Deputy Head of the Internal Affairs Committee of Nghe An Provincial Party Committee attended the Congress of Delegates of Tien Phong Commune Party Committee
On the morning of August 21, Tien Phong Commune Party Committee held the 1st Congress of Delegates, term 2025 - 2030.
Comrade Nguyen Van Hai - Member of the Provincial Party Executive Committee, Deputy Head of the Internal Affairs Committee of Nghe An Provincial Party Committee attended and directed the Congress. Also attending were leaders of provincial departments, agencies and 150 official delegates, representing more than 921 party members of the entire commune.
Economic development in accordance with local characteristics
Tien Phong commune was established on the basis of merging two communes Tien Phong and Hanh Dich (old Que Phong district). Currently, the commune has 33 subordinate Party grassroots organizations and a total of 921 Party members.

During the 2020 - 2025 term, Tien Phong Commune Party Committee has focused on leading economic development in a sustainable direction, suitable to local characteristics.
Three key economic zones were formed including: tourism - service - trade zone; rice growing zone; forest planting and indigenous medicinal plant conservation zone.
Thanks to the right orientation, the average growth rate of added value reached 8.05%/year, the average income per capita by 2025 reached 27.59 million VND/year. The economic structure has shifted positively towards gradually reducing the proportion of agriculture, gradually increasing industry and services.
The agricultural and forestry sector continues to play a leading role with a total production value of over 205 billion VND. The rice acreage remains stable, with an average yield of 54.25 quintals/ha. The total forest coverage of the commune is 81.25%. Precious medicinal plants such as cardamom, codonopsis, and yellow tea are actively grown by the people in the direction of commodities. Livestock and aquaculture have many positive changes, contributing to the diversification of livelihoods.

Small-scale industries, trade and services have developed significantly. Traditional occupations such as brocade weaving and bamboo and rattan weaving have been restored, creating jobs and income for the people. The total value of trade and services by 2025 will reach nearly 99 billion VND.
Community tourism has initially developed, notably Long Thang village which has been recognized as a provincial tourist destination, attracting more than 5,000 visitors each year, contributing to promoting the local image and increasing income for local people.
The national target program on new rural construction has achieved many important results. By 2025, the commune has achieved 16/19 criteria; one village has met new rural standards and another is expected to meet them this year. Essential infrastructure such as electricity, roads, schools, and stations have been invested synchronously, gradually changing the appearance of the countryside.
The cultural and social fields continue to develop steadily. The rate of children going to school is 100%, the quality of mass and key education is improved. Currently, the whole commune has 6/7 schools meeting national standards, of which 1 school meets level 2 standards. Health care is focused, the commune maintains national health standards. The rate of people participating in health insurance is 100%, social insurance is 17%.

Social security work was implemented promptly and to the right target. The poverty rate decreased from 42.78% in 2020 to 32.2% in 2025. During the term, the commune mobilized resources to build and repair 419 houses for poor households.
National defense and security were maintained, the movement of the entire people to protect the national security developed strongly. The model of "Clean society from drugs" was implemented vigorously and initially brought about clear results. Foreign affairs activities, especially the coordination of border patrols with Laos, were maintained regularly, contributing to maintaining border security and building a peaceful and friendly border.
Tien Phong Commune also pays special attention to the application of science and technology, promoting digital transformation in production and management. Models such as medicinal plant cultivation, biological animal husbandry, use of organic products... have brought about clear economic efficiency. Information technology infrastructure is increasingly improved, supporting people to access information and public services.
Putting the Congress resolution into practice
Entering the 2025 - 2030 term, Tien Phong commune aims to become a leading locality in the Northwestern border region of Nghe An province.
The Party Committee of the commune identified 23 key targets, 5 groups of tasks, 3 breakthroughs and 2 main groups of solutions to maximize resource mobilization and promote combined strength for comprehensive development.

At the Congress, delegates unanimously approved the decisions of the Provincial Party Standing Committee on appointing the Executive Committee of the Tien Phong Commune Party Committee, term I, 2025 - 2030, consisting of 22 comrades and the Standing Committee of the Commune Party Committee consisting of 7 comrades.
Comrade Sam Van Duyet was appointed to hold the position of Secretary of the Tien Phong Commune Party Committee. Comrades Nguyen Minh Thuan and Lo Thi Nguyet were appointed to hold the position of Deputy Secretaries of the Commune Party Committee, term 2025 - 2030.
Speaking at the Congress, comrade Nguyen Van Hai - Deputy Head of the Provincial Party Committee's Internal Affairs Committee acknowledged and commended the outstanding results achieved by the Party Committee, government and people of Tien Phong commune in the past term.
He emphasized that in the new period, the commune needs to continue promoting internal strength, the spirit of innovation, creativity and responsibility of the staff and party members; at the same time, proactively overcome limitations and remove development "bottlenecks" to successfully achieve the goals set by the Congress.

In addition, he suggested that Tien Phong commune soon implement synchronous planning, invest in socio-economic infrastructure, exploit the potential of forests and indigenous medicinal herbs, develop OCOP products, large-scale livestock farming and community tourism associated with agriculture. The commune needs to effectively implement the central government's key resolutions, especially on digital transformation, administrative reform and improving digital literacy. At the same time, continue to improve the quality of education, vocational training, care for social security, preserve the cultural identity of ethnic groups and ensure national defense and security, and persistently build a drug-free commune.
Immediately after the Congress, the Party Executive Committee of the commune quickly developed an action program, concretizing the Congress resolution into practice through practical and effective emulation movements, striving to bring Tien Phong commune to rapid and sustainable development in the new term.
