Festival.

The Department of Transport compiles statistics and lists additional vehicles, coordinates with bus stations to dispatch vehicles to clear passengers at bus stations. The Traffic Inspectorate coordinates with local authorities to strengthen inspections of traffic safety work.

The provincial police directed functional forces to be on duty, guide traffic flow on key traffic routes; strengthen control and handle violations of traffic safety and order.

Vinh Bus Station, Vinh Railway Station and Vinh International Airport coordinate with functional forces to ensure security and order, post ticket prices, dates, times and schedules specifically; proactively plan ticket sales and notify passengers.

For passenger transport businesses, it is necessary to prepare enough drivers and staff to meet the requirements of continuous service during Tet. When there is a mobilization order from the Steering Committee, the units must promptly deploy vehicles to participate in Tet service.
