(Baonghean.vn) - "Although the economy is still facing many difficulties, localities need to have caring policies so that all people can enjoy a warm and happy Tet holiday; strive to ensure that everyone can have a Tet holiday." Deputy Prime Minister Vu Duc Dam requested at an online conference of the labor sector.

On the morning of January 11, 2021, the Ministry of Labor, Invalids and Social Affairs held an online conference to deploy tasks for workers, meritorious people and society in 2021.

The report at the conference said that after 10 years of implementing the socio-economic development strategy 2011-2020, 5 years of implementing the socio-economic development plan 2016-2020, the whole sector has completed an important step of the socialist-oriented market economy institution in the field of labor and society; respecting market principles, reducing State intervention, not leaving behind the disadvantaged.

Labor market institutions have been gradually formed and developed, promoting the flexible and effective operation of the market as is common in other countries, promoting labor transfer between industries and economic sectors. The scale of human resources has been expanded, the labor force continues to increase from 54.2 million people in 2015 to 54.6 million people in 2020; the labor structure has shifted positively; The rate of trained workers has increased from 51.6% in 2015 to about 64.5% in 2020.

The unemployment rate remains low, the unemployment rate of working-age laborers in urban areas is always maintained below 4%. The poverty rate according to the multidimensional poverty line has decreased rapidly; from 9.88% in 2015 to 2.75% at the end of 2020; To date, over 3 million people, accounting for over 3% of the population, are receiving regular subsidies.

In Nghe An, despite the complicated developments of the epidemic and the heavy damage caused by natural disasters and floods, the province's social security work has still achieved remarkable results. As of November 30, 2020, the Provincial People's Committee issued a decision to support 655,241 beneficiaries who are people with revolutionary contributions; social protection; the poor and near-poor; workers and employers, with a budget of VND 629,144.75 million. Coordinate and direct the People's Committees of districts, cities and towns to promptly pay support to beneficiary groups according to the decision of the Provincial People's Committee; as of November 30, 2020, support has been paid to 622,341 people, with a total amount of VND 599,217 million.

In 2020, the whole province created jobs for about 38,723 people (reaching 101.6% of the plan); of which, 27,906 people worked domestically, 10,718 people worked abroad under contracts (reaching 100% of the plan). The Gratitude Movement has been widely socialized. As of November 30, 2020, the whole province has mobilized over 19.2 billion VND for the Gratitude Fund. 5,139.8 million VND has been allocated to support the construction and repair of 119 gratitude houses for people with revolutionary contributions; 52 savings books were given to people with revolutionary contributions, with the amount of: 261.5 million VND.

At the conference, many points raised many opinions: Besides the positive aspects, there are still limitations such as some policies of low quality. The vocational training structure by level and occupation has not kept up with the requirements of the labor market and the socio-economic development of the country. The unemployment rate is still high, especially when the Covid epidemic broke out in many big cities. In addition, the situation of work accidents, occupational diseases, fires and environmental pollution is complicated. The rate of beneficiaries of social assistance is still lower than the reality. Poverty reduction results are not sustainable, the rate of re-poverty is still high. Gender-based violence, violence and child abuse have not been prevented and handled promptly.

Concluding the conference, Deputy Prime Minister Vu Duc Dam requested: In the coming time, the labor sector needs to continue to connect as a focal point to synthesize and advise the government on social security policies, especially policies on recognizing records for people with meritorious services. In the context of the Covid-19 epidemic still evolving complicatedly, we must continue to both effectively fight the epidemic and develop the economy. "Implement dual goals to both develop the economy and at the same time try to take care of the lives of workers, especially those affected by the Covid-19 epidemic through support packages," said the Deputy Prime Minister.

The Deputy Prime Minister also hopes that the ministries and branches need to coordinate well with associations and socio-political organizations so that vulnerable groups across the country can benefit from policies. It is necessary to review the regime and policies so as not to miss out on any subjects and not to let meritorious people live in poverty.

“To develop well, we must have a good social security network, which means a good social insurance system. We need to promote and educate people to change their habits of buying social insurance,” the Deputy Prime Minister emphasized.

In addition, the Deputy Prime Minister hopes that sectors need to be determined to implement vocational education targets to catch up with university education; the number of trained workers will increase, and the quality of workers' skills will meet international requirements.

The implementation of drug addiction treatment and post-treatment management also needs to be strengthened, the industry needs to find new solutions. Because currently the number of new addicts using addictive substances, especially synthetic drugs, is on the rise, however we have not yet found a medical therapy to treat withdrawal.
