Today, I am very happy to attend the ceremony to announce and receive the title of new rural standard of Nam Dan district. On behalf of the Government, the Central Steering Committee of National Target Programs, I would like to send to the leaders, former leaders of the Party, State, delegates, all cadres, party members, armed forces, people of Nam Dan district and Nghe An province my best wishes for health and greetings.

The National Target Program on New Rural Development is a comprehensive program on socio-economic, political, security and defense development, deployed nationwide to implement the Resolution of the Central Conference (10th tenure) on agriculture, farmers and rural areas.

In 2010, the Prime Minister approved the National Target Program on New Rural Construction, phase 2010 - 2020, with the goal that by 2020, 50% of communes will meet the new rural standards according to the national criteria set for new rural areas.

Up to now, nationwide, more than 37% of communes and 52 districts have been recognized as meeting NTM standards.

For Nghe An province, Nam Dan is the third district-level unit (after Vinh city and Thai Hoa town) to complete the task of building a new rural area and is the first district in the whole province to be recognized as a new rural district.

This is an outstanding achievement, an extremely meaningful gift from the Party Committee and people of Nghe An province in general, and from the Party Committee and people of Nam Dan district in particular, to beloved President Ho Chi Minh on the occasion of his 128th birthday anniversary. On behalf of the Central Steering Committee for National Target Programs, I would like to share the joy and warmly congratulate the Party Committee and people of Nam Dan district on this important and very meaningful event.

Building a new rural area is a central, regular and long-term task to achieve the goal of "rich people, strong country, democracy, fairness, civilization" in the fields of agriculture, farmers and rural areas. Being recognized by the Government as the first new rural area standard in the whole province is a great joy and honor, but it is only the first step for the Party Committee and people of Nam Dan district to continue building an advanced new rural area and organizing the implementation of the project to build a model new rural area - 1 of 4 districts nationwide selected by the Central Steering Committee to pilot the construction of a model new rural area.

It is an honor and pride to be the hometown of President Ho Chi Minh, and at the same time a heavy responsibility to the whole country to be worthy of his hometown, the Party Committee and people of Nam Dan must strive to soon become a model new-style rural district, and Kim Lien commune must become a model new-style rural commune.

The Central Steering Committee, ministries, branches and Nghe An province will certainly pay attention to creating the most favorable conditions for Nam Dan; but it is the determination, efforts, creativity, and effective ways of the Party Committee and people of Nam Dan district with the role of the people as the main subject that are the decisive factors to soon achieve that goal.

Solving the problems of agriculture, farmers and rural areas is the task of the entire political system and society; first of all, it is necessary to arouse the spirit of patriotism, self-reliance, self-reliance, innovation, creativity and always striving forward of farmers.

I hope and firmly believe that, in the coming time, towards the 50th anniversary of the implementation of President Ho Chi Minh's Testament in 2019 and the 130th anniversary of his birth in 2020, the Party Committee and people of Nam Dan district will make determined efforts to make breakthroughs, build Nam Dan into a livable countryside, build a stable, harmonious, democratic countryside, continuously improve the material, cultural and spiritual life of the people, and soon achieve the goal of a model new-style rural district before 2025.
